In this post, I would like to do live-blogging of the State of the Nation Address of President Benigno Aquino before Congress.
IN the end, I think PNoy’s message is – Ang sarap maging Pilipino sa panahong ito.
IN a way, yes. BUt in another way, life is much harder.

ANother thing that PNoy did not at all mention directly – the conflict in the South China Sea. THis was only hinted at in terms of the upgrades for external defense.
Foreign Secretary Albert del Rosario said it was “prudent” of the President to keep mum about it because of Manila’s pending case of arbitration on the issue before a United Nations body.

First thing quite noticeable is the utter disconnect between what lawmakers are wearing and the topic of the SONA. How can they be listening to the gross poverty in our nation while wearing the most expensive designer outfits?
The way the lawmakers, their relatives and firends are dressed to the nines, you’d think this was the Oscar Academy Awards. Not a gathering of the nation’s leaders to tackle the nagging and very serious problem of poverty.
According to Social Welfare Secretary Dinky Soliman, the conditional cash transfer covers 4.3 million families. Assuming the traditional assumption that a Filipino family has an average of six members, that’s 24 million individual Filipinos who are very very poor.
And that’s equivalent to around a fifth of the current assumed Philippine population.
That’s a LOT.

An hour has passed since PNoy started his SONA. THere is as yet been no mention of the pork barrel and the FOI bill. HOwever, there has been mention of Philhealth for the poor, of informal settlers, of the peace agreement with Muslim rebels.

PNOy mentions the high 7.8% growth.
BUt why hasn’t this growth trickled down to the poor?
I recall a press briefing with an Asian Development Bank economist which I attended eons ago. I asked him how much the economy has to grow in order to reduce poverty.
He said Philipping GDP has to grow 7% for seven years in order to make a difference in the lives of the poor. RIght now, that kind of growth has been accomplished for three years. Four more years to go.

NOw he knocks the Bureau of Customs.
WHat is he about to say – interrupted by the clapping.
HE slams the way customs personnel are allowing drugs and arms and other contraband to get through.
HE issues a warning against rogue customs men. BUt he doesn’t say if his criticism includes the Customs Commissioner.

Will he mention the late DILG Secretary Jesse Robredo? NO mention yet.
HE praises Foreign Secretary Albert del Rosario who went to Libya at once after being appointed to his post.He rescued many overseas workers caught in the conflict there.

HE suggests reviewing the Civil Service Code that guarantees civil service employees security of tenure.

Lawmakers are urging the amendment of the present 1987 Constitution in order, they claim, for more foreign investments to come in.
FIrst off, lawmakers should present a study showing FDIs WILL come in once we tinker with our Constitution.
My suspicion is that a lot of FDIs to Asia are coming from China. ANd the only way to attract China to pour in FDI here is to give them Huangyan Island (Scarborough Shoal) and the Kalayaan Island Group. Would Filipinos want to do that?

So far, the President has not said anything in his SONA that is newsworthy. YOu know, something with an OOMPH.
I mean, it’s true that electrification of more towns are good. BUt what is it that would make a VAST difference in the lives of the poor? IN the life of the nation?

He just said the land distribution in Hacienda Luisita will soon start.

He said Philhealth will cover the poor.
ONe regional hosptial will be able to do open heart surgery.

NO wonder Congresswoman Imelda Marcos is not in Batasan right now. She has been rushed to the hospital after falling down the stairs at the Batasang Pambansa complex before the SONA.
But I just saw Senator Bongbong Marcos on TV. HE didn’t go the hospital with mum?

Policemen are getting their homes.
Soldiers are going into farming in several camps.
HE’s batting for an increase in soldiers’ pension.

He also wants to raise what we pay for our monthly SSS and GSIS pension.
If Congress does that, it should also raise penalties on SSS and GSIS commissioners as well as other government officials who lean on SSS and GSIS to buy certain stocks in exchange for commissions and payoffs.
And both pension funds should be more transparent with the way the their respective boards use pension money to invest and give loans to themselves. THeir disclosures should be as stringent as those imposed on listed corporations at the stock market.

