Last week, hammer-wielding crooks smashed the glass cases of a jewelry shop inside a Manila mall and escaped with the contents. Stung into action, our police announced their dramatic initiative for catching the bad guys: go to hardware stores and investigate all customers who are buying hammers. And also heavy wrenches — because, you know, they can also, uhm, shatter display stands?
We can guess the police immediately formed elite investigation groups, probably called “Task Force Martilyo” and “Task Force Liyabe.” Who knows, just to be on the thorough side, they might even also have set up a “Task Force Medyo Malaking Bato.”
Let’s imagine how this well-coordinated operation must be going:

If he wants job creation, spend all six years of the senate’s pork barrel solely on infrastructure. The multiplier effect will kick in.
Declare a long three year holiday in the senate and congress and the MOEE savings spent on job skills development since according to Sec Baldoz, there is a huge mismatch with industry needs.
And with no senator or congressman to call businessmen for investigation in aid of legislation as Sen Cayetano divulged, for three years; businesses can spend money intended for their lawyers to represent them in the committee hearings etc. for capital investments and expansion or improve their employee morale with bonuses.
Imagine the improvement to the people’s lives with so much savings if law makers take a very long extended vacation in their houses abroad like Las Vegas.
Since CPMers will miss the televised events in Congress, their attention will be on entertainment from real actors and actresses who we will vote for when a new set of lawmakers are needed since they have name recall.
And Raissa’s blog will take a dramatic transformation. Hahahaha.

Last Monday’s ruling by United States Magistrate Judge Peggy Leen denied Marissa Lapid’s request to live in the Philippines while on probation, said the source who was inside the courtroom when the sentence was handed to the senator’s wife.
The sentence came more than a year after the Department of Homeland Security found $40,000 in her luggage when she entered Nevada in November 2011. She pleaded guilty in a plea bargain.
Probation
Aside from the probation that comes with travel restrictions, the sentence includes a five-month home confinement for which she was required to continue wearing an ankle bracelet that electronically tracks her location, according to reports quoting the spokesperson of Nevada US Attorney Daniel Bogden.
The source explained this “means she can’t travel and has to report to an officer of the court in a supervised release system for three consecutive years, usually once a month.”
The source declined to be named, citing future work in the Philippines.
“There is usually a fine and an additional sentence of time served or added as possible total time to serve if they fail to adhere to the terms of the probation,” the source said, without giving details.
The courtroom was filled with Filipinos when the judge handed the sentence. Senator Lapid did not reply to requests for comments.
But Marissa Lapid’s lawyer, Eliot Krieger, in an earlier report, said Marissa may be able to return to the Philippines “after five months of home confinement with the permission of the probation department.”

Lapid, a permanent resident or green card holder, declared in the US Customs and Border Protection form that she was carrying $10,000 and P10,000 (equivalent to $225), Giangregorio said in his affidavit.
After searching her luggage, ICE agents found $40,000 in a pair of socks and a cloth bag hidden in the lining, he added.
US federal law requires arriving passengers to declare any currency or monetary instrument totaling $10,000 or more. Violators are fined a maximum of $500,000 and the money recovered is confiscated by the US government. Bulk cash smuggling is also punishable by a maximum 10-year imprisonment, a source from the Department of Homeland Security said.
Court documents showed that when Lapid was questioned by customs officials about the undeclared money, she said, “I’m sorry… it’s for my house.”

This may not be the place for this comment but I just have to. Being paranoid helps when doubts persist.
Many of us are weighing on who to vote for, but our efforts may come to naught specially for the senatorial positions 8 to 12.
The more I learn about Comelec actions and inactions re electronic voting/canvassing, the more I am worried that there will be systemic fraud. The operators tried to do it in 2010 in smaller scale since they have yet to learn more vulnerabilities end to end with a few hijacked PCOS.
1. The insistence of Comelec not to implement the digital signature to validate that the transmitted data is from a valid source i.e. real BEI, is a concern. Comelec believes that the PCOS have a form of unique ID and they may be referring to the MAC address. I think the MAC address is not sufficient safeguard unless the handshake between PCOS and server is written in to reject bogus transmissions. The system administrator has to deal with 76,000
MAC addresses
2. The revelation of Dir Tolentino that Comelec did not purchase all PCOS machines brought in 2010, presumably because of defects. There are 1200 units we don’t know where unless Smartmatic accounts for these. Are rthey now in “good” hands?
3. The reported increase in the purchase of cell network jammers to disable BEI transmissions- to enable these hijacked PCOS to transmit first??? Without valid digital signature, the server should reject these attempts similar to an ATM rejecting a wrong PIN.
4. The cavalier attitude of Comelec in responding to issues raised by the NGOs is not reassuring. Trust is not being built or restored if their answers are conflicting e..g earlier Comelec said there is no issue with licensing but later on they are willing to put in $10M escrow to secure agreement of Dominion to allow certification by SLI.
5. The CF cards are supposed to write once so that data is preserved when a ballot is counted. But in the reports, Smartmatic, with even higher price, supplied CF cards which can be written many times over.
6. The non-confirmation of Gus Lagman indicates that some politicians want him out of Comlelec because he can derail their plans.
7. It is the same project management personnel for 2013 as in 2010 wherein emergency purchases was the norm for negotiated purchase of items like secrecy folders, UV lights, CF cards, transport of election materials etc. just by not planning well.
8. The 2016 presidential election could very well be decided in 2013 election. Several politicians need only to cheat so that they can be proclaimed asap. The current electronic voting enables quick proclamation. Protests take very long to resolve, meanwhile the cheaters enjoy for years the power and perks of the office and the wherewithal to place their 2016 president.
I hope these are just minor concerns of mine because Comelec knows how to conduct an honest and clean election.

