What Oliver Tanseco told me about going to Jesse Robredo’s condo

The day before Rico Puno resigned as Department of Interior and Local Governments undersecretary, I was able to interview Oliver Tanseco – the police officer who had accompanied Puno to the residential condo of the late DILG Secretary Jesse Robredo.

Robredo had introduced me personally to Police Superintendent Tanseco in April 2011 as one of the channels through which to communicate to his office. I sensed that Tanseco had Robredo’s trust.

Why is it important to verify the truth surrounding the condo visit of armed cops on the Sunday morning of August 19?

I can think of three reasons why – despite what Justice Secretary Leila de Lima said about the media fussing over nothing.

First, since I talked to Tanseco last Monday, at least three other conflicting versions of the same event have been told the public. I want to know why.

Second, sometimes it’s small incidents like these that expose much bigger things. Remember it was a break-in which uncovered the Watergate scandal, which led to the resignation of a sitting US President. Before anyone jumps on that last statement, I am not implying anything else by saying it.

Finally third, I found the unannounced and unauthorized visit to the residence of a missing top government official highly shocking. Recall that at that time, the public was riveted on finding Robredo alive, perhaps drifting on a piece of wreckage or swept to a remote island. Unknown to us all, here was Robredo’s underling showing up with not just one or two policemen but a sizable number of armed cops at the private residence of the missing Robredo that Sunday August 19. Offhand, it’s highly unusual for government officials to be on O.B. (official business) on a Sunday.

I’m wondering what those documents inside Robredo’s condo contained. One media report said De Lima later turned them over to Robredo’s widow. Is this true?

Broadcast network ABS-CBN had called the incident an attempted raid. To me it did look like an aborted police raid.

And if the idea all along was really to secure the condo and anyone inside from harm, my hubby Alan pointed out to me that the least the group could have done was leave someone behind to guard the premises. Isn’t it strange no one was left behind to guard the door of the condo?

And so I phoned Tanseco last Monday Sept 10 since he was a participant and eyewitness. But I did not write the Tanseco interview right away because I wanted to verify some things he had said. Instead, I uploaded President Benigno Aquino’s lengthy press briefing in Vladivostok.

The next day Tuesday, I had no time to write the piece again because I had to file a story on the aborted arms deal involving Puno for South China Morning Post (HK).

When Puno abruptly resigned Tuesday afternoon, I thought Tanseco’s story had been overtaken by events.

I was wrong. Portions of Puno’s version of the August 19 events contradicted those of Tanseco.

I phoned Tanseco and told him that Puno had resigned and issued a time-line which said that on August 19 at:

0930 H (9:30 am) Informed by Superintendent Tanseco that there were documents inside the residence/condominium of the Secretary.
1000 H (10:00 am) Led team to secure Secretary Robredo’s condominium unit; stayed in condominium lobby; instructed team to sign condominium log book to document our presence; left condominium after about 20 minutes. [Note: The highlighting in red is mine.]

I reminded Tanseco that he had told me that:

ONE: He did not know whether or not there were documents in Robredo’s residential condo. I had earlier asked him whether they had gone there precisely to look for documents. I reminded Tanseco that he had replied – “Wala, I was not there to look for documents.”
TWO: Tanseco had told me that the trip to Robredo’s condo was on Puno’s order.
THREE: Tanseco had gone up to the floor where the condo was located, leaving Puno and the cops on the ground floor lobby. However, when Tanseco opened the door of the condo unit, he found Puno and Senior Superintendent Joel Pagdilao waiting just outside the door.

Puno’s time-line stated that he “stayed in condominium lobby”. He also told veteran GMA News broadcaster that he had stayed in the ground floor lobby all throughout the episode.

I asked Tanseco which I should believe – Puno’s version or his version. I asked him if it was true he was the one who told Puno that there were documents inside Robredo’s condo.

Tanseco told me that before replying, he first wanted to read Puno’s statement “para naman safe ako.”

I repeated my question.

Tanseco replied: “Yung sinabi ko dati.”

“Ano yung sinabi mo dati?” I asked him.

He told me to call him back two hours later. He said he was late for a class he was teaching at the Public Safety College.

Since that early evening of Tuesday, Tanseco has chosen not to reply either to my text messages or my calls. I am greatly intrigued by what he had said – “Para safe naman ako.”

To this day I wonder why a police officer with a gun told me he needed to be safe – from whom?

Who is to be believed? Tanseco or President Benigno Aquino’s BFF – Best Friend Forever?

I don’t know at this point.

But I’d like to point out that Tanseco is not your run of the mill police officer. This is why I held off writing this, in order to check what he told me about his background.

Tanseco has a master’s degree in the College of Public Administration, University of the Philippines. He is about to finish a doctorate degree at the UP Institute of Mass Communications. Ironically, one of the areas he said he wanted to specialize in is “Crisis Communications.” I jokingly told him that he could turn his ongoing experience into a thesis.

I counter-checked  with the IMC what he had said about himself. Nini Burlad of the IMC doctoral program office confirmed to me that Tanseco is currently studying there. In fact, Nini said:

Matatapos na nga siya. He’s graduating this sem. He was asked to present his oral dissertation within this month. After that, magiging Dr. Tanseco na siya.

Tanseco had told me that this incident has placed his 17 years in the PNP on the line.

Since I interviewed Tanseco, I have noticed that there have appeared three other versions on the condo visit: that of Puno, Philippine Star columnist Billy Esposo; and Philippine Daily Inquirer columnist Conrado de Quiros.

