President Aquino can run in 2016, without amending the Constitution

There are now reports of a possible team up of Vice President Jejomar Binay with Governor-actress Vilma Santos in 2016.  Or Binay with a prominent businessman as his running mate.

This is probably the start of a season where we will see various strange combinations floated about.

In this context, let me let me throw in a possible combination: that Aquino could run for vice president. And I don’t mean Kris, as some are suggesting.

But first, let me explain why I’m doing this. When I was in Tokyo recently, a senior editor of  a Japanese newspaper told me the Philippines was about to enter “a period of instability” because in 2016, President Benigno Aquino III would be stepping down from office and be replaced by who knows what.  

Earlier, I was told the same concern by a prominent American businessman in Manila who spoke to me on condition of anonymity. The businessman wondered who would replace Aquino who, he noted, could not run again.

Hmm. It seems both men believe that Aquino lends political stability to the system.

To both the businessman and the Japanese editor my reply was the same: Of course he can run again.

PNoy (as he is popularly called) can run for Vice-President, I said.

My reply was met with skepticism. And so I had to explain how this would effectively change the current political landscape that had only Vice-President Jejomar Binay and Local Governments Secretary Mar Roxas as the main presidential contenders.

Before I go on, I would like to stress that I am neither endorsing nor advocating PNoy’s running again. I am simply analyzing and pointing out the possibilities as a political commentator.

Let’s look at two important aspects of the idea:

  • First, the constitutionality of such a move.
  • Second, the implications of such a move on Philippine politics.

Politics is like entertainment in that it shares some characteristics with the world of movies and entertainment. Political strategists play around with combinations and see what team-ups could produce a box office hit, in this case, electoral victories.

President Aquino is barred by the Philippine Constitution only from running for President, but not from running for Vice-President or any other political office. Given his name recall nationwide and his track record, he is probably a shoe-in if he runs for vice-president.

But why would his party even consider fielding him for the vice-presidency — a spare tire position? They might consider any or all of the following points.

First, it is very likely that VP Binay will run for President in 2016. And Binay could win. If VP Binay and PNoy win – in this case, we would have a Bi-Noy scenario instead of the current Noy-Bi one – then VP Binay’s behavior might be affected by his knowledge of who his stand-by successor is.

Second, PNoy could campaign for vice-president by telling voters – ‘look, vote for the presidential candidate I endorse and for me because I’m his seal of good housekeeping. I am not going to meddle or anything. I will just be there to make sure he walks the straight and narrow.’

Presuming Aquino endorses Mar Roxas, will that be enough to make Mar Roxas win? Frankly, I don’t know at this point because there are other issues swirling around Roxas which he has not addressed.

Will PNoy look at 2016 the way President Fidel Ramos looked at 1998? If you recall, Ramos fielded House Speaker Jose de Venecia out of a sense of loyalty, gratitude and friendship even though many voters clearly did not like De Venecia.

Third, what if PNoy and the Liberal Party were to pick someone other than Roxas? That would make things truly interesting.

Then there is this one other scenario to consider, remote but possible: PNoy teams up with someone who will promise to step down so PNoy can continue being President.

Are these far-fetched? Not in our world of politics where a president is ousted, then convicted, then pardoned, then allowed to run again, then defeated, then runs for mayor and wins.

The last two years of a president’s term are usually called the lame duck years. But just a hint – or threat – of running for the VP post could erase that perception for PNoy.

So when people tell me they are afraid of what would happen in 2016, my reply is – you have to be open to the possibilities. What will happen will simply surprise you.

    I’m gonna go out on a limb here and would rather see Kim Henares run for 2016 election as President and would also like to see Ombudsman Conchita Carpio Morales as her running mate for VP.

    They already have proven themselves to gain my vote. Kim Henares for equally shaming those famous and non-famous personalities who does not pay the right amount of taxes. Wala siyang pinapanigan.

    Runner ups for VP would be: DOT Sec. Ramon Jimenez, DFA Sec. ALbert Del Rosario, DOF Sec. Cesar Purisima.

      An internal security expert, Alunan said another big problem involves China’s “pretty good hold of our vital infrastructure.”

      The State Grid Corporation of China (SGCC) owns 40% of the National Grid Corporation of the Philippines (NGCP).

      The state-owned SGCC won this franchise in 2008. This happened under former president Gloria Macapagal Arroyo, whom an international think-tank described as “receptive” toward China, unlike the “provocative” incumbent President Benigno Aquino III.

      In the SGCC’s hands, the NGCP “has the crucial task of delivering safe and reliable electricity throughout the archipelago,” according to its official website. And here lies the problem, Alunan said.

      “Because they control the distribution of power throughout the grid from Luzon to Mindanao, they also have the capability of sabotaging our economy by shutting off the power,” he explained. “I think the problem of the Aquino administration is how to undo and reduce the risk of sabotage.”