PNOy airs warning against rogue cops.
He personally praises model policemen who did their duty.

Now he talks about the negotiations between the government and the Muslim rebels. Hr predicts more good news is coming.
He promises that whatever is forged would be implemented by the government
HMmm. Why is the clapping by the lawmakers on this issue so limp?

He wants the “cabotage law” amended.

Now he talks about external defense of the country.

And from there he talks about expenses the state shoulders for MRT and LRT passengers in Manila.
He wants to raise MRT and LRT fares equivalent to the aircon bus.
But what about the commercial rights already given to those occupying commercial space within the MRT and LRT system? Do these rights stay with the original MRT concessionaires? Is that fair to the public?

PNOy states why Iloilo is blessed now with government projects.
He notes that the new Senate President is from Iloilo.
And that is what is distinctly wrong with the Senate. Unlike in the US Senate, Philippine senators are not geographically distributed. Most senators are really from Metro Manila. No one is from the Muslim region in the south. Only two claim to be from Mindanao. But really now, do you think Senator TG Guingona grew up there? Along with Sen. Koko Pimentel?
And this is one reason why development in the Philippines is so lopsided – in favor of Metro Manila.

As a journalist, I think the problem with the President’s speech is that it is filled with details but there is no over-arching idea to tie them altogether. I get a sense of a long laundry list being ticked off. Not a whole idea, a vision.
But hey, I’m glad he’s not corrupt.

The Conditional Cash Transfer (CCT) program of the Aquino government is unsustainable in the first place. It was started, as far as I know, three years ago and poverty is still widespread. No less than NEDA admitted that the gap between the rich and the poor is ever growing.
Despite the high growth rate of 7.8%, the author asks “why hasn’t this growth trickled down to the poor?” The question is exactly the problem. The government should find ways to promote economic programs that would create a direct impact to the poor. A trickle down economic model such as ours will only bring crumbs on the dining table for hundreds of poor families even if the country reached a 10% growth rate. The gains cannot reverse the economic disparity between the rich and poor.
Hence while Pnoy continues to pump in millios of pesos to the CCT, millions are still suffering.

If this govt. is really serious in addressing poverty CCT should be treated only as a “temporary solution to mitigate the widespread poverty” and not as “political tool” disguise as an economic philosophy.
Look at the way past and present dispensation have done to our labor export policies enshrined with the amended RA 10022 (Migrant Workers & Overseas Filipinos Act of 1995, or RA 8042), overseas employment as a “temporary solution”…
More than three decades had passed and it is still a “temporary solution”??

…Now, it should be “foreign investments to come in” and not foreign ownership of vital country’s assets. Investments – meaning to engage in business for profits. This must be of temporary status.
Congress must know not to sell down the river the ‘future’ of the people and the country.
So, like what Raissa again notes “ANd the only way to attract China to pour in FDI here is to give them Huangyan Island (Scarborough Shoal) and the Kalayaan Island Group. ”
Such ‘giving them’ to China what we already have and own is unacceptable. Engage some business on these Shoals, okay. But no ownership. Possession over these Items remains with Pilipinos. Control is with us – always!

Why Hacienda Luisita would start being affected only now? Okay…distribute the lands. But does the Gov’t not know the tenants/famrers are ‘immediately or soon thereafter’ selling the lands awarded to them in violation of the 5-Year prohibited period from date of award? Yes, they sell without ‘recording’ the sales as no Registry of Deeds will register for validity such sales. But it is happening under the hairs of noses of Agrarian officials! They can check is the awardees are still there…they have left for overseas -working in Saudi and other Middle East countries.
In short, land reform since 1973 up to now will be a cycle of anomaly…back to square one! Only the ‘possessors of lands’ will be changing…the land the same.