Recall that in Puno’s version, it was Tanseco who told him about the documents in Robredo’s condo and Puno himself never went upstairs.

In Billy Esposo’s version, it was PNP Chief Nicanor Bartolome who “relayed” to Puno further instructions to also secure papers in the Robredo condo. Here is a portion from his column entitled “Why Rico Puno was targeted from Day 1 [the highlighting in red is mine]:

Last Tuesday, I was given a full briefing on the Rico Puno controversy the alleged “raid” and “break in”

1.There was no raid or break in at the Robredo condo. Puno went there consistent with orders that he had received from President Benigno S. Aquino III (P-Noy) to secure the sensitive papers of the late Jesse Robredo. Puno went to the condo after Chief PNP (Philippine National Police) Nicanor Bartolome relayed to Puno further instructions to also secure papers in the Robredo condo. Clearly, Puno was acting like a good soldier.

For his part, Conrado de Quiros implied that Tanseco was in fact lying when he said he had talked to Robredo’s maid. De Quiros said “there was no maid” in the first place. De Quiros also said “Puno has been found guilty without having been tried.”

Here is the pertinent portion of De Quiros’ piece entitled “Kafkaesque” [the highlighting in red is mine]:

What in fact happened?

After Robredo’s plane crashed, P-Noy ordered Puno to secure all of Robredo’s documents as they were extremely sensitive, and gambling lords in particular would be eager to get their hands on them. Puno complied. Going by the book, he brought along a group led by Supt. Oliver Tanseco. Tanseco is Robredo’s deputy chief of internal security and one of his trusted aides. They went to Jesse’s office, took pictures, and sealed it. Puno then reported it to the President.

That same night, Tanseco remembered that there were other documents in Robredo’s condo unit and called up Puno to propose that they secure it too. That call was witnessed by officials who, for reasons of their own, kept mum about it while Puno was being pilloried for stepping out of bounds but who now confess to it. The following day, Puno and Tanseco went over to Robredo’s house. They were never denied entry by the maid simply because there was no maid. In fact, there was no one inside. Puno himself remained in the lobby while his team took pictures of the unit from the outside. They never entered the unit. All in all, they spent 20 minutes there and left.

If that is the case, who opened Robredo’s door to allow Tanseco to enter? A non-maid?

Also, notice that in this version, it was Tanseco who had phoned Puno “witnessed  by officials…” It was not President Aquino phoning Puno in the presence of officials, including Tanseco.

I’m not saying which version should be believed. All I’d like to do is for everyone to compare these two versions with Tanseco’s answers below. The questions are those which I asked him but are not in the order that I asked him:

Raissa Robles: Can you give me an account of what took place on August 18 that led to your condo visit on August 19?

Tanseco: We met around 10 or 11 pm of Saturday August 18. Doon mismo sa chief PNP (official residence). Puno was there, (Undersecretary Austere) Panadero, Joanne de la Cruz (Robredo’s personal staff), Benjie Nadea, may isa pa.

RR: Puno got a call from the president and gave the order to Usec Puno?

Tanseco: Yes. In front of (PNP Chief Nicanor) Bartolome, in front of everyone.

RR: Did you hear what the President told Puno?

Tanseco: I was 8 feet away (from Puno). So I didn’t hear. My name was mentioned (by Puno) to whoever was on the other side of the phone…the order was to secure documents. That’s what we are trained. We do follow orders even if I have to sacrifice something. That’s what my job is for. We are trained. That’s our job. Protecting our documents.

RR: The following day, after you secured Robredo’s office at Gold condominium, you went to his residential condo?

Tanseco: Yes, after ng office. Kasama na namin ang Quezon City police. Hindi sila pumasok sa condo. Ako lang po together with the security guard of the building.

RR: Where was Usec Puno when you were inside the condo?

Tanseco: Puno was on the ground floor. He (Puno) was outside the door (of the condo) by the time I went out, together with Sr Supt (Joel) Pagdilao.

RR: On what floor is Robredo’s condo?

Tanseco: I’d rather not say for security reasons.

RR: Did the maid know you?

Tanseco: Maid doesn’t know me.

RR: Was that the first time you went to his condo?

Tanseco: No, not the first time.

RR: Why did you go inside the condo?

Tanseco: The reason why I’m there was to brief the katulong – na walang papapasukin. Walang repair ng cable, TV, magdeliver the tubig.

RR: Did you go there in order to look for documents?

Tanseco:Wala. Not to look for documents.

RR: What happened with the katulong?

Tanseco: She was hesitant. I called up Atty Nina (Rances), (Robredo’s) executive assistant. She (Nina) said you cannot secure the condo, walang search warrant. I told Nina no one is going inside. Ako lang. Akala ko kasi alam na nila. Nagmiting na (the night before). Instructions were given. Yung assumption ko, nakapagcoordinate with the family. since no instruction was given, I immediately stepped out of the room.

That’s why I double-checked . I found out walang clearance kay Atty Leni (Robredo). That’s why I stepped out of the room. I did not touch any thing.

RR: Why did you not call Atty Leni?

Tanseco: I did not have the number of Ma’am Leny. Kay Secretary Robredo, work is work. Family is family.

RR: Who suggested you go over to the condo?

Tanseco: I’m trying to recall. [A brief pause.] It’s Usec Puno.

RR: Do you report to Secretary Robredo or Usec Puno?

Tanseco: Isa boss ko, si chief PNP. I’m assigned to the secretary. I answer to the (DILG) secretary as the senior police assistant.

