I just thought I’d tell you before I lose Internet access again.
Yesterday, I visited St. Francis’ basilica in Assisi – where his remains are buried.
I made an offerta – a mass offering – for all the members of Cyber Plaza Miranda, along with my family, close relatives and friends in Facebook.
His feast is coming, you see. And he is my favorite saint, perhaps because he lived life so simply but delivered a very complicated message to the world.
I just wanted you all to know we are in this journey together – to build a better country and community together. I’ll post pics when I return. Hard pala to post when you have no PC.

agree ako sa yo, kajames. lump could be lession filled with liquid and need only to be aspirated (suck out) with syringe. it’s common and the procedure takes only 30 minutes, then the patient can go home, no need for patient to stay longer in hospital. if lump is cancerous, it should be treated soonest. dilly-dallying and going around asking for 2nd opinion will only give cancer chance to metastasized, or break off, and travel to other parts of the body where it can spread and start secondary site. cancer must be contained at once, isolated and treated. not allowed to break off and start new colony somewhere in the body.
I think lump was only lession and has been aspirated, missus now safe. jinggoy just dont want to face napoles, or maybe he wants to transfer dollar accounts to places like the dominican republic where no one can trace them. the missus’ condition was just an excuse.

In a ten-page decision issued a few days ago, Senior Associate Justice Antonio Carpio wrote “the unreasonable delay in deciding cases and resolving incidents and motions [by the judge], and his failure to decide remaining cases before his compulsory retirement constitutes gross inefficiency which cannot be tolerated.”
The offense was committed in 2006, and that’s what bothers us. The decision excoriating the judge for the delay in the disposition of cases is also delayed—for seven years in fact. The judge has been fined P40,000, an amount that will be deducted from his retirement benefits.

this maybe nothing, but it’s better to be safe than sorry. china could be going for law of adverse possession and might get us on technicality. I’ve previously commented on 170.1 (reply to taurusius at 170) my concern about those 75 concrete blocks left by chinese ships in scarborough shoal. PNoy thought the blocks pose no threat and did not remove them. I doubt if he has seen whether those blocks are anchored deep down in the sea bed, and could be the beginning of reclamation project, useful in the future in case china decides to grab the shoal under law of adverse possession. those blocks have already got “implied consent”, permission given, for them to squat and remain there.
we recently voiced our concerns about china’s sneaky 9mile dash appearing in chinese made globes. the blocks are just as sneaky. the reason why china put them there could be very sinister indeed.

I’d rather they’re all pulled out, shifted or moved, and not give china any untoward hold on us. kaso lang, few days ago, AFP released statement US naval forces daw ang naglagay at nagiwan ng mga yon, sabi nila the blocks were used as staging points in joint sea exercises with pinoy forces. weird ha? ngayon lang sila nagbigay ng statement, ngayong papalapit na ang hearing natin sa unclos, our maritime case against china will finally be heard.
it would not hurt to have it confirmed whether those blocks are what AFP said they were prior to our case being heard. we dont want doubts thrown in our case or for our case to be thrown out because of technicality.

MANILA (UPDATE) – President Aquino declined to name who he would endorse in the 2016 elections as his preferred successor.
Speaking at a forum with the Foreign Correspondents Association of the Philippines (FOCAP), Aquino said he wants to spare his “anointed one” from attacks of political enemies.
“If I answer your question, I’ll just have this guy…guy or girl, have a bulls-eye painted in his forehead and saying, ‘Please attack me for the attack almost three years.’ So I think I will spare this group of people.”
Asked what qualities he would want to see in his successor, Aquino said he wants to see the accomplishments of his administration improved upon.
“At the end of the day, I think they will have to address that which has all already been asked of me, ‘What will happen after you step down?’ Then obviously, you’d want somebody not just to continue but perhaps, improve on what has already been accomplished. In effect, we’re asking them to step up higher given that they’ll be starting at a higher plane,” he said.
Parang pinangalandakan ni PNoy sa buong bansa na hindi si Binay ang kursanada niyang papalit sa kanya. Binay in 2011, has already declared that he is a presidential candidate, and been under attack by the netizens since.

