Carlos Ante sent me this open letter all the way from Dubai after news broke that President Benigno Aquino III was now open to amending the Constitution to lift terms limits. He said he was against allowing Aquino to run again.
He asked me if his letter could be published in Philippine media.
Later he wrote again – “No need na yata. Perhaps, they are just testing the water.”
I decided to publish it anyway because of what he said. It shows Filipinos care deeply for their country no matter where they are. And they dream of coming home.

Malayo na po ang progresong tinatamasa at patuloy na tatamasahin ng ating bansa sa larangan ng ekonomiya at ang lahat ng ito ay dahil sa inyong Tuwid na Daang pamamahala. Nakakalungkot mang isipin na mahigit isang taon na lamang ang nalalabi sa inyong panunungkulan upang gampanan ang inyong tungkuling ipagpatuloy na iahon sa kahirapan ang maraming Pilipino, panagutin sa batas ang mga kriminal, habulin ang mga hindi nagbabayad ng tamang buwis at ipakulong pa ang mga taong nagsamantala sa kaban ng bayan.
Subalit, mahal namin at iginagalang na pangulo huwag na po ninyo sanang bigyang prayoridad ang pag-amyenda sa ating saligang batas para lamang mapalawig ang inyong panunungkulan sa ating inang bayan sapagkat ito ay magbibigay daan lamang upang mahati-hati na naman ang mga Pilipino. Ito ay magpapagal din sa umaarangkada na nating ekonomiya. Sa kakaunting ko pong kaalaman ukol sa ating Saligang Batas, ako ay naniniwala na ito ay nararapat lamang amyendahan lalo’t higit ang mga probisyong nagpapabagal sa mas lalong paglago ng ating ekonomiya. Subalit ako po ay hindi po naniniwala na ito ay dapat nyo pong unahin sa pagkakataong ito.
Bilang isa sa iyong “boss” na naririto sa gitnang silangan, ako ay nakikiusap sa inyo na ibuhos po ninyo ang lahat ng inyong lakas at nanalalabing oras upang maipatupad pa po ninyo ang lahat ng mga PPPs at ang lahat ng inyo pang magagandang balakin para sa ating bayan.

Ang Pilipinas ay mananatiling matatag ang ekonomiya at ang mga Pilipino ay mas lalo pang higit na tatalino sa larangan ng pulitikang kaisipan.

Dahil sa pagkalkal mo Raissa sa mga issues ng mga Binay, kung sakali man maiimbitahan ka ulit, di ka na daw padadaanin sa kitchen at kung ano na naman ang makita mo, masyado ka raw madaldal. Dalawang balik ka pa nga raw sa buffet table! :) :) :)

can’t get the cakes sa lungsod ng makati mismo dahil, sa palagay ko, the bakeries in makati will not substitute ingredients just so they can bring down the prices to binay’s specification. those cakes have not been tested by national food authority and we dont really know what’s in there. whether or not they are badly adulterated, ubod ng artificial colorings and flavoring, and maybe, extra preservatives have been used to make the cakes look better and last longer.
I hope the flour used is not tira-tira where most of the nutrients like thiamin, vit B, niacin, folate, have been taken out kaya the flour is just that – plain flour that sell cheaply.

I never thought I’ll be writing a post favorable to the Binays, but fair is fair, so here it is:

I don’t think there is overpricing in the birthday cake for senior citizens program in Makati. I think the pricing is reasonably fair, aside from the fact that the budget is relatively small to be a source of graft. Maliit lang yung budget sa cake para pagkakwartahan pa.
If there would be abuse in the program, it probably would be limited to people receiving cakes that are not entitled to, or perhaps receiving more than one cake for those well-connected to the people in-charge of distribution.
For the Binays, their advantage is that they are gaining political capital for something they are not entitled to. The money spent for the cakes do not come from their pockets, but from the city coffers, but they are the ones reaping the appreciation of the senior citizens.
According to reports, the registered senior citizens of Makati is 56,000. The city vans make deliveries for 200 to 250 cakes per day. Assuming deliveries are done Mondays thru Fridays, the 56,000 seniors would equal to 215 cakes per day. So the 200 to 250 cakes per day is a reasonable range, if we consider some allowance for spoilage and for non-working holidays.
In 2005 the city budget for the senior citizen cake program is P5 million. I did not find the latest available budget, so let us assume it doubles to P10 million. So P10 million divided among 56,000 is P179 a piece. Of course, not all 56,000 seniors receive cakes, and if assumed that just half of them receive cakes, that would make each cake P357 a piece.
This estimated figure of P357 a piece is more in line with the P307 figure from Makati city administrator Eleno Mendoza, compared to the P1,000 figure claimed by Renato Bondal which appears to be exaggerated.

