Globe Telecom issued the statement below in response to my piece about a passenger on a plane hovering around Ayungin Shoal receiving a text message on his mobile saying “Welcome to China”.
The plane passengers were monitoring a supply ship that was en route to bringing provisions to marines guarding Ayungin Shoal from being taken over by China. China claims the Philippines is “illegally” occupying Ayungin. A Chinese coast guard vessel was trying to block the supply ship for hours last Saturday.
In the Globe Telecom statement, the company’s lead lawyer Froilan Castelo, said it is investigating the incident. Castelo went on to say that:
“Technically speaking, cellular phones are able to pick up a dominant signal in the area where they are. At a certain altitude, cellular signals could be as strong as radio frequencies emitted by cellsites because they are unimpeded by buildings or other on-ground infrastructure. In the case of the Ayungin Shoal, it is quite possible that the mobile phone could pick up the signal of another network since the area is within territorial borders.”
Atty. Castelo, however, does not explain whose territorial borders he’s referring to. Also, how come mobile phones can pick up China Mobile’s but not Globe’s network? Why is China Mobile’s signal dominant in an area claimed by the Philippines as part of its territory when China’s nearest land mass is miles and miles away? Where is China Mobile’s signal coming from?

Some have commented here and elsewhere that I am making a mountain out of a molehill and this is just such a small thing.
Not to China, though. This is not a small thing. Why would it bother to have a strong signal in that area?
In addition, China in the past has used radio signals as part of its arguments that Ayungin and Scarborough Shoal and all the islands in the South China Sea are in its territorial jurisdiction.
At the height of the standoff between China and the Philippines in 2012 over the arrest by Philippine authorities of Chinese fishermen near Scarborough Shoal (which China calls Huangyan island), the Chinese embassy in Manila came out with a lengthy piece entitled Ten questions regarding Huangyan island.”
Among the pieces of evidence it presented to show that Huangyan island belongs to China was a series of visits to Scarborough Shoal or Huangyan island by radio amateurs.

In 1994, the Chinese set up an amateur wireless radio transmitter on Huangyan Island (Scarborough Shoal) and claimed this as proof of its sovereignty.
The Chinese embassy article stated:
The relevant department of the Chinese government approved the application by radio amateurs to embark on Huangyan Island for radio exploration activities in 1994, 1995, 1997 and 2007 respectively.
In 1994, the Chinese and international radio amateurs used BS7H call sign to send out messages to the world from Huangyan Island for the first time. BS7H was a call sign internationally recognized for amateur radio communication from Huangyan Island. In this call sign, B refers to China’s radio station, S refers to the islands in the South China Sea, 7 refers to the 7th zone of Chinese radio amateur, to which Hainan Province belongs, and H refers to Huangyan Island.
To the question – “Why is Huangyan Island outside the territory of the Philippines?” – the Chinese embassy gave this answer:
The Philippines officially and explicitly stated that Huangyan Island did not belong to the Philippines. For instance, the former Philippine ambassador to Germany stated clearly in his letter to German radio amateurs on 5 February 1990 that “Huangyan Island is not within the territory of the Philippines according to the National Mapping and Resource Information Authority of the Philippines (NAMRIA).” Both the official document issued by NAMRIA dated 18 October 1994 and a document from the Philippine Amateur Radio Association to the American RadioRelay League dated on 18 November 1994 made it clear that “the territorial boundary and sovereignty of the Philippines were provided for in Article 3 of the Treaty of Paris between the US and Spain on 10 December 1898 with Huangyan Island outside the Philippine territory.”

The Philippine government has long destroyed the structure that the radio amateurs had left.
This time around, it seems, China no longer needs to put up physical structures to stake its claim on the area. A “welcome to China” message sent through a Philippine telecom carrier does it better, don’t you think?

On Twitter, someone named “Banwahanon” called my attention to an article in May 2011 saying that China Mobile had expanded its coverage to the Spratlys group of islands which China calls the Nansha islands.
The reason given by Chen Zegang, project manager of China Mobile’s Hainan branch, is to allow soldiers, fishermen and merchant vessels to use its network.You can read the rest of the article here.