If PNoy can’t be our president in 2016, possibly he could run for a vice president – similar to Gloria who run as congresswoman of Pampanga- with Grace Poe as president .
The common tao has devastating habit of voting for a candidate who is popular, famous, celebrity or anyone who is makamahirap whom they can relate with. The best example is Nancy Binay who is elected as senator just because she is the daughter of Binay.
Grace Poe has the asset of being the daughter of Fernando Poe, whom she shares her father’s passion to serve and desire to help the poor. She sees the need to focus the poverty alleviation efforts on the family as a basic social institution. She wants government to take a more active role in helping the children of the poor families. She believes that the future of a nations depends on the kind of citizens these children will become.
She is a newcomer to politics but not to public service. For government experience, she proved her leadership as chair of the MTRCB under PNoy admin. She had engaged COMELEC and other relevant agencies on major policies in the elections, helped unite various forcwes opposed to electoral fraud, educated voters via press releases, assemblies and internet and helped promote awareness among Filipinos in the need to protect and uphold their right to choose their own leaders in government.
Mar Roxas as president candidate is not popular even here in England. Between Roxas and Binay, Binay is the sure winner.
My best bet is Grace Poe, beinbg the daughter of Fernando Poe who is makamahirap, mabait at matulungin.

The main reason for reposting is the news that the President after the BOHOL EARTHQUAKE, is that he doesn’t have now (AFTER Zamboanga) enough EMERGENCY or Calamity funds to help Boholanos and Cebuanos in DIRE need of assistance. Here it is

ONE –originally for members of Parliament or Congress only, Pork Barrel is irrelevant to lawmaking, is for patronage, for the benefit of low—or middle life–lawmakers, devoid of iota of statesmanship, popular but unqualified, incompetent, mostly ignorant of their sworn duties, and needs extra income from projects, needs money, lots of cash for their electoral campaigns; Of the present generation, Think of General Lacson, Atty. Joker, and Dr Flavier as possible exceptions.
Two – technically and by origin, no matter how big or how much, those funds of the President ARE NOT Pork Barrel. Call it inteligence fund, social assistance fund, calamity fund, emergency fund, a leaders’ pocket money or petty cash for 100 million people. Funds Ready any minute for their protection or unforeseen huge requirements. Especially needed
in case of war or insurrection like the recent Zamboanga attacks by the country’s own nationals, home grown terrorists the US government might classify them.
THREE — These whatsama-call-‘em funds no matter how much MUST be retained for the President PROVIDED, repeat PROVIDED authorized expenses are ONLY those defined and detailed by Congress for the fiscal year which are not similar in nature and magnitude of projects undertaken by all or any of the departments or agencies of the government PROVIDED FURTHER that the unexpended portion or balance MUST revert back (returned) to the National Treasury at the end of the fiscal year;

President still wants to allow lawmakers to propose projects
MANILA (UPDATE) – President Aquino defended the Disbursement Acceleration Plan (DAP) anew, saying that it should not be likened to the much maligned Priority Development Assistance Fund (PDAF).
Speaking before the Foreign Correspondents Association of the Philippines (FOCAP), Aquino said that DAP was launched by his administration as a stimulus program to induce spending.
He said that funds under the DAP went to projects that benefitted the people such as other road projects, health and education programs for the poor, the program to relocate informal settlers, TESDA’s training for work scholarship program, and sitio electrification program, among others.
He also cited legal provisions that he said give him the authority to realign government savings.
He said that while legislators were allowed to propose projects under the DAP, this only comprises “nine percent” of the program.
“I was perplexed to hear that some people equated the DAP with PDAF, when, simply, it was a program that strategically allocated funds to agencies that had already proven the capacity to implement projects and programs rapidly and efficiently. The legality of such a process has never been in question. As clearly stated in Executive Order 292, or the Administrative Code of 1987 amongst other laws. It is difficult to fathom how one could equate this program with PDAF,” Aquino said.
“The only thing one could remotely relate to PDAF were those projects undertaken through consultation with our legislators. After all, just as we engaged regional offices, local partners, and civil society in identifying projects, was it not also appropriate to hear the proposals of the elected officials of the land? Taking this into account, such projects by the legislators made up a mere nine percent of the program. Why, then, is the DAP being made an issue?”
Aquino described DAP as a “successful” program which was able to contribute to economic growth.
Aquino hinted that his political enemies may be behind attacks against the DAP, the bonuses being given to the Social Security System (SSS) board, and plan to reform the Bureau of Customs after charges were filed against politicians over the misuse of pork barrel funds.
“Since I am in a room full of journalists, perhaps I can leave it to you to connect the dots: All of these attacks came after plunder cases, among others, that were filed before the Office of the Ombudsman against a few well-known politicians. And perhaps, again because I am in a room full of journalists, I do not need to remind you of the true issue that has seemingly been drowned out by all the background noise. And so I ask you: Let’s keep our eye on the ball,” he said.
PNOY: LET LAWMAKERS PROPOSE PROJECTS
Aquino, however, is not in favor of totally doing away with giving legislators the privilege of nominating or proposing projects for government funding, saying that local politicians are expected to contribute in improving the lives of their constituents.
“You tell them that they can no longer participate, even in identifying. When they go home and they are asked by their constituents–I was told by an older politician, ‘Who will remember you come election time?’ Those that you have managed to help find work, those that you have educated, those that you have helped to gain a medical attention,” he said.
“Who do you expect to be in the session hall if they have not addressed their needs, to be able to face the constituents that they did something to improve their respective districts.”
CONGRESS DISTRACTED
Aquino expressed concern that Congress has been distracted by the controversies on the pork barrel, saying he needs Congress to pass important reform measures such as a law reforming the National Food Authority and the pension system of the AFP and the PNP.
“Well, of course, I’m concerned. The legislature will necessarily be distracted by all of these issues and we, in turn, need certain laws,” he said.