      He added: “That will require mobilizing all intelligence agencies of government as well as reviewing government policies as to the privatization of critical infrastructure and the entry of foreign investors in the bidding for vital infrastructure, bearing in mind that national security could be compromised if it falls into the wrong hands, as it has in the case of the grid.”

    I like the idea the you gave Raissa !
    Of course I’m not fully for PNOY running for office again and that I believe
    that there are tons of other qualified people out there.

    But with the look of things right now, the Philippines is going to be a Binay Empire come
    2016. The Philippines would definitely go back to the Dark Ages (figuratively, of course!), which I don’t think it can recover again. This is why I’m all for your suggestion!

    To add to your suggestion, why not PNOY endorse both a president and a vice-president very strongly and still for VP at the same time. That way he won’t look trying to cling for power and position but at the same get tons of media exposure to endorse his candidates. If at the end people would want him as a fail-safe mechanism, then his name is still there and people can vote for him.

    He can campaign for his choice for President and VP. In doing so, he would also be indirectly campaigning for himself and would really boost his image for endorsing other people, for providing a fail-safe mechanism to continue the work on “daang-matuwid” and for genuinely caring for continuity without trying to cling for power and position!

    With the media exposure he’d be getting, it may really work for his chosen P, VP and himself.

    Grace still has my vote. Same with Leni Robredo.

      yan ang nakakapagtaka. both marcos and gloria arroyo came from good stock, nurturing, loving and god fearing families, prominent families that allude to higher moral values. both received good education many can only dream about; intelligent, popular among their peers, high achievers, articulated and eloquent speakers. but then, flipped along the way.

      the problem with the anak is that she seems to be leaning the other way. showed more sympathy to pork scammer jinggoy estrada who is close family friend, hostile to witness ruby tuason dahil diniin si jinggoy, and now, she is hostile to witness dennis cunanan as well.

      maybe, it’s in the blood, the genetic pull towards the notorious is strong.

        Anyway, at present, according to the news, wala raw balak tumakbo si Grace as president sa 2016. So shelved muna, pati pag open up ng lineage nya.
        Sa pagiging hostile nya kina ruby tuazon at dennis cunanan, hindi kaya dahil sa both of them are working for the govt and they have helped this pdaf cam prosper at nakinabang sila? True, 960K is a pittance compared sa mga kinurakot ng mga senators at congressman na dawit sa kaso, peto tulad nga ng sabi ni grace kay cunanan, ” come on, you’ve worked sa senate, don’t tell me na hindi mo alam ang kalakaran sa pdaf.” Or something to that effect.

    There must be someone out there who deserves the vote and if there isnt any then might as well start a revolution (if we shouldnt do it right now)

          Ganito iyan @troy….yes , that FREEDOM we had now but denied during the Marcos regime was the same with Cory, Erap, Ramos and Glorya ,,but the big difference now was the freedom to go out and TELL everything you know about corruption’s and with the Government of PNOY support walang ganito noon…..It might look that under PNOY ,mas maraming anomalya , nakawan o un employment ,, it is because we are more transparent now than before…. Limited lang ang hinuhuli o kinakalkal na anomalya noon ,,, staitics on everything were not pictured wholely….NGAYON , kahit Senate President ka pa …lalabas ang buluk mo at kung mapatunayan ay makukulung sila…. Palagay kahit pa siguro ang kamag anak ni PNOY na si TING TING Cojuanco kung sya ay magkakasala ay ipapa imbestiga din ni PNOY at ikukulung kung mapatunayang may sala sya….           Thats not true. It’s just a matter of timing kasi mas malawak na ang usage nang internet ngayon and ang dissemination nang information due to technology.

          Remember, with the Pork Barrel for example, the Noynoy admin is actually the one going to the SC to defend it (PDAF and DAP).

          Noynoy was not even instrumental in breaking the pork barrel scam to the public. Remember that Napoles herself admitted she wrote the palace to get the NBI off her back (which i think was corroborated by Luy and the previous NBI chief) and Noynoy wrote notes on the letter and sent it to the NBI. That NBI chief is now out of the NBI.

          Finally, regarding the jueteng issue, its peping and not tingting. This is public knowledge and if a crime was done then it doesnt matter if it was done in the past. The president should send him to jail rather than appoint him (as he has now done) to a government position.

          Answer this, if he is really out to root ALL corruption then why are they still saying na iimbestigahan ang ERC chief even though the ERC chief is invovled in the Pork Scam and was even named by the Witnesses? Why is a Napoles Pork Scam operator working with the Liberal party and is now a Congresswoman depite being named by Luy (but no case has been filed)?

