    Philippine Coast Guard to receive 10 patrol boats from Japan

    MANILA, Philippines–The Philippine Coast Guard is set to hire some 300 new personnel to man 10 new patrol boats expected to arrive from Japan.

    PCG spokesman Commander Armand Balilo said they would prioritize applicants who would fit the qualifications of those who will man the new acquisitions.

    “We need to recruit people with maritime-related courses such as marine engineers and marine navigation course. But we would also be needing technical experts such as those who have mechanical, welding and electrical skills or background,” said Balilo.

    Can we settle back to the Islands issue? How is ‘property’ acquired, by ‘discovery, capture or creation?’

    In Latin, it says: Qui prior est tempore potior est jure. Who is first in point of time is stronger in right [ Maxxim of Roman Law].

    Is China ‘first’ in point of time? Philippines wants to submit the issue to the UN ICJ but China does not want. Why? Is China last in time? When did China ‘claim’ the whole Islands in the South China Sea? Last year? 2 Years ago? 3 Years ago? When? Not even during the time of Mao Tse Dong!

    Deng Shao Peng’s time? Neither. So, when? If based only on ‘ancient maps’ do maps makes under International Law the right to claim? I do not believe it is. [ more on this later]

      I rem’ber, hope the Chinese Politburo does, Mao Tse Dong wanted even to ‘isolate’ China from the rest of the Western world…his slogan of the ‘Great Leap Forward’…to where, he only knows. Did he claim all the Islands in the South China Sea? Never heard of it until recently, not by Mr. Mao.

      Do we take ‘property’ for granted? But taking something for granted is not exactly the best path to understand it xxx. [Property, by Jesse Dukeminier & James E. Krier]

      Are ‘maps’ genuine proofs of claims on property? A ‘map’ is a drawing or other representation, usuall on a flat surface, of all or part of the earth’s surface (Webster World Dictionary). Ancient map is the same. Just a survey to make a map. There are thousands of maps. Are these items proofs of ownership or claim of what is drawn or represented. Obviously the answer is no.

      So, what is the basis, legal or international law, China’s claim to all the Islands in the South China Sea? Ancient maps? Approved by our Bureau of Lands and LRA office? Or by the UN Body of Nations? None I have heard of.

      China cannot claim those Islands by ‘discovery.’ Not by ‘creation.’ But could it claim by ‘capture?’ By threats of violence and force against others? [more later].

        Again, maybe my last remark here…Is China observing and following the path of Nazi Adolf Hitler, claiming all of Europe as belonging to Germany? Went as far as Moscow? Tried up to the England! What happened to the thousand years Reich dream? HItler did not awaken but committed suicide as we were informed.

        ASEAN except Philippines, reluctant to oppose China’s claim. What is ASEAN therefore? I ask somewhere here shall we give it up to China? Is this what we can do only? Where is friendship and kindness with the other countries? This small and weak country of ours is now being tested by a giant nuclear power, China!

        As one said here, are we ripe for capture into China kangkungan?

    India has TV soap or TV series whatever you call it COURT JUSTICE !!! 1stworld countries have Judge Judy, How to Kill a Mockingbird, etceteras …

    WHY WE DO NOT HAVE IT HERE IN THE PHILIPPINES ?

    Because TV Court is based in printed laws … WHAT ACTUALLY HAPPING IN REAL PHILIPPINE COURT IS NOT …

    WHY IS IT THERE ARE LAWYERLY ANALYSTS in television in 1st world when it involves in the likes of O.J. Simpson and Bill Clinton WHEREAS IN THE PHILIPPINES PHILIPPINE FAKE-PERYODISTAS JUST PARROT WHAT is spewed from Justice spokespersons ?

    BECAUSE LAWS IN THE PHILIPPINES IS WEDER-WEDER. It is not predictable. It is wishy-washy.

    THAT IS ALL FOLKS! GOOT NIGHT !!!

    THINK ABOUT IT. MARINATE ON IT. See if we can make batchoy out of it.