RR: Sino and direct boss mo?

Tanseco: Si Sr Supt Francisco Penaflor at si Secretary Robredo. My official designation is deputy senior police assistant to the secretary. The order to secure was lawful. There were no unlawful orders to burn anything. It’s a lawful order. It’s a needed protocol at that time. I was there to carry out the interests of the secretary. Remember, hindi pa naman alam kung anong nangyari sa secretary.

    just want to ask :kung ang qualification ni Puno ay fit for undersec ng DILG,(dealing with police )need more big M (matalino,masipag,malinis ang konsensiya,may military background,may dignified ,MARUNOG MAHIYA at marami pang iba).kasi iyong appearance niya sa TV para akin hindi siya dignified.parang walang maniniwala sa kanya pag nag salita walang ibig sabihin ang mga sinasabi niya.We need to push na ilabas niya ang kanyang SALN..also gusto ko rin itanong kung iyong mga kamag anakan niya ay qualified sa mga work nila sa govt.

    I’m at a loss here. You mentioned that you remind Tanseco of what he told you, particularly –
    THREE: Tanseco had gone up to the floor where the condo was located, leaving Puno and the cops on the ground floor lobby. However, when Tanseco opened the door of the condo unit, he found Puno and Senior Superintendent Joel Pagdilao waiting just outside the door.

    I cannot seem to find this in the transcript of your interview (highlights provided); can you point out where in the transcript I can find this?

    What I find in the transcript of Tanseco’s reply was – Puno was on the ground floor. He (Puno) was outside the door (of the condo) by the time I went out, together with Sr Supt (Joel) Pagdilao.

    In the reply, there seems to be no reference that he found Puno and Pagdilao just outside the condo unit’s door. What Tanseco said was that Puno was on the ground floor, a premise he made before he continued to state that “He was outside the door by the time I went out”, which would mean more referring to the building or the ground floor lobby door, don’t you think? If this was so, then Puno’s declaration is consistent that he stayed at the ground floor all throughout, don’t you think?

    On your take of Conrado de Quiros’ statement that Tanseco called Puno that there are documents at Robredo’s condo; it seems that you misunderstood the event referred to. It is very clear that it is different from the event when PNoy calle Puno.

    Further, your statement that “To me it did look like an aborted police raid” is a very strong supposition. How can you call it a “Raid” when they did not even force an entry? Only one person went up and everybody else stayed at the ground floor. With the strong contingent they have, as you describe, they can easily force their way in if that is their true purpose. Have you asked yourself why they did not? And more, they even logged their names in the guard’s logbook. Did you even bother to interview the condo lobby guard if he was coerced or intimidated by the party?

    You may want to explain your writings as I am inclined to take what Conrado de Quiros quoted “ how nothing is so innocent you can’t put malice into it”

      I hope RR’s Tanseco interview was recorded in audio – and/or the interview transcript as above was verbatim.

      What I found alarming and disturbing in this fiasco are the improper use and references to words such as Condo, unit, room, house, and statements such as ‘Tanseco had gone up to the floor where the condo was located’ without qualification.

      …gone up … where the condo was located? Or it should have been properly asked or countered as – Is that … gone up … where the unit was located? AND, which door did you find Puno and Pagdilao waiting outside – Is that OUTSIDE the unit door or OUTSIDE Condominium Main Entrance door?

      na overlook siguro ang FIRST ‘definition of terms’ o ground work as to terminologies (references, legends).

      i can’t write much as my other comments are ‘awaiting moderation’. no idea if this one will come thru with out first ‘awaiting moderation’.

        @Mel in the Philippines interchangeable kasi ang CONDO at UNIT in using in a sentence especially in asking questions.

        Kung nasa labas kapalang ng ng BUILDING ( condominium bldng. ) halimbawa where is your CONDO or UNIT ? Kahit wala ang ” located ” in your sentence it means they are asking the address or location of your abode.

        But if you are already inside the Condominium Building,,, kahit ano pa ang itanung mo, basta pertaining inside or the component of the Building,….. Example. Saan ba ang condo mo dito pare or saan ba ang unit mo dito pare na Ito dapat ang tamang tanung ay……. they are asking where is your unit inside the condo BLDNG.

        Kaya noong lumabas ako sa CONDO ( tanseco was referring inside the unit of ROBREDO ) kasi hindi pweding sabihin mo na lumabas ka sa pintuan ng condo ay ELEVATOR amg linabasan mo o stairs ang ginamit mo. Kung nasa lobby ang unit mo, ganoon din sumunod parin sila kay TANSECO. Or outside the door of the condo ang condo refers only to a UNIT in the CONDO BLDGN.

          I had not realized that the use of the words “condo” and unit” in the PH is different outside PH.

          You’re right. When we say “condo” in PH, it refers to “unit”. To refer to the building, we say condominium building.

          That adds to the confusion.

          The assumption is not that presumptuous, if the writer has a grey understanding as that of his/her reader. Simply becoz’, the local culture uses the two words as the same inspite of by definition are different using a dictionary.

          Some commenters follow the literal meaning, whereas responders including blog article readers have to apply bi, dual or interchange meaning. (akala ko eh akala mo rin… maraming nawawala sa akala)

          It got mixed up in the literal or by cultural definition of words Condo and Unit, you can include Room too (as in Tanseco’s ‘… stepped out of the room’). BTW, did they use House too as in Condo or Unit? The reader is thereby left to his/her volition to redefine it as the same.

