Carlos Ante sent me this open letter all the way from Dubai after news broke that President Benigno Aquino III was now open to amending the Constitution to lift terms limits. He said he was against allowing Aquino to run again.
He asked me if his letter could be published in Philippine media.
Later he wrote again – “No need na yata. Perhaps, they are just testing the water.”
I decided to publish it anyway because of what he said. It shows Filipinos care deeply for their country no matter where they are. And they dream of coming home.

Nuong kayo po ay tumakbo bilang pangulo ng ating bansa, kayo po ay aking hindi ibinoto sa paniniwalang mas may nakakahigit sa inyo na magsusulong ng mabuting pagbabago sa ating bansa subalit ako ay nagpapasalamat dahil ako ay nagkamali sa aking paniniwala sa inyo.

Dahil po sa inyo ang ating ekonomiya ay umabot sa pinakamataas na antas sa ating kasaysayan. Habang sinusulat ko ito, sa pangalawang pagkakataon ang PSEI ay nagsara sa higit 7,000.
Dahil po sa inyo ang mga dayuhang namumuhunan ay nagkaroon ng lubos na kompiyansa sa tatag ng ating ekonomiya at bilang patunay nito ang pagbigay sa atin ng “investment grade” ng S&P, Moody’s at Fitch group.
Malayo na po ang progresong tinatamasa at patuloy na tatamasahin ng ating bansa sa larangan ng ekonomiya at ang lahat ng ito ay dahil sa inyong Tuwid na Daang pamamahala. Nakakalungkot mang isipin na mahigit isang taon na lamang ang nalalabi sa inyong panunungkulan upang gampanan ang inyong tungkuling ipagpatuloy na iahon sa kahirapan ang maraming Pilipino, panagutin sa batas ang mga kriminal, habulin ang mga hindi nagbabayad ng tamang buwis at ipakulong pa ang mga taong nagsamantala sa kaban ng bayan.
Subalit, mahal namin at iginagalang na pangulo huwag na po ninyo sanang bigyang prayoridad ang pag-amyenda sa ating saligang batas para lamang mapalawig ang inyong panunungkulan sa ating inang bayan sapagkat ito ay magbibigay daan lamang upang mahati-hati na naman ang mga Pilipino. Ito ay magpapagal din sa umaarangkada na nating ekonomiya. Sa kakaunting ko pong kaalaman ukol sa ating Saligang Batas, ako ay naniniwala na ito ay nararapat lamang amyendahan lalo’t higit ang mga probisyong nagpapabagal sa mas lalong paglago ng ating ekonomiya. Subalit ako po ay hindi po naniniwala na ito ay dapat nyo pong unahin sa pagkakataong ito.
Bilang isa sa iyong “boss” na naririto sa gitnang silangan, ako ay nakikiusap sa inyo na ibuhos po ninyo ang lahat ng inyong lakas at nanalalabing oras upang maipatupad pa po ninyo ang lahat ng mga PPPs at ang lahat ng inyo pang magagandang balakin para sa ating bayan.
Mahal na pangulo huwag po kayong mag agam-agam na baka masayang ang napakaganda po ninyong nasimulan sapagkat sinu man ang susunod na mahahalal na susunod na pangulo ay ipagpapatuloy nya ang lahat ng magagandang inyong nasimulan. Ang Pilipinas ay mananatiling matatag ang ekonomiya at ang mga Pilipino ay mas lalo pang higit na tatalino sa larangan ng pulitikang kaisipan.
Sa mga taga oposisyon, panatagin po ninyo ang kalooban ng Pangulo na ang kanyang mga nasimulan ay hindi masasayang bagkus ay mas lalo pa ninyong pag-iibayuhin nang sa gayon ang mahal nating Pangulo ay kompiyansang bababa sa kanyang pwesto na walang agam-agam na tayo ay muling babalik sa lubhang kahirapan.
Sa mga taga LP na nagsusulong sa pag-amyenda ng Saligang Batas upang mapalawig lamang ang panunungkulan ng ating pangulo dahil ito ay makasariling kaisipan. Tandaan po sana ninyo lahat tayo ay naghahangad ng maunlad na bansa. Kaya po wag po ninyong isipin na nasa LP lang ang lahat ng kasagutan sa lahat ng suliranin ng ating bansa.
Mahal na pangulo TAMA NA, SOBRA NA. Ang mga kakulangan, ay nasa kanila din ang kasagutan.
Nawa’y ang tinig kong ito ay maging alingaw-ngaw ng lahat ng mga OFW na umaasang darating ang araw kami ay uuwi na upang diyan tuparin ang aming mga pangarap para sa aming pamilya. Na sa aming pag-uwi kami ay hindi makakabawas ng opurtunidad para sa kapwa naming Pilipino.