      @Marina…SC or Judiciary does not have a TV Station or MEDIA has not worked on it.

      You got a good idea, suggestion and point. In the “Small Claims’ actions [ not exceeding P100th value, etc.] where no lawyers are allowed to appear but only complainant and defendants, one MTC Court at least should be TELEVISED for people and the public to: 1st – know what is ‘small claims actions’ about; 2nd – how is it done for the parties involved; 3rd – what happens in there and, 4th – how justice is served and enforced.

      Maybe many more but what is essential is put this on TV as you suggested. Let’s hope our Bar Chapters, SC, Judges and the public will clamor to do this. Nothing wrong with it I guess. So why not?

      A gross or grave abuse of a senator’s discretion! Like a judge’s. I cannot believe such is the thing happening in our senate leadership. No senator should be doing such things! It’s a shame! A disappointment! A mockery of ourselves and country! We really bellyache here.

        teka…may isusulat ba sila na kwenta kung saan. kelan nila ginamit ito? baka kaya ayaw nila kay heidi dahil sa mga ganito gawain nila?

      mga politiko na sobrang galante magbigay ng regalo… sa kapwa nila politiko. samantalang tignan natin ang lugar (probinsya/bayan) nila kung ano na ba ang naipagawa nila?
      talo na naman tayo mga mamamayan na nagbabayad ng buwis. pera natin ipamudmod lang nila.

      Got to watch this partially. One takeaway is to keep on clicking on the ads of the politicians you DONT like when they appear on your visited sites – facebook, yahoo, etc. as advised by the other guest, Carlo Ople.

      Because this causes that politician’s campaign (the advertiser) to pay more. :)

    Unless PDI can show proof of a signed paper or video recording that it was OKed by ochoa or PAOCC then this news will fall under the category of a tabloid media or a mere propaganda.

    I hope PDI and other news media remembers that they owe a huge responsibility to the readers, sharing accurate and verified information with evidence.

      Granting for the sake of saying it, that Hon. Ochoa did authorized the Atimonan opn [ he denies it] still there’s a lot of explaining to do, for one: why not in uniforms in that check point? two: why not only cops but Army soldiers [approved by AFP Chief of Staff?]; three: incredible ‘Check Point(s)’ it looks more like ‘Killing Points!’;

      fifth: why ‘so many unnecessary Intelligence officers & men’ at Check Points? atbpa.

      So many bad killings on ‘check points’ by PNP cops…rem’ber the one at Araneta Ave near the area to Bonifacio Ave…, a ‘blue car’ was fired upon because it was only blue? without hesitation, NO PLATE designation, rat-ratting & killing a young girl and her father..if I rem’ber right, the two were to attend a wedding on that day? What happened as to investigation to this incident?

      With all the rules on engagements, etc., it appears PNP cannot perfectly read and follow the rule at the expense of life of the victims, ordinary citizens. What’s happening to our PNP? Inutile talaga? Bad incidents like these are FAST AND FURIOUS if not INFAMOUS!

        Agree with your questions. Let me add also that they found fake IDs inside the SUV. Parang both sides may anomaly.

        Either way theres no win win situation kasi on 1 hand its a PNP personnel + air force that was killed on the other hand its PNP + Army doing a shady chekpoint. :(

        Masaklap lang is dinagdagan kaagad ng unverified info ng ibang media, and if people ask kanino nanggaling o sino ang nagsimula ng “Jueteng” theory i will blame oscar cruz., nagpa media interview pa :(

          @davide…the ‘quote’ is originally for the lawmakers and was uttered by a high ranking lawmaker, etc. but ‘was’ not for cops and law enforcers. But if it is now ‘crawling’ down to them, the question of that good assemblyman Emmanuel Pelaez applies: ‘General, what’s happening to our country?’ after he was ambushed by assassins out to get him. His driver was killed.

          What’s happening to our country, folks?

          Many of this incident will be happening very soon, election time na! More guns cracking! Whether at ‘check or killing’ points or not.