          Tama Mel …you can also use room when or especially if your unit is an STUDIO TYPE. considered kasi na one bed room iyan eh . He he. The bottom line was from a place where PUNO posted himself in the CONDO , gumalaw sya and posted himself just outside the door of the unit of ROBREDO.

          Ito ay Kung Hindi nagsisinungaling si TANSECO.

          I suggest….Show some photos of many areas of the whole Condominium building and the Unit/residence, etc., to save missing many important points relevant to the issue.

          [repeating this substance as the first may have gone into cyberspace again. ]

          @Victin: Please note that Tanseco laid the premise that Puno was on the ground floor before continuing that he was outside the door. I’m just reading it on the context of the related statements, an answer to one question. And, I believe it was Raissa who supplied the words in parenthesis. See the transcript –

          Tanseco: Puno was on the ground floor. He (Puno) was outside the door (of the condo) by the time I went out, together with Sr Supt (Joel) Pagdilao.

          Ganito para maintindihan natin lahat @denzeldavid ha at sir @Mel.

          TANSECO: PUNO was on the ground floor. He (PUNO ) was outside the door ( of the condo ) by the time I went out, together with supt.PAGDILAO.

          He was outside the door by the time I went out with supt. PAGDILAO.

          It’s very definite sa sagot ni TANSECO that PUNO at one time ay nasa ground floor and on another time after nasa ground floor sya he was outside the door,
          di ba.

          Kasi ang dapat na sagot ni TANSECO sa question ni MAM RAISSA ay : PUNO was at the ground floor standing just outside the door of ROBREDO’S CONDO.

          Sa sagot ni TANSECO ,.. Ground floor is a different area than that of outside the door of the condo. NOT on the answer of TANSECO.

          Tama ang analogy ni mam RAISSA.

          @Victin, I cannot agree. None of us can conclude that the analogy of Raissa is correct. There can be many interpretations and twisting of words and meanings just to put it in how you want it to mean. However, it is not for us to say and conclude that it is how the speaker meant. Unless there is a confirmation from Tanseco himself, all of our interpretations are mere assumptions.

          I am just asking confirmation to straighten the confusions created. It is not proper to input malice to make a person look bad. It would be prudent for a journalist to investigate and gather facts first. Otherwise, it will be pure and simple “tsismis”. Makes it unfair to the person subject of this intrigue.

          Besides, it seems that Raissa herself doesn’t want to explain her writings.

          Then, I would go to what de Quiros quoted “how nothing is so innocent you can’t put malice into it”

          I and others picked up too some discrepancies. As RR wrote in her piece, “Who is to be believed? Tanseco or President Benigno Aquino’s BFF – Best Friend Forever? I don’t know at this point.”.

          My earlier comment on O Tanseco was ‘If Oliver Tanseco still has an ounce of credibility, he would ring up and clarify hanging statements left with you.’

          And the title of her blog post is ‘What Oliver Tanseco told me about going to Jesse Robredo’s condo’. It is a direct interview from one source. Credible resource or not, he was there with at least 6 others. She had follow up questions but O Transeco didn’t return her calls & messages.

          From online news, I tried googling ‘condo tower located along Tomas Morato Avenue in Quezon City’

          mga CPMers sa ‘pinas o si ginang RR siguro alam ang pangalan ng bld.

          Ayan ang linaw sa picture ng condo. Kahit nasa baba ang unit ni ROBREDO , PUNO and PAGDILAO were on to two different places at two different times.

          So why was PUNO worrying on following TANSECO ? anong papeles na mahalaga ba ang gusto nilang ma retrieve? HE HE hala po mangmang man ang PILIPINO pero malakas naman makiramdam at umunawa lalot lalo na kami ay walang pinapanigan at kami ay para sa katotohanan lang PO.

          Ang linaw linaw na [email protected] , dyan sa mga pictures sa baba ng posting natin ay malinaw na PUNO and PAGDILAO were on two different location in the condo building at two different period ( lobby maybe , because we are not sure if TANSECO was lying , it could be that the two are following TANSECO all along but did not enter the door of the unit of ROBREDO ) .

          TAXPAYERS MONEY ang sinusweldo ni TANSECO , PUNO at ang iba pa nilang kasamahan, MAY PAKIALAM TAYO sa LAHAT na NANGYAYARI at MANGYAYARI.

          Both of them were LYING ( PUNO and TANSECO ) and both of them did not respect the CONSTITUTIONAL RIGHTS of the ROBREDOs , higher than them on hierarchy in our government, how much more for us ” maliliit , mababa ng kandidad ng ating mahal na bayang PILIPINAS ”

          KAYONG NASA ABROAD na CPMERs ,…..pag umuwi kayo sa PILIPINAS get ready because you might also be a victim of BILL of RIGHTS prohibitions.

          I am wondering if ever there was a “24 hour guard” posted outisde the entrance door of Robredo’s Unit a day after the plane crashed or when until Puno, Tanseco & Co. made their “visit” to it to “seal or lockdown it and after the visit” thereafter? Is there a 24 hour guard as of my writing? I assume there is, to all my questions here. If there never was a 24 hour guard and even now, who knows who is entering and leaving that Unit?

          In the video, the newscaster remarked that Atty. Leni Robredo refused to be interiewed re Puno & Co’s visit to their Unit [ at the Condo ]. I am a bit surprised she totally refused and not a word or two for comment. Bakit kaya?

          Now or maybe in the next few days she might give the interview. If she totally clamps up. More why? (s).