World-class daw ang Makati City Hall 2. Ang alam kong world-class ay ang Zuellig Building sa Makati din. 38 palapag at 5 palapag na basement parking. Natapos nuong 2013, ito ay isa ng landmark sa Makati dahil sa ganda at green features. Ang lalaga nito, ayon sa Wikipedia, ay 7 billion, o 184 million average cost per floor.
Ang city hall ni Binay ay natapos din nuong 2013 at mayroong 11 palapag, kasama na ang above ground parking at mga office floors sa itaas na bahagi. Ito ay nagkakahalaga ng 2.7 million, o 245 million per floor. Mas mataas ang halagang ito ng 61 million per floor kumpara sa Zuellig. Pero di hamak namang mas maganda at mas world class ang Zuellig Building sa bagong city hall ni Binay.

den, I suspect mahihirapang ipakita ni binay yong kwenta. it might be true that much money was spent buying all the building materials, expensive and 1st class ang quality. pero, many of the building materials might not have been used on the parking building for they were diverted and added to junjun’s bahay. make it worldclass too. so, maybe, if we add up both the expenses of the parking building and junjun’s house, we might come up with the amount of money quoted.

Yes, Zuellig building is really world class just like Taipei 101 primarily due to its green features as shown by its facade or envelope or curtain wall. I got that description before these buildings were completed. Zuellig building in 2013 and Taipei 101 in 2004. Indeed, even before construction of Zuellig building was started in 2009.
I learned much from my discussion with a civil engineer who helped to a large extent in installing the blue green glass walls of Taipei 101 from 2003-2004. The building was still under construction then. In 2008 I got another discussion with the same engineer about the design and construction of Zuellig building particularly about its green features that makes it an epitomè of a green building in the Philippines.
Same source provided me a hard copy of an old handbook on construction costs published in 2000 by Davis Langdon and Seah, a leading quantity surveyor in the world. So, I googled for the latest publication and, after finding the 2012 handbook, I shared same with the CPM. The handbook is now the “bible” used in the senate investigation of the overpriced MPB. And the rest is history.
BTW I strongly believe that it is gross insult to owners of Taipei 101 and Zuellig building to compare MPB with said landmarks.

But it seems that the Binay express is destined to plunge into the Philippine deep. Senators Trillanes, Cayetano and Pimentel and the CPM would assure that.

During the senate hearing I did not notice anyone from the re-engineered DPWH of Secretary Singson. Maybe the committee could ask Seceretary Singson to send a trusted specialist engineer to help in determining the actual construction costs of MPB. I wish also that COA would take advantage of DPWH’s expertise. Engineering and geology professors in UP, MAPUA and other top engineering schools come from DPWH. A geologist is also needed to ascertain the sub-surface conditions of MPB.

Sabi ni Junjun world class daw yung office na nasa MPB. Yung world class office ay from seventh to tenth floor or apat na palapag ng 12-story MPB. Yung 2 floors storage area na mas maliit ang construction cost sa car park. Kaya iparehas na natin ito sa car park. So, 4 floors yung world class office at 8 floors yung car park.
Ayon sa experts (DLS), ang high end cost ng prestige class office building ay PHP49,000 per sqm at PHP23,000 per sqm naman sa high end cost ng car park. Kung ganun ang construction cost ng MPB ay 517M para sa world class office at 486M sa car park for a total of about 1B. Eh, bakit ngayon ay lumalabas na 2.7B pala ang lahat na nagastos sa MPB. Ibig sabihin ni Junjun ay world class yung presyo. Kasi yung MPB ay pareho ang presyo ng parehong building na ginawa sa Hongkong, Singapore, London o New York. Since sa US ay 2,000USD per sqm ang parking building, sa Makati ay dapat equivalent din ang presyo sa 2,000USD per sqm sa parehong standard quality. Equivalent to PHP86,000 (PHP43/USD) ang presyo sa US. Kaya dapat ay PHP86,000 din ang presyo sa Makati. Kahit na ang kaparehong building sa Makati ay PHP23,000 lamang ang presyo.
At hindi lang world class ang bahay ni Junjun sa Makati. Unique pa ito kasi mayroon elevator ayon kay Junjun during the senate hearing.