Eleno Mendoza said their cost is only P307 per cake, so let us say the difference in the amount is spent for the delivery expense.

I am still wondering though why they gave the business to a Quiapo establishment. That’s why I was looking at the ownership angle. P19.3 million guaranteed sales (or therabouts) is a huge boost to any business is where I’m coming from.
It’s interesting that the husiness owners might also have interests in Real estate devoplopment given that real estate seems to be the Binay family’s preferred mode of wealth generation. Dunno if that avtually means anything here. Will see how things unfold in the days ahead.

On the positive side, Raissa is continuing her international stature. I remember that during the Corona impeachment trial her blog posts on the Corona properties were covered by all of the FilAm newspapers in California, and there are many of them.

Today, the Aquino clan head, Peping Cojuangco, has spoken through PDI. (Never mind Bam’s father and uncle chiming in. Peping has the final word in the clan.)
They essentially agreed with our analysis: If Pnoy cannot run again, then Binay will (likely) be President.

But what if the Aquino and Cojuangco clans are speaking plainly? That is, they will support Binay in 2016.
If that’s the case, I say that is unfortunate. And PNoy’ s family should at least respect him by avoiding public pronouncements that effectively undermine the President’s position.

I don’t think they are speaking plainly because, as you noted well, that would undermine Pnoy’s remaining term in office. First it was the sisters who publicly announced their support of Binay, and now it is Cojuangco’s turn. And prior to that, many months ago, there was already a blitz in the social media promoting a 2nd term for Pnoy. Meanwhile, the charges against the Binays are becoming very public – the Makati parking building is a case in point. I would like to think that the noise about the Binays would be muted if Pnoy is on their side. I think this is all part of a well-orchestrated political powerplay.
But in politics, things are not what they appear to be on the surface. There will be a lot of misdirection and misinformation flying around. My bet is for us to follow the smart money and that might lead us to Marcos – he might be playing the well-tested strategy of divide and conquer.

My take is that Binay is seen as vulnerable to Marcos, so Pnoy would rather take on Marcos should Marcos decides to run for the presidency which is almost a given. The problem is that Binay will not support a 2nd term for Pnoy, and that is Pnoy’s dilemna, constitutional issue aside. So Pnoy is faced with a big challenge just like the rest of us – Binay, or Marcos?

So it is time to collect debts, round up the Aquino Brothers and time the announcement while the banner of Ninoy’s commemoration is still fresh and hoping the halo effect of Ninoy will transfer to the brothers and then to Binay. From bubwit, the PR head of Binay was in a fit of why Peping’s photo was also included-the halo just went jello- because of Babalu is known as Trapo!
What Ninoy’s brothers and family did not get is that Ninoy’s legacy is not exclusive to them. Ninoy’s legacy is ours. Maybe Ninoy is really nag-iisa and just thrown out of the bus by his brothers and daughters, but still Ninoy not alone, because of us patriotic Filipinos who saw his sacrifice for our country. Ninoy can never be taken away from us even by his Family.
So by the looks of it, when another survey is done after this Senate grilling of JunJun, the overpriced parking, the expensive cake, and the usual Namumulitika defense of Nancy, Binay’s number will be in the downhill.
It seems that PB is still deciding when to release the paid survey too.
Just heard that PB’s fee went up! He needs to write a very complicated script now that Bongbong together with VIllar are already doing the sorties, recruiting and converting at the local level. My relatives are divided, some went to NP because others like LP are slow in wooing them. Villar deodorized Bongbong so the conversion to NP was not as difficult as could be.
That is why I appreciate your raising the creeping comeback of the Marcoses. I have been posting for sometime that Marcos has been plotting a comeback, and they, the Marcoses, are doing it on grassroots level. Tahimik lang, walang masyadong ingay, walang mga survey-survey. They even conduct regular roll calls of followers and supporters.
May kasabihan tayong mga Pilipino na ang tahimik ay malalim at mapanganib, ang maingay ay mababaw at walang laman.
Ang political handlers ng mga Marcos ay pawang topnotch, walang sinabi ang kay Binay. Kung na fast break nga ni PNoy yung kay Jardeleza eh a day before lang ng deadline saka lang na qualifiy ng JBC at the folling day handa na ang appointment letter, yan pa kayang 1.5 years. Ang lakas na ng tunog ng sayaw ng Cha-cha. Iba na ngayon kasi yung tao parang nakundisyon na wala ng matinong alternatibo. HERE IS A TEST OF THE CPMers SNOOPING ABILITY
A graft case was filed against Binay with the Sandiganbayan. A raffle to determine which division of the Sandiganbayan will handle the case was done on a Friday. On that same Friday, after the raffle, boxes of documents, including COA reports, were handed over to that division. On the following Monday, the Sandiganbayan dismissed the case against Binay.
Considering that the Sandiganbayan work only up to 4:30 P.M., and that Saturdays and Sundays are non-working days, the Sandiganbayan had only part of Friday and Monday to go over the voluminous documents, assuming they immediately went to work after receiving those documents, and continued working shortly before they announced the dismissal – which would constitute just a few hours, excepting the Saturday and Sunday.
Many found the event so outrageous that someone accussed the judges of receiving bribes from Binay to dismiss the case. In the end, the accuser of bribery found himself accused of libelling the judges.
What was the case against Binay, and when did the raffle and the dismissal of the case happen? Which division of the Sandiganbayan handled that case?