          Wondering and guessing, if the “acceptance” of Puno’s resignation by the president was because of Mr. Puno’s having gone into the Condo Unit of Robredo without the consent or permission of Mrs. Leni Robredo, one of the “last straws” that the president believe Mr. Puno has to go? My opinion in a form of a connected question based on evaluation of the preceding & succeeding events thereafter in this matter of the Condo UNIT of the Robredo’s.

          4th…none. Swimming pool…lobby-ground flr…nice bldg. Hirap siguro to get to the front of Robredo Unit…what flr unless allowed. Thanks a lot…I like the Teriyaki…restrnt…but not its prices…’di kaya. So, Puno & Co. waited at the ground floor, and sat on that lone Sofa? The rest standing around/nearby? People coming in/out must have been wondering why so many Cops on that day & time. Does this bldg have tv camera? It would tell something if the tape is still there.

          @pelang…have you read any info if there were instructions/orders from the owners of the Unit at the Condo to the maid/katulong to leave the Unit as soon as the “sealing Team” of Cops arrives there to seal it? Kaya, some reporters maintain there is or was no maid or katulong in the Unit?

      Kung ang unit ni ROBREDO ay nasa groung floor ng condo ay maaring tama ka ng kaunti lang kasi hindi naman siguro iisa ang unit sa ground floor, kaya maari pading lumapit si PUNO sa pintuan ng unit ni ROBREDO habang papalabas si TANSECO.

      Ngayon kung nasa ibang palapag ang unit ni ROBREDO ay walang kadududa na umakyat at sumunud si PUNO at PAGDILAO sa unit ni ROBREDO sa CONDO at habang papalabas si TANSECO nabungaran na nya silang dalawa sa may pintuan ng unit ni ROBREDO. Tama ang analogy ni @mam RAISSA.

        May I suggest: Has anybody of us gone to the building, the whole Condominium structure and see what it is: Inspecting it will help a lot or a good many photo areas, etc. maybe and the ground floor and the concerned Unit/residence.

        1st floor = any Units or none? What is on 1st floor…offices, lobby, canteen, shop, etc.
        2nd Floor: Same inquiry…and so on.

        Unless, we know what is the Condominium Building, we can keep on “guessing” and “floating” from one idea to another on many good important points and MISS ALL OF IT.

        “…kasi hindi naman SIGURO iisa ang unit sa ground floor xxx” this is not known then.

          Mob rule ang pinopropose mo. Such a wild and loose proposal.

          I think this discussion of unit, condo, room, etc is beside the question. People are indeed digging into something that is not the point of the issue.

          Parang pinaguusapan natin the question was a ballpen or pencil was used when someone said a “pen” was used to log the entry in the logbook, when we wanted to know if there was a guard who was manning the post and who entered the entry in the logbook.

    The trip to Isarael with his family together with his firearms consultant really did him in, in my book. I had been holding back from making any conclusion regarding his character but the Israel trip issue and his non-nonsensical illogical answers in yesterday’s hearing showed a man with something to hide.

    And his visit to Robredo’s condo without the permission of Leni is so so illogical. If only Miriam had the will to pursue the many versions of the story. But she did not. Surprising.

      I read today Philstar news here…on Senate hearing by Sen. Meriam on resigned Usec. Puno. He capitalizes that “he’s just an observer” in his role re: PNP matters, etc. But Hon. Ochoa says he is the Usec. for “peace & order” at the PNP.

      A mere observer? Usec a mere observer? And he knows “nothing a lot” as one? Why is a Usec tasked to be a mere observer? I like that job…getting paid, with all perks, but I AM ONLY AN OBSERVER! Beautiful public office!

      True? Of course not! He even has to say “I have to keep silent” etc. Why keep silent about many things? That means he is into many important events as then Usec and keep silent. Labo! Beuatiful public work I have! Observer and be silent!

      Is that how this Administration is hiring officials, “observer” and “keep silent?” I like such a kind of work in the government.

      Thus, Sen. Meriam couldn’t get much from Mr. Puno! He answered one point “I don’t know much about that.” End of grilling. He was keeping silent. Only an observer.

      In short, Mr. Puno’s plantilla in the DILG then was “Mr. Observer & Silencer.”
      How much is the gov’t salary for that role? He should be injected with “truth serum” then. Or make him drink a roomful of imported Brandy to get him to talk!

      I am only an observer. I have to keep silent. I know Jueteng continues. But that is not my job. I am just an observer. I see Jueteng bettings all the time but I keep silent on that.

      I had no role on the Galil purchases to be…only an observer. And I keep silent (even if the price is cyberspace high!). I do not make any reports on prices for purchases of guns for PNP. Only an observer. Only to be silent.

      Eh….anong GANDA NG TRABAHO MO Mr. Puno…? Aba Aba Aba, from all this something is seen as a tip of the iceberge floating, not seen by us observers and many watchers out here and there keeping SILENT.

    As best as I can recall listening to the Senate hearing via DZMM audio streaming, Rico Puno’s version is way different from Tanseco’s version.

    Is Tanseco “the Man” referred to by Puno’s daughter?

    Mirriam did not “divulge the identity of the influential person behind Puno’s power. In fact, she was rather tame during the entire course of the hearing. So more questions rather than answers.

    These are very simple corruption issues involving jueteng and equipment procurement kickbacks. And any honest to goodness investigation will easily ferret out the truthful situation (Jueteng is out in the open and overpricing is ridiculously so easy to establish). But because the peso amounts are in the many billions and regularly recurring, the major beneficiaries are able to put up all the necessary resources to prevent the truth from coming out.