What more does the country need for an additional law-making Body? We see more mess when there is more than one law-making body. Our system is not like that of USA which we copied, hook-link-N- Sunker! Cha-Cha on this, if ever we arrive for a const’l change.

I find it Incredulous that such a nonsensical, totally irrational argument is put forward at the level of the Supreme Court. Is this guy even a lawyer?
To make matters worse, you have one of the Associate Justices prompting the petitioner to make a conjecture on whether or not the RH Law is consistent with tuwid na daan! And why ever should the petitioner’s opinion on this be of any consequence to this court? I am not a lawyer but even I know that this line of questioning is totally irrelevant.

Justice Abad is playing the role of God, Pope, the World Health Organization,the medical associations in the Philippines all in one. A nut case.
Fellow CPMers, we need to crowdsource info on Justice Abad. I’ve read that he used to conduct weekend training for lay catechists for the Archdiocese of Manila. Here’s some of what he has voted for in the past:
a. he voted to allow Arroyo leave the country for “medical reasons”
b. he voted against continuing the impeachment process of the House against then Ombudsman Merceditas Gutierrez.
c. in the plagiarism case of Justice Castillo, he blamed Microsoft for the plagiarism.
d. he gave out speeches that seemed to indicate he was pro-Corona and pro-Arroyo during the impeachment trial.

I suspect that the majority of the SC justices especially the Arroyo appointees will declare the RH law unconstitutional solely through tyranny of numbers. And I think PNoy is anticipating this.
The irrational decision of the Arroyo appointees will pave the way for their impeachment and removal by PNoy allies in both chambers of congress.
I hope the Arroyo appointees will bring it on. Anyway a new RH bill could be filed and passed soonest in congress. I believe that judicial reform should be the top priority of PNoy. Without justice there would no peace, and without peace there would no economic progress.

i used to think that way, but look at their recent decision of 13-2, voting to affirm the DOJ-COMELEC charges against Arroyo for electoral sabotage.

The SC decision on the electoral sabotage case against Arroyo does not deal yet on her guilt or innocence. Anyway any conviction of Arroyo in the Sandiganbayan is appeallable to the SC so that the “Arroyo eight” would still have the final say later on. And it is what really counts. I suspect the 13-2 SC decision is just a show among the Arroyo eight Justices.

Yes, the woeful state of the judiciary is the biggest barrier to having a productive, law abiding nation. Judicial reform fits perfectly to an anti-corruption agenda. Until there is honest recourse to honest, efficient, law-based courts, those corrupt of value have an advantage.

What a Sona!!! It was long, full of details, full of promise and most of all gives all Filipinos hope.
The President needs all the support he can get from everyone to realize some of the points he made. Most especially, the point of the improving economy so this improvement could be felt by the poor. I hope, those lawmakers who were all dressed to so expensively listened to him and serve the people they promised to serve.
I hope the media too will help the President by giving us the people information on how these creatures-so called law-makers are using the peoples’ money.
I also hope the CBCP will start to preach hope and instill the value the corruption as a sin to everyone, especially to the members of congress.
The President needs all our support, after all he works so hard and most of all he is not corrupt.

Pep talk or not I hope Rep. Baguilat listened and came out with actions on how he will use his pork barrel to help the poor people in the province of Ifugao. If you have been to Ifugao, I am sure you will agree with me that there are a lot of stuff to be done in that province to help uplift the situation of the Ifugao people.
Yes, it is a tourist destination as with the rest of the Cordilleras, but are the people in these provinces benefitting from the tourism industry. I mean benefitting and at the same time preserving the reasons why these are tourist destinations.
Rep. Baguilat I hope you will use your Pork Barrel in line with the pep talk of the President.

As an OFW myself, i really don’t mind whether PNoy mention us or not. What is important for me is to know that he is doing his job and good governance is being pursued. Foundations are now being laid by an incorruptible leader so that our grandchildren will have a better life in the future. In reality, I become an OFW because of my family and not to be praised for helping to boost the economy.