Actually, I selected that case and made it easy to identify it because it has an air of mystery that still baffles many people up to now. Why on earth was that case decided on a matter of hours from the time it was raffled? What gives?
According to some COA and SB insiders at that time, it would take at least several days for the judges to go through the voluminous documents, including the COA report, excluding the time for the judges deliberations.
To put that into perspective, it took 2 weeks for the Sandiganbaysn just to find probable cause on the Revilla plunder case, 2 & 1/2 weeks on the Estrada case, and almost one month for the Enrile case.
By our judiciary’s standard, a case resolution done in a matter of hours from raffle time is lightning speed, unheard of before. Something is really mystifying, and everybody’s guess is as good as mine.
Interestingly enough, if you care to read the SB decision in the link provided by Rene-Ipil (thanks Rene) I find the decision of the SC more damaging to Binay than it is to Brillante. And you can draw your own conclusion on the lightning speed of the SB decision on the Binay case.

Barbarism is always with us. We just need to know how to use it properly.
If we try to educate ourselves and learn from world history, before nations attained the level of democracy and civilization the people needed to perform barbaric acts. It is a ritual of cleansing. It is to stamp to their citizens mindset a shocking dose of barbarism will warn the would-be dictators to think twice before they abuse their own citizens. Barbarism happened in France, which threw away the monarchy and its ill and empowered the people to shape their own destiny. Countless heads rolled and countless blades of the guillotine were blunted for the multitude of necks cut. It was gory but beautiful scarlet gory. What about the American Civil War? How many lives sacrificed just to provide a lasting peace and enduring democracy and justice? Their barbarism was directed to achieve positive results for their citizens and maintain order and prosperous civilization.
What about our sense of barbarism? Instead we see our ordinary folks killing each other. Have we seen so many senseless barbaric acts among ordinary Filipinos? Have you read countless incidents where another person was killed just because he was a microphone hog and singing the Sinatra? What about the road rage where another short tempered driver just pumped bullets to another driver just because of minor infringement of their lane? How many died because someone mistook the stare as a challenge to their manhood? Have you noticed our law enforcement officers acting as a judge and punished a petty theft that was desperate of dying in hunger and left no more options but to snatch some wallet containing a meager few hundred pesos? What about the disappearances and torture of suspected activists who just happened to be sympathetic to the cause of social justice? Are these misplaced acts of barbarism? Did we benefit on any of these acts?
What about subtle acts of barbarism? What about plundering the economy? This plunder not only took away the food away from the mouth of our needy poor, this also robbed the poor and many of us the dignity to at least live decently. Plenty are turned into mendicants. Plenty of our brothers and sisters turned to sell their flesh, not only the sexual parts but the essential organs needed to live healthy. We have villages of people with only one kidney. It did not stop there. We even have criminals roaming and abducting street kids or persons and cutting them off like butchered animals just to harvest their internal organs and sell them to the paying customers who are in need of organ transplants. What about the proliferation of pedophiles in our country? Our kids are sold to these deviants and even worst, sometimes peddled by their own parents just to survive. What about the drug cartels making our country a hub? These cartels are able to have a foothold here because our politicians and law officers can be bought. They know that even in the halls of the Congress and the Senate they have their protectors and to the detriment of the few they found out that some of them are competitors in this drug trade. What about the new cottage industry of riding in tandem? We sank so low that we can be executed for a mere ten thousand pesos? Our lives are almost worth nothing? If these are not barbaric, I can’t find the words on how to describe these.
So which one is more barbaric, eradicating the cause of all these subtle barbarism or just be civilized in a way of meting our justice which in turn being barbaric to ourselves?