    I am one of those who are grateful for the many meaningful reforms the nation is going through under the leadership of PNoy. I have however added to “my wish list para sa inang bayan” that our servant-leader explain in-depth directly “sa mga boss nya” about Puno, Jueteng, and PNP anomalies.

    This raises more questions. And the credibility of more people is put under question. That includes The two columnists Esposo and De Quiros. It seems both were just given a briefing by somebody. It looks like they did not go out of their way to get the facts directly from each individual concerned in this controversy. Who therefore briefed these two columnists?

    As for Miriam’s Senate hearing yesterday, it was a joke. She was not interested in digging deep into the issues at all. All for show. She was actually playing footsies with Puno.

    Puno did not succeed in washing the dirt off himself because of his resignation and because of Miriam’s hearing. He has, in fact, dug himself into a deeper mudhole.

Puno for her to prepare “direct questions.” She should have just prepared “many good questions” direct or cross, or cross-eyed pa! Sen. Meriam was more of a “Judge RTC” than litigation lawyer. There’s a great difference between being a judge and a litigation lawyer in their respective tasks. I will not go into that here.

        I don’t think so… Miriam did just what is expected of her considering all the odds are against her. First, only two of her colleagues in the senate attended the forum and the palace did not give the go signal for the other cabinet and high ranking official who was summoned to participate in the said inquiry. However, she gave us the opportunity to have a glimpse of what’s happening within the inner circle of the nation’s powerhouse. Miriam is just riding the tide since she is leaving soon to join people of her level, so we better be satisfied with the kind of senators that will be left behind.

          The resignation letter, among others, says “I am tendering my resignation xxx.”

          Tendering needs acceptance to give the recipient that honor of being the Boss.
          Even if the date is August 31, 2012, acceptance by the Boss can be much later.

          If the resignation letter had said “I am irrevocably resigning upon receipt hereof as Usec, bla bla bla” no need of an acceptance by the Boss to make the resignation effective upon receipt by Mr. Ochoa as Lit’L President (or by the President himself if delivered directly to him).

          I take, no betrayal on that issue. This is based on @bycas secure copy of that letter OBSERVED here! From this, @Johnny lin…I REMAIN SILENT!

      He told me everyone in the room, including the Chief PNP, assumed that Saturday evening that it was PNoy on the line who had phoned Puno. That it was PNoy that Puno was talking to that night.

      Recall that he said he didn’t hear the voice on the other end of the line.

    Rico Puno issued a general denial and added that all accusations against him are hearsay and no proof to prove any wrongdoing on his part. This is a very classic Mike Arroyo defense. And knowing how Mike Arroyo got away with his crimes during GMA’s time, he’s also thinking or expecting of getting the same treatment with his BFF PNoy or Ochoa.

    Btw, what a coincidence it would be that all the people involved in the procurement of the long firearms happened to be in Israel having a grand vacation, all paid by themselves. Really? Tell that to the Marines! Perhaps the supplier sponsored the trip purportedly to tour the factory but in layman’s term, this is simply a bribe. Result? The supplier ended up as the lone bidder and won.

        There is no way people will let Puno out of this clean.

        Nobody is even checking if he is indeed innocent. All that people want is to make sure that he comes out crooked. The question has always been how crooked is Puno?

        People invest time and effort to read between the lines when searching for the truth seems to be the logical thing to do.

        Was the guns deal really overpriced? Nobody is saying it definitely was. Others say the price Pnoy quoted was substantially less because it lacked other fees acquired when stuff are imported — taxes, et cetera.

        Is Puno under investigation? Leni Robredo said he is not. No one has really come up with a document that shows Puno is under investigation.

        Did Puno and his “henchmen” really “raid” the Robredo residence to hide/destroy “incriminating evidence”? As per the transcript above, they were quite professional about it.

        People have turned pitchfork-happy.

          I think that we should learn first to evaluate any information we read or hear.  Let us try to determine if the info or report is reliable, I.e. Raissa reported that Puno went into the condo building (not unit) according to Tanseco.  Is the
          info reliable? Yes because the reporter is reliable and the report is confirmed by other reliable sources like the condo logbook and Puno himself in the Jessica Soho interview.

          Let us try another info.  Raissa reported that Puno was just outside the condo unit when Tanseco opened its door.  Is the info true.  Maybe because the reporter is reliable. But unless the info is confirmed by other reliable sources such as the maid and Tanseco, the info may not be reliable.

          My point is that we should treat the info as unreliable and not a fact unless the same comes from  reliable source and confirmed by reliable sources.  We should not pass an info as a fact unless properly processed.  Unreliable info -meaning unprocessed info – should remain an allegation unless processed into facts.  Of course we can always cite the fact that an allegation has been made.

          We did exactly the same process with Corona, now that it involves a PNoy friend we are going to change course.

          We give our individual analysis based on deduced facts then make an opinion.
          I am only giving opinions based on the condo incident and resignation letters. I dont comment on the bidding, rifles, pistols, jueteng or contents of documents.

          The most obvious fact is Puno failed to ask permission on his action.

          if Puno asked Mrs Robredo her consent before going to the condo we would not be discussing this issue because Mrs Robredo would have told him not to bother to go. The condo visit of Puno without permission triggered everything.

          Who would say this is not a fact?