          And after everything, why was Tanda, Pogi and Sexy not included in the forfeiture case? Why are their assets not forfeited? Dapat kasali sila dahil the evidence shown to the public shows that they are guilty!

          So you dont agree that everyone guilty needs to go to jail and get kicked out of government?

          What is this? a Noynoy fans club rather than a concerned citizens sounding post?

          Posing as concerned citizens when in fact you are just here for the bashing rather than for the justice just shows what kind of person you are.

          Justice is only met when everyone guilty is removed from office, the money lost returned and the appropriate punishment meted out.

    It was a sad and frustrating sight to see Ms. Heidi Mendoza plead her case to be finally appointed to her post in the Commission on Audit. For doing a good job to our country and people, this is what she gets?

    If the Commission on Appointments can not, for their own reason give her the appointment she rightfully deserves, should not the public support her by giving her a sort of people’s confirmation?

    I wonder what the “million people marchers” and other noisy anti pork barrel agitators think of this?

      Pwede gawa ka petition sa change.org re confirmation for heidi mendoza. Mag sign ako. Mas matatalino at artikulado kayo gumawa ng proposal. Pero dapat gawa din heidi promisory note sa bir. Nakikita nya accounting ng iba, sarili nya accounting, nakakalimutan, over worked kasi. Forget nya self nya.

      Pero naniniwala ako na kung minsan, kapag ang isang bagay ay kailangan mo pang sabihin, kahit na magsalita ka ay wala na rin mangyayari dito. Halimbawa, kung kailangan mo pang ipaliwanag sa isang tao na ang gabi ay madilim o nakasisilaw ang araw, siguro ang taong ito ay bulag o sadyang abala sa ibang bagay gaya ng pakikinig lamang sa sarili nyang boses.

      Sapat na sa akin na gumawa ng paraan na ipaabot ang aking suporta at pasasalamat kay Com. Heidi Mendoza sa aking maliit at tahimik na paraan. Nasa ibang tao na kalakbay din natin tungo sa malinis na pamahalaan kung paano nila paninindigan ang tama at gawin ang kinakailangang gawin.

    —What our country needs in 2016 is not just a president but a leader

    We need a leader who understands that 2016 is not just about a presidential election but a continuation in our country’s struggle to liberate ourselves from the occupation of kleptocrats and dynasty builders.

    We need a leader who can not just make the economy soar but who can also lift everyone up without leaving most of those from the ground behind.

    We need a leader who thoroughly understands the value of People Power not just as a force to depose despots but as the inclusive force for engaging everyone in rebuilding our plundered country and unite our vertically divided people.

    Having said these, we should look for a person with these qualities whom we can rally behind. Let us not take the easy way of technically circumventing the spirit of our constitution because it serves as a bad precedent.

    President Aquino is a good man and a good president. He can be a great leader in or out of power. We should give him a chance to become a great citizen.

    And as we look for a potential leader, we should also look for the above mentioned qualities in ourselves as followers. For there can not be a good leader who is not a good follower.

    It seems that the majority here wishes to extend PNoy’s rule as President. I don’t blame them and I’m all for it. Since the current constitution prohibits him to run for President for another term, we need to work hard and convince him to amend the constitution by changing the form of the government to parliamentary. He has not closed this idea but he stated that we need to present him a good reason. If the majority of the intellectuals agree, we need to work hard to make this happen. This is another way for PNoy can rule the country as a Prime Minister. Perhaps we need to sell this idea and solicit the support of the country’s technocrats, the Church leaders, and the silent but influential members of the international community. After all, a good government helps protect their interest. We still have the time to do this action.

        A parliamentary plus, a nation can change its leader without changing the gov’t or calling a snap or waiting for the next round of national election.         I’m sure you are familiar with the historical facts. Perhaps the present form of government works well if a strong two-party system exists -similar to the U.S. Yes, the U.S. political system fits in to the American culture. After the fall of Marcos and the birth of the 1987 Constitution, the two-party system was replaced by a multi-party system. And now, Binay is planning to form his own party vehicle for his quest to presidency. And if all goes successfully well, Binay may be our next president. Anyone can think of its consequences – good or bad. Definitely, there are pros and cons about this issue, but with the Filipino political culture and mind set, I think it is time to consider moving the country to a unicameral system form of government. Of course, this is debatable. Let us give everyone a chance to voice out his/her thoughts about this important political issue.

        2018-2019 back to presidential if we find the previous one not good

        2019-2020 go for parliamentary system again, maybe this time it will work good

If the Clinton become a front runner in the 2016 US election , we can bank on that to beef up our strategy for a women president.         Huwag na muna natin isipin ang experience, character o mga nagawa. Dahil kung ito ang uunahin natin tatalunin o mananalo na sigurado ang naga-aspire na maging pangulo sa 2016 o kahit sino na isali nya sa partido nya.

