Last week, hammer-wielding crooks smashed the glass cases of a jewelry shop inside a Manila mall and escaped with the contents. Stung into action, our police announced their dramatic initiative for catching the bad guys: go to hardware stores and investigate all customers who are buying hammers. And also heavy wrenches — because, you know, they can also, uhm, shatter display stands?
We can guess the police immediately formed elite investigation groups, probably called “Task Force Martilyo” and “Task Force Liyabe.” Who knows, just to be on the thorough side, they might even also have set up a “Task Force Medyo Malaking Bato.”
Let’s imagine how this well-coordinated operation must be going:

SENATOR SOTTO, ARE YOU PAYING ATTENTION?
The New York Times reported February 5, 2013 that German Education Minister Annette Schavan resigned her Cabinet post after the Heinrich Heine University revoke her doctorate.
The Minister was accused by an anonymous blogger of having lifted from other publications without proper attribution passages that she included in her dissertation. That accusation resulted in the revocation of her doctorate.
Schavan said she would try to win back her doctorate but in the meantime would resign her Cabinet post for the greater good.
“First the country, then the party. Then yourself”, she said.
Schavan’s resignation came after Karl-Theodor zu Guttenberg was forced to step down as German defense minister over plagiarism charges in 2011.

I think, now I’m starting to understand why de lima wanted the journalists housed in the same building as her office be relocated. but the journos refused point blank. many times I wonder if the journos were responsible for the leaks of de lima’s reports that were supposed to be for the president’s eyes only.

I recall NBI did some investigation a while back, the result was given to de lima. she then decided to ask the journos to relocate, but they did not as they have always been housed in the same building as DOJ. you’re right, aside from NBI, journos do make investigations of their own, and also tried to police their own. sorry, I dont know what happen then. I could not find follow-up articles. thanks.

“Alan imagines how the police fight crime”. This is the title of this post by Raissa. Alan imagined about the creation of various police task forces to solve rampant criminalities. I am not sure if Alan considered the method allegedly used by the police below. Maybe it should be in another post entitled “Policing the police”.
We all know that a number of criminal syndicates and organized criminal organizations will not prosper without the support or participation of policemen themselves. Now, there is a rumor that a group of idealistic cops are out to eliminate notorious policemen- criminals from their ranks. Meaning those involved in kidnapping, robbery, carjacking, rape and drug pushing. The police death squad employs riding in tandem tactics to accomplish their mission. Allegedly, the death squad already had its first victim – a Manila policeman – who robbed his victims in their homes. Here is the portion of the article written by Ramon Tulfo at PDI today.
“I heard a rumor about a group of cops who don’t dispose of notorious criminals, but their own.
“Policemen involved in kidnapping, robbery, car theft, gun-for-hire, rape and drugs are targets of this group, so the rumor goes.

The idea seem vigilantes. Cops, many do not act like cops anymore but like ordinary law breakers. They couldn’t even arrest Amalillo when this guy was here. Now, after fleeing, they ‘work’ hard kuno to get him back. Sorry! Wala na dito.
When cops starts ‘killing’ criminals without due process, gov’t is in chaos. In the long run, they will abuse and innocent victims killed will be concluded as ‘killers’ too, by them.
Lack of police leadership! No discipline in the ranks! Puro PAKIKISAMA ang gawain maski labag sa Batas! Ano ito?
Arresting cops who violate the law is so SLOW, dami ‘due process’ applied, investigations here and there, and in the end, it dissipates to nothing. Abswelto or takas.
Poor performance talaga. Never improves but only aggravates more and more.

reason might be because for a very long time it has become almost a practice for many in the public service to do systemic kaulolan from top to bottom. people at the top are into it and stealing big time, many has made stealing into art form. naturally, the people at the bottom sort of gaya-gaya at nagnakaw rin. surprisingly, they got away with it. and continue to get away with it just like the people at the top. then president noy comes along and introduce changes, changes, changes, and is trying to stop the practice. people are being resistant though. they had it so good, why change now?
president noy made public service, public service. he made them serve the public. it’s all about the public, the nation, and not their own pockets, their family, friends and relatives. I hope the prez will stay an inspirational leader that inspires confidence in others so that they may follow his example and directives.