          Right. That Puno did not ask the consent of Leni was an info reported by reliable sources and confirmed no less by Leni, maid and Tanseco, and not denied by Puno after all.  And I fully respect your opinion based on such fact although I may not agree on it in some aspects.

          In Corona case, I always tried to precede my theories, suggestions and conclusions with facts borne by testimonial and documentary evidence.  It was a court trial anyway.  But I have to admit that I am not infallible like the rest of us.

          It was a police/govt operation based on presidential order. Facts attach to this operation to perform following the rule of law to the letter:
          Get consent of owner or get search warrant or existence of emergency nature like danger of Iives in site.

          The latter 2 were not necessary in this case. Only one remains. What other aspects to consider. It was not followed, chaos ensued triggering all expose. Whatever Puno was thinking, why he did what he did was immaterial because his thought was not a fact. Failure to get permission is the only proven fact and the first actual requirement to the operation.

          If this fact was followed, Puno would not have gone to the condo site.
          Just the facts!

          Who allowed Tanseco to enter the Robredo unit? Who allowed ALL OF THE MOB to enter the Condominium Building or grounds area? NOW which one is unlawful AND ILLEGAL. What by-laws of the Owners Corporation was breached or violated? Was Tanseco a regular in that building, in the Robredo Unit? Certainly, he wasn’t a stranger on a personal or illicit errand.

Was Rances legally opining for or on behalf of Private Robredo’s re residence or for the DILG. Both were in a avance ‘miting’ de DILG the night before. Rico Puno wasn’t observing, dancing nor singing in the Robredo Unit at that time.

          NOW Johnny, remember b good, Who was the unlawful visitor or trespasser in the Robredo unit AND condominium building?

          A simple but stupid question, was J Robredo a police character that a search warrant is necessary to break-in or conduct a raid? He was certainly a Wanted Person, not of any criminal color nor pursuit, but a valued and very important missing government official.

          Another angle for you, the company of police escorts and DILG officials in tow, were they there to prevent or do a preemptive course of action to prevent the late J Robredo’s property and DILG docus in that Condominium Unit from being stolen or compromised?

          In Good Faith – yes. To suggest an ulterior, unlawful course of action and over-the-top police presence are purely hypothetical with the presupposition that R Puno, Tanseco were to steal or to enter unlawfully a private residence.

          Obviously, no crime took place or was transpiring prior to their arrival. No need for uniformed policemen in the premises, BUT the DILG Secretary is missing. With the benefit of the doubt is to ascertain and establish security of J Robredo’s unit, property including personal & work documents until such time the state, whereabouts and well being of J Robredo is established. 3 days after or 21 Aug, it was a day of mixed feelings, J R was confirmed dead, and you know what eventuated next…

          The muddy consequences of what was supposed to be a simple and straight-forward security measure was besmirched by a quiet, too assuming and reclusive DILG USec R Puno. If he communicated himself appropriately with credence to the public, this wouldn’t have climaxed to a high pitched drama. Perhaps, it was meant to be… only time would tell. Many of them are unravelling for some good reason.

          Entry into a property without the consent of the owner is not illegal per se.
          What the law proscribes is the entry into the property of another against the will of the owner.

          If a person enters into an unlocked gate or door of the property of another without express consent of the owner, no law is broken unless he committed an illegal act after entry.  Of course if the gate or door is locked, entry would become against the will of the owner even if he did not break the lock by going over the fence or into an open window.  If he gets into the unlocked or open gate or window and later on asked by the owner to leave, he should leave at once. Otherwise his continued stay inside the property becomes illegal.

          In Tanseco’s case, the maid apparently allowed him entry into the condo unit.  But when Atty. Rances told him that no consent was secured from Leni, he immediately stepped out of the unit.  No illegal act was made by anybody. Not by Puno, not by Tanseco nor anybody else.  Of course, the act of Col. Pedrozo of posting policemen in the condo building is not illegal.

          I think we are making a mountain out of a molehill.

          I could not agree that the entry of Tanseco into the unit is illegal.  And I am not yet convinced to call it unethical, immoral or indecent.

          Maid allowed entry. The reason given by Tanseco is unknown but could be deceptive. Maid is not owner and this is a fact.

          Tanseco action getting out of the room, exonerating himself of not touching anything(true or not) upon learning there was no permission obtained by Puno(per Raissa), speaks of itself.

          Bottom line: if Puno got consent from Leni they would not have gone to the complex or unit.

          We are going back and forth. My position temains the same, no consent from owner, illegal entry of Tanseco inside unit. whether Puno went up the unit or not, he was a accomplice superior present in the scene.

          Take it leave it. Anyway It does not matter except to our egos.

          Why asking for permission was never considered?
          Chances are Leni Robredo would have rejected it, and Puno already knew the answer. Leni would know what Puno was up to.

          In his eagerness, Puno had to employ Tanseco, the Sr aide to get into the condo on the guise of official business, reason Puno was at the lobby initially. Tanseco thereafter led them in.

          Also, Tanseco had to pull the trick since they’d been rebuked earlier by the family lawyer, that they cannot conduct “search and seizure procedings” without a warrant. Furthermore, no judge will issue a warrant on weekends (it was a Sunday)…if ever it’d be very rare.

          Note: If there was no caretaker around, Tanseco (or an operator) picked the lock; or he has a spare key. It may be true he did not know the house help, but if the helper was home, that he/she would have definitely known him (unless the helper is a new hire). Among the first order of business (SOP) for any aide, is to know the people, places and areas of operation. Tanseco will be rendered worthless to the PNP had he failed to pull this stunt. So, watch out for this new rising star.