They are grasping for straws to hang into so they would level up and put everIyone in a bad light. A president’s job is very difficult especially in our country where one is a close friend or a relative of one close friend and where one is an extended family meaning that you don’t touch me because I am also powerful, you owe me one.. or two.

LOON, Bohol, Philippines—President Benigno Aquino III was back in Bohol but chose to visit evacuees in Loon town instead of the adjacent town of Marijoboc whose chief executive was under fire for driving away Red Cross volunteers who had refused to hand over relief items to the local government.
Mr. Aquino and some members of the Cabinet arrived in Loon “one of the worst-hit towns along with Maribojoc” at 5:45 p.m.

Maribojoc Mayor Lencio Evasco Jr., who belongs to the United Nationalist Alliance, told the Philippine Daily Inquirer that he was not told of the President’s visit in Bohol.
But had Mr. Aquino decided to go to Maribojoc, next to Loon, he added he would have welcomed the President, saying he had not done anything wrong.
He maintained that centralizing the distribution of relief goods in Maribojoc has been his way of maintaining order and ensuring that all 27 barangays received their share.
During his visit to the Loon Central School, President Aquino allayed the fears of the evacuees who told him of the talks circulating that the entire province would eventually sink.

MANILA – The government will launch its national open data website on November 27, the Palace announced Wednesday.
The site, data.gov.ph, will serve as repository for public national government datasets that can be easily accessed by the public.
It will be managed by the Open Data Task Force composed of Office of the Presidential Spokesperson, the Department of Budget and Management, and the Presidential Communications Development and Strategic Planning Office (PCDSPO).
PCDSPO Usec. Manolo Quezon earlier told ABS-CBNNews.com that the site will use easy-to-access file formats such as plain text files and comma-separated values for spreadsheets, compared to PDF files that are difficult for data analysts to process.
The task force has also announced a 2-day open data hackathon this November.
The event, called #KabantayNgBayan, will be open to IT developers and designers interested in creating innovative mobile or web-based applications utilizing government data.
It will be held in Sadoce, 12/F Smart Tower I, Ayala Avenue, Makati, on November 9 and 10, deputy Presidential spokesperson Valte said in a statement.
Registration for interested participants in the hackathon has started at data.gov.ph.
The event is open to groups of three to four with a mix of developers and designers, Valte said.
“The data to be used for this hackathon will center on the national government budget. The challenge will be to build applications that will present new ways to increase public awareness and track government spending,” she added.
The event aims to produce apps that boost government performance and encourage the public to participate in good governance, specifically in the areas of public financial management, Valte said.
It is among events organized by the government leading up to the November launch of data.gov.ph.

mayor should have been friendlier and cooperated with red cross team, and help them distribute relief goods as well. established good rapport with them. hindi yong maghahari-harian, kala mo sa kanya ang buong maribohoc, his word is law. it’s his way or the highway. very territorial, at saka pinalayas ang taga red cross.
