Fr. Chito Damaranan of the Salesian Society of Don Bosco is angry. He wrote today on his Facebook page:
“There are unscrupulous government people who slow down the pace of relief distribution for they are repacking the goods, by stripping away all signs that they came from foreign donors and replacing them with government signs that make it appear like they came from our honorable, generous, and ever loyal public servants. I am aghast. I am angry. And I am making myself the spokesman of these people who are also aghast, angry, and absolutely disgusted at this image conscious government run by showbiz personalities masquerading as public servants.”
If these are true, people have to put a stop to it.
People have to name names.
It is the only way we can change our political culture.

The Department of Social Welfare and Development (DSWD) has finally explained why it repacka foreign donations and puts them in bags stamped with the “DSWD” logo. Here is the explanation.
When a politician re-labels relief goods with his miserable greasy face, he could be violating Republic Act No. 10121 or the “Philippine Disaster Risk Reduction and Management Act of 2010”.
Like many of you, I thought we had no law against making E-Pal during disasters. It turns out that we do. It was one of the last laws Benigno Aquino III signed as a senator just before he became President in 2010.
Among the prohibited acts are:
Misrepresenting the source of relief goods, equipment or other aid commodities by:
(1) Either covering, replacing or defacing the labels of the containers to make it appear that the goods, equipment or other aid commodities came from another agency or persons;
(2) Repacking the goods, equipment or other aid commodities into containers with different markings to make it appear that the goods came from another agency or persons or was released upon the instance of a particular agency or persons;
(3) Making false verbal claim that the goods, equipment or other and commodity in its untampered original containers actually came from another agency or persons or was released upon the instance of a particular agency or persons;
Substituting or replacing relief goods, equipment or other aid commodities with the same items or inferior/cheaper quality;
Such actions are punishable with the following:
- A fine of P50,000 to P500,000 or;
- A jail term of six to 12 years or both;
- Perpetual disqualification from public office if the offender is with the government;
- Confiscation of the goods in favor of the government.
Interestingly, the law does not punish politicians who give donations plastered with their names. Even if these donations did not come from their own pockets. However, if the goods came from their pork barrel or office money, isn’t that misrepresenting the source? It’s a gray area and the lawmakers made it that way.
Still, with this law, it is time to show politicians enough is enough.
Let’s start making examples.

The proper response goes deep:
1. No politicking…iwasan ang pa mumulitika. Remove all incompetent public officials! Replace them.
2. Stop all loggings. Clean all waterways. Catch garbage throwers. This defects contributes to calamities’ destructions.
3. Put effective communications. There is none when calamities like Yolanda takes place.
4. Create/form a READY CAPABLE Responding Group in each city or town. Again, no politicking.
5. A ready RELIEFS Goods at all times 7/24 throughout the season when calamities happens.
6. Elect only capable officials. Gauge them under stress conditions they have not encountered yet.
7. A stand-by Boats/ships, Vehicles/trucks and Aircrafts to fly or evacuate people before the storm comes, if necessary.
8. A ready list of possible ‘Donors’ for reliefs goods in and for every area to be hit by a calamity.
9. Maintain a sufficient police and military force to prevent disorder in any area.

10. Appoint/designate only ONE over-all leader for all this who is capable, younger, innovative, courageous, and all other possible good qualities of a LEADER. Not a politician again. No who retire many times already. Healthy, can go for many sleepless days and nights for hours and days. A Leader who leads and acts under all possible stresses of situations etc.

As there is a wide coverage of Mayor Romualdez and his family clinging on the roof of their house in the height of Yolanda typhoon, I would like to ask why they found themselves in such precarious situation when they should be, in the first place, in the evacuation center, together with the other evacuees. Does it mean they didn’t follow PNoy order / instructions to haul themselves up to evacuation centers? Being the mayor, he should be the SHINING EXAMPLE OF A GOOD FOLLOWER OF THE GOVERNMENT DIRECTIVES, BUT HE FAILED TO DO SO.
By not following the government directives, is Mayor Romualdez guilty of abandonmennt of his position as mayor of Tacloban is he guilty of negligence, of insubordination and most of all is he GUILTY OF MURDER – FOR NOT LEADING HIS CONSTITUENTS UP THE EVACUATION CENTERS AND STAYED WITH THEM UNTIL YOLANDA TYPHOON HAD LEFT THEIR CITIES. His failure to follow PNoy’s order had caused so much deaths, sufferings, untold starvation and no roof over the heads of his constituents.

Imo, yes.The leader ‘s responsibility is to lead by action together with the people; people could have followed what he said and what he could have done for he has the resources and manpower. But he chose to underestimate the warning and ignore the biggest responsibility of securing the safety of his constituents, and use his superiority over them if they proved to be stubborn. Now he says nobody expected it to be worse like this, well when he was wooing the voters to vote for him I am sure he promised the moon and the stars. Now he got hell as a bonus, I just wish he has the capacity to understand that he and his family were given a second chance of life to rectify his mistakes and now govern with dedication and honesty. Now I have more appreciation of understanding why PNOY ALLEGEDLY WALK OUT, it is because some leaders in this instance just like in a wedding vow only want the better part and not vowing for the worst part of the union. .. as in state of the province. A Filipina acquaintance in London went on holiday to Philippines who got stranded in Manila because of Yolanda typhoon. Right after the typhoon, she went to her hometown, Tacloban city, where thousands of people died. She is telling us now that the people evacuated when they were told to do so, but after JUST raining for two days, they presumed that if it was just raining which they were used to, they went back to their houses and stayed there for two days more, until they felt the wrath of the most powerful typhoon. It was too late for them to return to the evacuation center and save themselves. The fact that the Romualdez family was one of those who were clinging to their roof is a testament that they didn’t follow when PNoy government told them to evacuate. THEY BLAME PNOY FOR THEIR DEVASTATING PREDICAMENT YET THEY NEVER BLAME THEMSELVES FOR NOT FOLLOWING THE GOVERNMENT INSTRUCTIONS TO EVACUATE.
The problems with some/ lots of Filipinos is that they never listen and do what they are rubbish in the esteros that causes floods in spite of the government instructing them to stop doing it, they never follow, Some people keep on peeing on the wall / post in spite of the sign on the wall saying do not pee, they never follow.
It’s not right and fair to blame PNoy and his government for the wrongdoings/ mistakes committed by some people. The wrongdoers should shoulder the blame for the cause and effect of their bad behavior.