I confirmed I stand corrected for using TAMA NA, SOBRA NA. I haven’t forseen that such phrase would brought a greater controversy than the context of the letter itself, no matter how noble the intent is. Making me a receipient of accusation that I am someone who I am not.
Anyway, going back to your question. It was written so articulately well it has tempted me to say YES. However, after realizing what really brought the administration to float the idea of constitutional amendment that would allow the president to seek another term I would still say NO and not NOW at any given circumstances. Promting to give the questions back to you:

For the sake of argument, PNOY got his second shot. Without a hint of a doubt Philippines would be more economically sound, more transparent, smugling would be to its lowest level, better tax collection, rule of law, better standing in International Community and so on.
This is the situation, however…
A. The constitution has been amended….
B. The Supreme Court is weaker
C. PNOY is in his last term

Hindi ba mas mabuting harapin na natin yung kinakatakutan natin ngayon habang malakas pa ang SC at meron tayong last resort para sa check and balance? Huwag natin tingnan yung susunod na 6 na taon after PNOY if hindi na extend ang term nya. Ang tingnan natin ay yung susunod na 2 dekada na maaring kung sino na lang after PNOY.
For the record: I am not against the constitutional amendment per se, if only for the following reasons:
1. Amendment should be done in the first year of the president
2. That this president will not benefit from 2 year term limit
3. That we will keep our form of government (though, I guess it is worthy of another exchanges of views ), I mean presidential, bicameral and republican.
4. Through constitutional convention

As I read your response, all I can see is that we are paralyzed into inaction, caught and ruled by fear.
Until and unless a time comes that we can overcome this fear and gain some confidence, we should not amend the Constitution.
Fear is usually overcome after we have gone through and survived a great crisis. Or when we have come to trust the stability of our milieu.
The last great crisis was the overthrow of the Marcos dictatorship. And the last stability was probably after the current president’s third SONA.
Should Binay win, I foresee that charter change will be problematic because he would not have earned yet the people’s trust and, unless an anti-dynasty law is passed, his dynasty would be embedded in and on firmer ground.
Therefore we are in a Catch-22. Charter change will only be possible after the next great crisis.
There is another possibility. Filipinos could change, individually and collectively, without changing the constitution. They should overcome the Savior Complex that they suffer from of depending on a leader to lead them out of the political and socioeconomic morass. They should overcome the Culture of Personality, Patronage, Impunity, Criticism – you name it.
If you ask me how, beyond personal awareness and conviction, I do not know.

Even Marcos feared. So he agreed to leave the country. The EDSA 1 people did fear but they blocked that fear and sustained overcoming it. Fear is a good medicine sometimes for changes. it creates actions.
Husbands do not fear as much as Mothers who are giving birth. If mothers becomes paralyzed what happens to the baby? So, mothers through that fear creates their actions to give births.

It has been said that fear is the great motivator. Fear generates two opposing impulses. The first, as I have mentioned, is paralysis. The second, as you have mentioned, is action.
But the action born from fear, if done without thought, is unintelligent. It is a lashing out.
In situations where we can exert a certain amount of control, it is beneficial that intelligence guides fear. It is even better in these situations to foresee potential problems, conceive contingent solutions, and thereby ensure positive outcomes. In this way, the motivating fear dissipates and does not take root because we have analyzed the situation thoroughly and logically and, thereby, have confidence in our conclusions.
But let’s take a step back. Case in point: jcc’s blog on term limits. In the particular case of single term limits that we have been discussing, is it really fear that is the motivating force for us to amend the constitution? Or is it love of country?
We wish to live in peace and harmony and, therefore, we come together to draft or amend a constitution. That is the positive motivating force. But we do this also because we have undergone a horrendous experience and have no wish to repeat it. That is the negative motivating force. So which is the greater motivating force? And which comes first?
If you ask me, I would say that desire is the initial motivation. And from desire springs love and fear. Love that the desire will be satisfied, and fear that the desire will be thwarted. Therefore love and fear are intertwined, but we live in hope that love should win the day.
In your example of the birth of a Child, the fear of the Mother merges from several streams. She worries about her health, the health of the child, the pain and length of childbirth, possible medical complications, and the successful delivery of the child, among a hundred other worries. And it is true, as you say, that the Mother should not permit fear to paralyze her. But, again, if we step back, the experience that the Mother is going through is the product of an initial desire that turned into love. That is her love for her husband and that of her husband for her. Thus, again, we see that love and fear are intertwined, but that love should win the day.
Between the opposing forces of love and fear, love is the eye that sees clearly.
So if we amend the constitution – to bring us back down to earth and on topic – we should craft the amendments in love for the future and not merely in fear of the past.