        Victin, you have good choices but quite untested in governance. I believe PNoy’s anointed candidate must not only be winnable but would ensure the continuance of his Daang Matuwid.

        The maligno has the backing of the marcos and arroyos’ billions, not to mention the enriles and estradas. Together, binay is formidable and almost sure of winning unless his opponent is not lackluster and full of radiance and charisma, which binay doesn’t have.

    The 3rd option appears to be rather viable, Raissa.

    Although I have reasons to vote for Mar (kababayan ko sya and my late mother was part of a Capiz clan who are true blue Liberals), I’m no longer inclined to do so because Mar has not done much to reinvent his public persona since he got elected as “Mr. Palengke”.

    Quite frankly, I believe he lacks the gravitas to even be considered a viable successor to PNoy.

    That said, I would campaign hard instead for a ‘stand in’ presidential candidate if that would be Lenny Robredo.

    ‘The other Marcos’ in the Senate would have been a good bet too but I got dismayed when she called for a lifestyle check on whistleblower Cunanan even before the guy testifies before TG’s panel. Who was/were she trying to protect from Cunanan’s potential bombshells?

        @vander, way back in the late 70s, I had a female staffer who was unarguably the best source of celebrity ‘news’ updates. From what I can recall, she said the biological mother of the one I’m now referring to as “The Other Marcos'” in the present Senate was a budding actress who eventually got married to RB, a second-rate actor who supposedly exclaimed, “I like your CHAMBERLAIN!” upon entering a mansion and looking up at the ceiling.

        Progeny aside, T.O.M. has proven to be a smart and capable public official and can be an effective prez, especially if she turns out to be decidedly more hands on than the incumbent.

    Binay to form new party to be launched this coming June 12. He said he bolted PDP-LABAN because the pimentels are not following party decisions.

    Jinggoy offered binay the presidency of PMP, or Partido ng Maraming Plunderers, but the rumor mill is betting he won’t accept jinggoy’s offer but stick to form a brand-new party to propel him to malacanang in 2016.

    Binay expressed his preference for running mate to be a non-politician, preferably a successful business executive or economist – MVP? That would close the doors for jinggoy and bong who previously floated the idea of running for higher office in 2016.

    With the plunder case hanging on the heads of jinggoy and bong, that would leave bongbong and his billions as the likely vp of binay. Moreover, Tanda and erap would surely exert extra efforts for a binay win to quash the nagging pork scam cases.

    It would be a major catastrophe for the country in the likes of Yolanda or Fukushima earthquake if binay will succeed PNoy – another disastrous era of uncertainty more than the GMA-Marcos combined.

    PNoy must choose a strong and winnable candidate to ensure the continuance of his Daang Matuwid – how about a VILMA-CHIZ tandem?

    In such likelihood, EDSA 3 may be a possibility.

          So…there you are. The problem is it is uncertain under that scenario about Binay finishing the 6 years but definitely PNoy now can ran for VP…and possibly can be a ‘successor-president’ too! If this does not happen, Noy2 is still VP.

          Btw, I do not see anything wrong going to VP after having been P. Richard P. Nixon became a ‘lame-duck’ …but later became P!

          Marcos became a ‘dead-duck’ but still [acc to G.I.s] is still P!

          Erap became a duckling…now darling of Maynila!

          So, what’s wrong going high and going low…? The wrong thing is ‘being LOW and GOING high!

          Tama…if papayag siya. But since he threw his hat into the presidency, in place of Mar, he started something good, why not continue to do more of it?

          And try to finish it to the end!

          He is single. His only family appears that of ‘the country and the people.’
          Can he think of leaving? Abandoning his good path? After God’s grace, he became president. There is a divine intention in that.

          His father, Ninoy would not object. Neither his mom Cory. Both risked their lives for something…living and not only dying for the Pilipino people.

          PNoy planted something, a tree. It’s only growing. The planter must be present to care for that plant. Only buds are showing. No fruits yet.

          Will he leave the plant? To whom? He is not yet incapacitated physically and mentally. The constitutional provision on limitations is not for him to be stopped. There are ways or paths to go on.

          Anyway, tama ka – kung papayag si PNOY. This time he has to doubly think more deeply on like when he threw his hat for the presidency, a public trust and office.

          Think on it…PNoy.

      True Doctors are not paying their rightful taxes, nationwide but it was not only THEM , so were those LAWYERs ,Engineers and other proffesionals….and of course most of our countrymen/businessmen…MATAGAL na iyan …kaya mga everybody sa banketa, can not be force to pay taxes of any kind…. He he….if ever many or some are payong taxes,,,kakaunti naman ang ibinabayad in proportion to their respective income…he he only in the Philipppines….in conivance with BIR EXAMINERs…na napakaliit naman ang sahod….they under value everything…