hi, percy1007 at 17, I’m partly responding to pt3. IT specialist would know if jammers are activated. jammers cannot be switched on for long, there are ‘palatandaan’ and others are likely to notice and will immediately do something about it. also, IT technologists might be able to pinpoint the location of jammers by triangulation. I cannot discuss the process here. all I know is that techies are prepared.
also to answer pt2, defective pcos may not be able to give current and present signals. I think techies might be able to discuss the whys in details, but refrained. they probably do not want to alert those who wanted so much to ‘daya’ the election. but they’re watching. these days, walls have eyes, and airwaves can be monitored. thanks.

Flash cards are meant to be rewritable, not sure if there are others like CF’s, that are non-rewritable.
For security purposes, one can use compression programs, such as Winrar, and for added feature, password encryption can be utilized. Even Windows Vista and Windows 7</ have this encoding method called Bitlocker built in.
Lagman suggested to ditch the automation of the election processes and return to pre 2010 outmoded operations.
Concerns should be immediately addressed of course. Enrile, the master cheat is very much around and have billions to finance his

hi rolly, correct me if I’m wrong. my understanding is – i’ts not easy to rewrite flash cards, or overwrite cf cards on election day. cf cards are monitored and sighted at all times,and not allowed out of the precint. the result of the voting immediately passed on. if one has to rewrite, they must do it before the result is forwarded or downloaded, and they also need to have laptops or computer on hand. hard to do in the precint. they must switch on the laptop, wait for it to boot up and then do what it is they must do. I dont think anyone is game enough to do that. there are many people in the precints watching, there are bayan patrollers too. and those cf cards are coded.
if jammers are used, it will only be temporary and for a short time. lack of transmission will be immediately noticed and jammers can be traced too. switching or replacing cf card with a pre-made one is risky. the latter will most likely be out of alignment and the sequencing is wrong. again, it will be noticed.
I agree, once used cf cards can be recyclable, but it’s not easy to remove or wipe out what was previoulsy on them. access denied.

Inside the polling precints, only Comelec computers should be allowed and no other persons with Laptops,etc. should be admitted.

Exactly my concern.
1. Cheaters may only jammed areas they are weak in surveys just to establish trending. So weher they are strong will be counted early.
2. Triangulation may take time and effective only in locations with more than two cell sites. Most provincial towns have only only one or two. VSATs are usually for back-up.
3. Defective PCOS can be restored and be used for bogus transmission if digital signature is not implemented.
4. If you have hundreds of millions of pesos, a cheater can also have IT technologists who can run around Comelec”s IT techies.
5. And with so much moolah, they can place several people in Comelec Cabuyao’s roll-out center to get in your own application SW in just a few machines or get copies of the real macoy and load it in any of the 1200 PCOS. They had three years to go about it.
The objective is really to be proclaimed asap. The electoral tribunals take time to resolve post-proclamation contests. Exmaple Binay-Roxas, Zubiri-Pimentel.
I hope it is just that I am watching too many tech movies. As Andy Grove of Intel said, only the paranoid survives. And I do not think that Comelec commssioners are. But it is the course of the nation that is paramount. Tama na paghihirap natin.

Very concerned 8 Pointers! Specially No. 8! Excuse, these are not minor concerns. They are important concerns, major or minor, is not the thing. One small/minor error or mistake creates a lot of trouble like that SM Security guard who failed to notice a gun carried by that robber who robbed the jewelry shop at SM Mega Mall.

about those jammers, people ought to be careful in buying them. not all of them are what they are even though they are very pricey and cost a lot. some are fake and made to look like jammers, and cannot do what the makers said they would. some are like toys, madaling masira, hindi tama yong configuration at short range lang ang kakayahan nila. well, it’s their money and they would have hard time asking for refund. baka isumbong pa sila at mabuking.

experts said the weakest link in automated election is people. they might swallow the cf cards, or put them in body orifice! swallowed cf cards can be detected by X-ray though.