Here is a little technique I have been using to find out where a post is coming from, if a poster is using different handles, or whether people from multiple locations are using the same handle:
Whenever Raissa has a new Blog topic I always subscribe to email notifications when a new post/reply is made. Whenever I received an email alert on my smart phone I will quickly read the email and its time stamp. And then I will look at the Live Traffic Feed on the left side of the computer screen to see where the post is coming from corresponding to the time stamp on the email. I do that several times to validate the match.

And a computer whiz and a design specialist are now in the TrumpTower, confederating, collaborating and conspiring with one another and the “Jackal” based in Manila. They beam their comments and replies to the robot to make them appear authentic.
These operators know fully well that Raissa’s blog influences to a large extent Philippine politics. They hitched on Raissa’s blog presumably to “lead” CPMers, or at least some regular CPMers, to take a collective position against PNoy’s second term. Subtly, they imprinted to the scheme an unmistakable sign of what group they belong. TAMA NA, SOBRA NA. But thanks to many “perceptive and discerning” (per Cha) or “paranoid and panicking” (per Baycas) CPMers, the scheme is vetted and now consigned to oblivion IMO. It has been overtaken by recent “world class” events that emanated from the establishment of a world class parking building in Makati.

Even USA, UK , France and Germany are having great difficulty in sustaining the recovery of their economy. As of now, UK manages to have some economic recovery than France an d Germany.
It’s very difficult to predict that the Philippines will be able to maintain it’s sustainable development under PNoy, and his successor in 2016.
In actuality, Philippines is lagging behind SEA Neighbors in Hunger in 2013 – 6th place. Hunger plunges everywhere in SEA, except Philippines. Poor workers in other Asian countries are escaping poverty with greater success than their counterparts in the Philippines.
Philippine is less happy than their progressive SEAN Neighbours in 2013. 92 nd place Philippines – still in near the bottom of countries in terms of poverty rate and happiness level.
I will still go for the 2nd term for PNoy as he is the only person ( and the only president) who has the strength, determination and willpower to push for the socio – economic and political changes to move forward the class stratum of the society for the better. But his achievements are not enough to alleviate the the life of those living below the poverty line. It is only him who could continue his unfinished works come 2016.
Former presidents Marcos, Gloria and Ramos have all the qualifications, intellect and knowledgeable skills to transform the socio – economic status of the country from being the sick country of SEA to a progressive country but their innermost is more for self interest. ONLY PNOY HAS SHOWN SUCH COMPASSION AND MERCY FOR THE UPLIFTMENT OF THE PLIGHT OF THE POOR PEOPLE..

On this matter it is now apparent and obvious that many in the judiciary judgeship are ‘occupying’ their seats like it is their ‘L’l Kingdom.’
An embarrassment. Awkward to the appointing power. Even with JBC’s role its becoming a hurdle for candidates in unjustifiable reason or reasons. Little Kingdom indeed.
A small Kingdom in the Himalayas. In the secret mountains of Harry Potter where only those ‘allowed’ are invited to join. Why some sitting occupants are openly allowed to question candidates for vacant posts is so unbelievable to the appointing power.
‘Tis not their role actually. Only others but not they should participate in the selection process. Now with Justice Jardeleza’s successful feat, isn’t it embarrassing to those who oppose his appointment? It is.
The role of the JBC has become more than what it was intended to do. The extra roles are really unwelcome. Unfounded. Unjustified. Unfair. Not an abuse? It is.
Is this defect a part of overreaching then? I think so. Some occupants have become thinner onion skinned. Little Kingdom in the mountain.
In our copied judicial system from the USA, the US Senate does the screening. Politicians!
In our present system on this matter, it is some in the high court with JBC who does the screening putting up the hurdles and obstacles for one to be fairly or unfairly heard, fairly or unfairly tested and fairly or unfairly appointed or rejected.
What choice then has the appointing power after such things are exercised? Isn’t it overreaching? It is.