Merkel’s Map Flap: When Chinese President Xi Jinping visited Germany last week, German Chancellor Angela Merkel presented a 1735 map of China as part of an exchange of gifts. Its is an old map made by a French cartographer and printed in Germany. She listed the following reasons why she believes the Bangsamoro will turn into a sub-state:
• The powers of the central government shall be determined by the Agreement, thus turning Bangsamoro into a sub-state;
• The Autonomous Region for Muslim Mindanao, which is provided for by the Constitution, will be abolished by mere agreement with the MILF, which is not surprising if one considers that the Bangsamoro has become a sub-state;
• The allocation to the Bangsamoro of all the powers exercised by the national government over local government units;
• Although the Constitution provides that the country’s natural resources belong to the state, in the Bangsamoro territory only Bangsamoro will have exclusive jurisdiction over the natural resources;
• The Annex on Power-Sharing gives to the Bangsamoro “exclusive powers,” which is defined as a tautology as “powers or matters over which authority and jurisdiction pertain to the Bangsamoro government”;
• Only the Bangsamoro shall be under a ministerial form of government while the rest of the country will operate under a presidential form of government;
• The Agreement in Part 7, paragraph 4, subparagraph (b) enumerates the functions of the Transition Commission which, at present, is reportedly drafting the Bangsamoro Basic Law. One of the functions of the Transition Commission is as follows: “To work on proposals to amend the Philippine Constitution for the purpose of amending and enriching in the Constitution the agreements of the Parties whenever necessary without derogating from any prior peace agreement.”
The CAB should be ‘aimed’ for a better ‘AUTONOMY’ and not a ‘separate sovereignty.’

Ombudsman Morales made true her words recently that the filing of plunder cases will be done sooner than expected.
The senatongs and others will have at least two months to file motions for reconsideration and for the Ombudsman to reply to such MRs. As soon as the Sandiganbayan receives the information, warrants of arrest will be subsequently issued and the accused will be incarcerated since the plunder case is non-bailable.
Jinggoy may request that he be jailed in San Juan where his step-mother is the sitting mayor. Bong may also request for Bacoor whose mayor, strike revilla, is his younger brother.
But where will Tanda go? Gigi didn’t run for barangay captain of Dasmarinas Village. Very likely and due to his advanced age, he may request the court for hospital arrest next to the suite of gma in Veterans’ Hospital, at government expense.
The 35 or more other accused, who are not prominent and influential, will likely land and be tattoed at the crowded Manila city jail.
The big question is – will the senatongs continue to function as senators and receive the usual perks/porks just like senator trillanes while he was incarcerated for the Oakwood misadventure? If the answer is in the affirmative, I would say to the court “Are you kidding me?”

I agree that seeing the kawatongs in handcuffs will be a pretty sight but then again we want to see this through. what say you cpmers?

Since when ‘expeditions’ in Year 1405-33 became basis for claiming jurisdiction over these waters? Why not those countries visited as could have been, and not the waters?

“AFP chief Gen. Emmanuel Bautista also on Tuesday said the military will continue to rotate and resupply its troops manning the BRP Sierra Madre every five months.
The Sierra Madre was intentionally grounded in the shoal in 1999 to mark the Philippines’ territorial claim after the Chinese built military structures in at least six islands situated well inside the Kalayaan Island Group, which is part of Palawan province.
Bautista said that whatever counter-action the Chinese will take, “we will stand our ground, we will assert our sovereignty, our rights.”

…our AFP planners could have POURED a lot of concrete cement around that corpse war boat back in 1999 like what the gov’t did building those ‘concrete DIKES for the Mt. Pinatubo muds etc. in Central Luzon;
…we would have then a good STRUCTURE for our military the boat being wrapped with concrete cement…a make do action at least;

Yes, the Chinese learned seafaring from the Malays, including the Filipino ancestors. China was never a great naval power despite of its size. The seagoing balanghais of Butuan outdated Chinese naval expeditions by several centuries.
That’s why Pinoys easily out maneuvered the Chinese rookies at Ayungin Shoal. Ang mga tsino ay ngayon lang nakatikim ng tubig dagat.