          Once inside the condo, Tanseco probably photographed everything with the digital camera he had in his pocket so after rifling through the files and clothes looking for any incriminating evidence, he could then put everything back in exactly the same place as before he entered. Then no one would ever know he’d been in. It is common for policemen to know the best break and enter techniques. He also wiped his fingerprints off of everything, of course.

          Back then we had mathematics: people found properties, determined their worth and came to the conclusion that the money spent did not jive with the money earned.

          We had people talking to sheriffs. We had people people abroad looking for evidence, paper trail, anything.

          We had the actual interviews of the Corona contradicting each other.

          We had a lot to go on then.

          Now we only have a few lines and a lot of texts rammed in between. We read between the lines (guided by our leaning or bias) and hold them as facts.

          Puno (and some other DILG officials) went to the condo to try and secure documents.

          You said “Puno is 100% guilty of disrespect to the owner of condo unit.” And that is true. But then we went on to assume that he was there to cover up evidence of misdeeds.

          We haven’t even gone to sifting through the evil deeds he’s done, and here we are crucifying the man.

          Me mga ebidensiya daw siyang itatago mula sa bahay ni Robredo. Ano ba ang mga yun? Ano ba ang kaso ni Puno? Overpriced nga ba ang mga baril? Ano ang paliwanag ng BAC? Me secret deal sa Israel? Yun nga ba ang nanalong bidder?

          If he really was there to tamper with evidence? What the heck was he being charged with?

          We need actual news/research not insinuations.

          Again, I am not saying that we should defend Puno. All I am saying is (just like before) let’s have more facts first before setting the man on fire.

    Granting that Puno is innocent, why would he resign when he has the backing and full confidence of the most powerful honcho of the land? He did not resign after the Luneta massacre, why would he resign now? To take the heat off P-Noy? To escape prosecution? And why would P-Noy accept the resignation if he is innocent? Did he really resign on his own volition? We’ve seen this before with Abalos who resigned when he was implicated in the NBN-ZTE deal. Does resignation mean tapos na ang boksing? Where’s the “fun in the Philippines” then?

    As to the angle that Roxas wanted him out, is the demolition job necessary? Why can’t Roxas just come out and say he wants so and so for Puno’s job? They are all P-Noy’s KKK. Not Arroyo’s left overs. If this is how P-Noy’s men deal with one another, they really don’t need any enemies.

    MANILA, Philippines – All documents, “important or unimportant,” that were on Jesse Robredo’s desk at his condominium unit in Quezon City, valuable enough for a government lockdown and an alleged break-in attempt a day after the plane crash that killed him, are safe in the hands of his widow, Leni.

    In an exclusive interview with The STAR at the Avenue Plaza Hotel in Naga City last Thursday, Leni said that a staff member of Jesse’s brought back to Naga early last week a box with all the documents on top of the desk the late Department of the Interior and Local Government secretary used at their Quezon City home.

    “Kasi yung staff niya, nung papunta dito, tinatanong, ‘Tita, what do you want me to bring?’ Sabi ko, I don’t know what’s on his desk. Sabi ko, ‘Pwede bang yung lahat ng gamit sa desk niya iuwi mo. Important or unimportant, ilagay mo sa box (His staff said before coming here, what do you want me to bring? I said if it’s possible, put all that’s on his desk in a box and bring it home)’,” Leni, a lawyer, said.

    “I did not open the box until yesterday, the other day pala (Tuesday, Sept. 4),” she added.

    According to Leni, when she went over the contents of the box, what caught her attention was a brown envelope addressed to her with a listing of his bank accounts and insurance policies. The envelope was sealed with packing tape, over which he signed. There were no instructions in the event of his death, she said.

    In a television interview, Leni said that her husband would discuss certain cases he was investigating with her, but on that piece of paper, there was no mention of them.

    “Parang handa siya (it was as if he was prepared to die),” she said.

    Leni says that she has passed on to authorities all work-related issues that have surfaced after the alleged attempt of certain police authorities led by DILG Undersecretary Rico Puno to enter their condominium. At the moment, she says she just wants to grieve in peace.

    “I have not gone back to work yet. I am still in the process of tying all the loose ends that Jess left behind – that includes packing all his personal things from his three offices and going over all his stuff,” she told The STAR.

    A confidante of Leni’s, who asked not to be named, said that after the widow referred last Aug. 19 the matter of the alleged attempt to search their condominium to Social Welfare Secretary Dinky Soliman, she just left it at that and did not follow up its outcome.

    She also has not lost her trust and confidence in President Aquino, who said in the sidelines of the APEC summit in Vladivostok that he had ordered Puno to secure the office of Jesse after the crash, says the confidante.

    Leni said that the President and his Cabinet are sources of strength for her and her children Aika, Patricia and Jillian.

    “We are made stronger because they assure us that they will continue taking care of us even when Jess is no longer around,” she said.

    Raissa, can you get a statement from Atty. Rances too? I find it absurd why Tanseco had to call her asking for permission. Permission for what exactly? He didn’t need to do that if all he planned to do was “to brief the katulong – na walang papapasukin. Walang repair ng cable, TV, magdeliver the tubig.” It’s also clear from the interview that the maid already let him in so it can’t be so he can enter the condo. His claim that he wasn’t searching for anything is also belied by his statement that Atty. Rances told him he “cannot secure the condo, walang search warrant.” Now, why would the lawyer say that if he didn’t ask for permission to search Robredo’s home?