You know what @Baycas it’s starting to make a little bit of sense now. Remember there are news about 2 factions/groups inside Malacañang. The Samar Group -Binay, Ochoa etc. and the Balay Group – Mar Roxas, Abad etc.
I find it very intriguing in a sense that Samar group have frequent news and tendencies of siding with China. For example few months ago VP Binay had a dinner inside the residence of the Chinese ambassador to the Philippines Zhao Jianhua.

I have no doubt that chinese officials are very perceptive people – they have keen ability to read the minds of our politicians. That was why they were cozy with the Arroyo administration but is on the opposite side of the spectrum with the Aquino government.
It would be interesting to know who is the Malacanang insider, or cabinet member, Jardeleza was trying to appease. I think we know who among the presidential aspirants is pro-China.

In the July 28, 2014 issue of Time magazine is an article about “China’s Expanding Reach”. According to the article, Beijing’s new movable ballistic missiles threatens the U.S. Navy’s biggest warships (including the $13.5 billion U.S. Ford-class nuclear-powered aircraft carrier) and the stability in the Pacific. Beijing is now spending $200 billion a year in military budget, 1/3 the size of the Pentagon’s budget. These new ballistic missiles can easily reach the Philippines up to the Mindanao area.
Indeed, China is bullying its Asian neighbors – Japan, South Korea, Vietnam, Taiwan, and the Philippines – and is becoming more aggressive and assertive everytime. Beijing is not spending $200 billion a year for nothing – it is spending that money to support its expansionism and power grab in Asia.
For this reason alone, we need a strong president that will stand up firmly against China’s bullying – not someone of Arroyo’s type that would happily sing and dance to China’s tune.

Opposing team shook their head in disbelief but rules needed to be followed…Jardeleza went to the free throw line…dribbled slowly while looking at the ring, Pulido-Tan was crossing her fingers while invoking the name of all the saints she can remember…Jardeleza stopped dribbling, lifted the ball and aimed like Michael Jordan with his tongue hanging out like an expert giver of cunnilingus, threw the ball, Grace watched it in slow motion, the parabolic trajectory seemed snapshots of high speed camera, the ball touched the ring bounced a bit higher, Grace lips started to crack a smile…the ball bounced on the board then with a spin kissed the rim and started slowly rolled around the rim like a lipper, it stopped and balanced on the rim like a high wire act of a Wallenda exerting all efforts not to tip with the strong winds at Niagara, (Grace lips opening up for a big yell of triumph), then gravity won, the ball went in!
Jardeleza, with his two arms up high kept on Jumping and Chest bumped with Ochoa, then they ran to their Coach PNoy and lifted PNoy on their shoulders! They won the battle!

I was arguing with him that there was no time since August is the deadline, he said “Sereno heard voices too from her Christian god that Jardeleza is not fit for SC, Sereno did not know that her Christian god does not have the power of PBoy’s Almighty GOd who put her as Chief Justice in the first place with all the odds against her. ” Sereno, Carpio and the rest of the SC Justices are now contemplating if they need to convert to PNoy’s Almighty God, the omen is now hovering, and the gloom and smell of defeat in SC is so strong that they are now negotiating the terms of a truce to save faces.
Who needs a Teleserye or even a Spy Movies, we just need a popcorn and an extra large soda, sit, relax, and enjoy the twist, the fun, the cons, the counter cons, the usual contrabidas and the bida, and double agents; and follow our politics! There are so many alternative endings that the odds are against our Hero to overcome the challenges thrown to paralyze him and some even trying to kill our hero.
Or… for most of us adventurers here, join the Teleseryes and Spy Movies, and help our Hero and offer a helping hand to defeat the enemies change the course of the plot to one that we truly desire where justice is served and win in the end!