The results, derived from interviews with 1,800 respondents nationwide, showed that if the election were held in January, Legarda (Nationalist People’s Coalition/Team PNoy, 58 percent) would have come out on top, followed by Escudero (Team PNoy, 54.3 percent), reelectionist Alan Peter Cayetano (Nacionalista Party/Team PNoy, 48.9 percent), Nancy Binay (UNA, 43.6 percent), San Juan Rep. JV Ejercito (UNA, 43.5 percent), reelectionists Antonio Trillanes IV (LP-NP/Team PNoy, 41.1 percent) and Aquilino “Koko” Pimentel III (Team PNoy, 40.7 percent), Cagayan Rep. On the Latest Pulse Asia Survey Of the Senatorial Slate:
Senate Drama Hurts Re-electionists

MANILA, Philippines – At face value, there’s nothing extraordinary in the results of the new Pulse Asia survey. Re-electionist senators Loren Legarda and Francis “Chiz” Escudero remain the topnotchers. There are movements here and there, but changes are always expected.
Compare it, however, with the previous Pulse Asia survey conducted in November 2012, and you’ll be in for a major surprise. Something big happened.
Escudero dropped 19.8 points. Legarda dropped 11.3 points. Sen Alan Cayetano dropped 11.2 points. Sen Aquilino “Koko” Pimentel III dropped 9.5 points. Sen Gringo Honasan dropped 8.1 points.
The only re-electionist who didn’t suffer a beating is Sen Antonio Trillanes IV. He dropped 2.1 points, but it’s insignificant considering the error margin of 2 points.
Pulse Asia president Ronald Holmes and chief research fellow Ana Tabunda cited lower fill-out rate as explanation. More and more voters are choosing fewer than the 12 candidates they are allowed to vote for.
It makes a case for widespread disillusionment among voters. “There’s a lower fill-out rate, doubling of undecided or refused to name choice,” said Holmes.
When they were surveyed in January, only a third of the voters (34 %) had a complete senatorial slate. Tabunda said voters have a mean and median of 8 candidates. Those who will not vote for any of the candidates represent 8.6% of voters.
In the November 2012 Pulse Asia survey, 39% of voters had a complete senatorial slate.
Only plausible explanation
But is there a lower fill-out rate?
One explanation could be the the events that happened during the survey period of Jan 19-30, 2013. Voters must have been turned off by the exposé on the Senate President’s “cash gifts” to select senators amounting to P1.6 million each, and the drama that followed.
Only 4 senators did not receive those “gifts,” which Senate President Juan Ponce Enrile drew from his office’s savings from 2012: his critics Miriam Santiago, Alan Cayetano, Pia Cayetano, and Antonio Trillanes IV.
On January 23, the word war between Senate Minority Leader Alan Cayetano and Enrile turned really ugly when Cayetano sought an ethics probe on the Senate President. (Read: Enrile, Cayetano in ugly word war). This caused the resignation of Enrile’s longtime chief of staff, Jessica “Gigi” Reyes, once romantically linked to him.
The latest survey of another polling firm, the Social Weather Stations (SWS), was conducted from January 17-19, and did not capture the height of the Senate drama.
The other major events within the survey period were related to the activities of the Commission on Elections, the probe on the alleged shootout in Quezon province and other shooting incidents, and the damage inflicted by a U.S. naval vessel to the Tubbataha reef among others.
Relatives suffer, too
Is it also coincidence that senatorial candidates related to incumbent senators suffered as much?
San Juan Rep JV Ejercito, half-brother of Senate Pro Tempore Jinggoy Estrada, dropped 13.5 points from the November 2012 survey. Cagayan Rep Juan “Jack” Ponce Enrile Jr, son of the Senate President, dropped 12.8 points. Former Las Piñas Rep Cynthia Villar, wife of Senator Manuel Villar Jr, dropped 13.1 points.
The exception is Aurora Rep Juan Edgardo “Sonny” Angara – son of Senator Edgardo Angara. He also dropped but not as significantly as the others – 3.7 points.
Even some former senators suffered. Former Senator Jamby Madrigal dropped 7.6 points. Former Sen Jun Magsaysay dropped 5 points. Former Sen Juan Miguel Zubiri dropped 2.9 points. The exception was former Sen Richard Gordon whose numbers increased a minimal 0.3 points.
Gainers
It is this massive plunge of the re-electionist candidates and their relatives that allowed vice-presidential daughter Nancy Binay to jump to Rank 4 in the survey.
Binay only gained 2 percentage points. It’s statistically insignificant considering the error margin of the survey. But she is the only one in the Magic 12 who gained additional support.
The biggest gainer is independent candidate Grace Poe, who belongs to the administration ticket. She gained 6.2 percentage points. Presidential cousin Bam Aquino also gained 3.5 points.
The senatorial elections is 3 months away. With voter behavior this erratic, it could still be anyone’s ballgame.