The Million March missed the opportunity to demand the resignation of the triumvirate of Enrile, Estrada and Revilla for the PDAF scam.
I wonder if those Filipinos who have attitude problems that is halting / pulling down the progress of our country could see the momentum of opportunities when they occur, unless they have positive outlook. Napoles affair and Yolanda have bitten them severely but are they the kind of people who learn from their mistakes and rectify them for their best interest.

‘“It seems that we are tasked to investigate even past misuse of pork barrel funds, so you can imagine how difficult such work would be,” she said.
“But I think we can find a way if we pool our manpower and resources together with the Office of the Ombudsman to comply with the directive,” she explained. “Are we really looking at massive misuse? Will we be able to gather evidence?”
A ‘case’ that is a walk in the park is dangerous also for losing it. But a ‘case’ doggedly researched and prepared has a better chance for a success. I prefer this than the first one.

SLOW CASUALTY COUNT (or shaving)
On philstar today, NDRRMC released the death toll at 4,011 12 days after yoly struck. With the presence of the US navy, many remote areas in the Samar/Leyte provinces have been slowly reached, and aids given and casualty reported.
On November 15, one Joy Cantos of Pilipino Star Ngayon reported on the fudging of casualty figures on the tally board of the Office of the Civil Defense in Tacloban City.
“In full view of reporters, she said, the 5,026 death toll on the board based on actual body count was changed to 3,422. The shaved figure was forwarded to the NDRRMC at Camp Aguinaldo.” (Postcript 11/19/13)
It looks like many LGUs are afraid to report higher casualties lest they be admonished for lack of preparation like Tacloban City. While on a visit to Guian, Samar, PNoy said “Any casualty is an issue to me”
In Tolosa, Leyte, the birthplace of Imelda and seldom visited by relief workers, officials said 367 bodies had already been recovered and at least 2,000 bodies had yet to be retrieved from collapsed houses and seaside communities (inquirer today)
Are NDRRMC afraid to suffer the faith of Police Supt. Edwin Soria who was dismissed for reporting that 10,000 casualties are estimated in Tacloban City alone? or is PNoy afraid to reinstate Soria if the casualties reach 10,000?

When the world looks at the Philippines, they won’t remember the worst typhoon to hit the earth—they will recall how strong Filipinos are, too.
Seven days on, the world’s eye remains on the Yolanda-battered nation as international media like CNN, BBC, Al Jazeera, NBC, ABC, and CBS—dispatch their topnotch journalists to deliver updates on the record-breaking typhoon.
Leading the pack of foreign journalists on the ground is CNN’s Anderson Cooper who’s been ironically making headlines of himself due to a report where he mentioned the lack of national government support in the badly-hit Tacloban City.
But for the veteran journalist who has so far covered the world’s biggest disasters, Filipinos show incredible strength even when aid seems bleak.
“The Filipino people–the people of Tacloban, and Samar and Cebu and all these places where so many have died—they’re strong not just to survive the storm; but they are strong to have survived the aftermath of the storm,” he said in the November 15 broadcast of AC360.
“They have survived for a week now often with very little food, with very little water, with very little medical attention,” he continued.
Responding to President Benigno Aquino III’s appeal to the media “to use your role to uplift the spirits of the Filipino people — to find stories of resilience, hope and faith, and show the world just how strong the Filipino people are” and to observe accuracy in reporting, Cooper underscored that it is what they strive for as well.
“Can you imagine the strength it takes to be living in shock, to be living, sleeping on the streets next to the body of your dead children? Can you imagine that strength? I can’t. And I’ve seen that strength day in and day out here in the Philippines. And we honor them with every broadcast that we do,” he concluded, his voice cracking.
Filipinos’ sense of humor, resilience alive
Another CNN reporter Ivan Watson picked up another Filipinos’ peculiar trait of finding a way to laugh even in the most trying times.
“Certainly Filipinos here have not lost their sense of humor. They joke with the stranger even though their homes are damaged and their stomachs are empty,” he recounted as he featured the smiles on children’s faces in Guiuan, Leyte—with one kid saying, “Laughter is the best medicine.”
Meanwhile, as survivors become desperate for basic needs, BBC’s Rupert Wingfield-Hayes reported how “ingenious” Tacloban residents are getting fuel as they ran out of their means to cook meals.
“If this is looting, then it is very patient and well-ordered looting. The truth is, it’s the only way for people to get fuel here.”
Andrew Harding, still from BBC, showed how residents of Guiuan manage to survive day by day—equipped with “phenomenal resilience.”
“This place was cut off for so long it’s not surprising things got pretty tense, pretty desperate here. There’s been a lot of looting and still a state of emergency. And yet, what’s really striking about this town is how quickly the community has come together again and started to get things done. People may not have insurance here, but they have phenomenal resilience,” he said.

I believe that whoever this user name Male22maroon who posted the photo should come out and prove his claim because there are thousands of relief goods being repacked on a white plastic bag baring the tag DSWD without any epal signs, political names or faces.