Why provenance matters:
An intelligent, sensitive person like Grace would have a natural desire to fill a hole in her life: find who her parents are. By now, she would have already pestered the late FPJ, Susan, Rosemarie for answers; or consulted a DNA specialist for clues.
Those are matters that should remain private to a non-public person.
But if she were to run for President, what if she knew that she was indeed Marcos’ daughter. (We already know that she feels a special closeness to ERAP.) Should she have the public trust to lead the fight against the plundering Senators and Congressmen?

maybe the specimen was contaminated. the one who took the glass or cup na ininuman ni grace did not wear gloves and may have left own dna too, to complicate the matter.
taking swabs for dna testing must be done in a sterile environment, no contaminants, so the result is not compromised. swabs are preferabbly taken from inside the cheek of a person to be tested.
if dna test is to be done, hwag silang patago-tago. grace is proponent of FOI, if anyone ask her to give dna sample, she will probably comply.

It has been said that fear is the great motivator. Fear generates two opposing impulses. The first, as I have mentioned, is paralysis. The second, as you have mentioned, is action.
But the action born from fear, if done without thought, is unintelligent. It is a lashing out.
In situations where we can exert a certain amount of control, it is beneficial that intelligence guides fear. It is even better in these situations to foresee potential problems, conceive contingent solutions, and thereby ensure positive outcomes. In this way, the motivating fear dissipates and does not take root because we have analyzed the situation thoroughly and logically and, thereby, have confidence in our conclusions.
But let’s take a step back. Case in point: jcc’s blog on term limits. In the particular case of single term limits that we have been discussing, is it really fear that is the motivating force for us to amend the constitution? Or is it love of country?
We wish to live in peace and harmony and, therefore, we come together to draft or amend a constitution. That is the positive motivating force. But we do this also because we have undergone a horrendous experience and have no wish to repeat it. That is the negative motivating force. So which is the greater motivating force? And which comes first?
If you ask me, I would say that desire is the initial motivation. And from desire springs love and fear. Love that the desire will be satisfied, and fear that the desire will be thwarted. Therefore love and fear are intertwined, but we live in hope that love should win the day.
In your example of the birth of a Child, the fear of the Mother merges from several streams. She worries about her health, the health of the child, the pain and length of childbirth, possible medical complications, and the successful delivery of the child, among a hundred other worries. And it is true, as you say, that the Mother should not permit fear to paralyze her. But, again, if we step back, the experience that the Mother is going through is the product of an initial desire that turned into love. That is her love for her husband and that of her husband for her. Thus, again, we see that love and fear are intertwined, but that love should win the day.
Between the opposing forces of love and fear, love is the eye that sees clearly.
So if we amend the constitution – to bring us back down to earth and on topic – we should craft the amendments in love for the future and not merely in fear of the past.

Thanks Edgard Lores. Interesting. You ask a couple of questions. I will try to respond my best.
‘impulses’ . . .you say generates ‘paralysis’ and the other ‘action.’ Paralysis I think is not like ‘action.’ It is an ‘effect.’
‘unintelligent action’ – action born out of fear. ‘Lashing out’ because it is ‘unintelligent?’ Fear I think has also many ‘phases’: immediate action like being suddenly physically attack. Or one phase that causes ‘worry or anxiety.’ To act on the latter cannot be ‘lashing out un-intelligently.

My answer is maybe yes or no. Yes – the 1987 Consti. making. This one to ‘Amend for a 2nd term for PNoy?’ Fear that VP Binay shouldn’t be P? What do you think? My opn is no, cannot be because of fear.
‘So which is the greater motivating force? And which comes first?’ The chicken or the egg? No, joke lang.
In your example, the horrendous bad experience I think comes first. What do you think?

My answer to your whole context: amend the constitution in ‘fear of the future.’ Amend it ‘to bring us up to earth.’ And lets all ‘fall in love for all of it.’

Hmm, deep questions.
1. Both paralysis, which is non-action, and action are effects. The immediate cause being fear or love.
2. You are right about there being phases. I said “lashing out” because in the presence of a great threat our primal reaction is either fight or flight. If the threat is not great, we do go through various phases beginning from non-attention and non-concern, to concern and worry, then to analysis, thinking and planning, and finally to a decision to act or not to act.
2.1. I think Filipinos are sorely lacking in the analysis, thinking, planning and implementation stages. Hence, my use of “lashing out”. Hence, the quandary we find ourselves in.
3. You are also right about the chicken-and-egg analogy. The chain of fear and love is endless because desire, which is the human condition, is endless. The chain does not end until death.
3.1. This makes your initial answer of maybe-yes or maybe-no correct. The need to amend the Constitution can be traced to the horrendous Marcos dictatorship, but the chain winds all the way back to before the Commonwealth, before Aguinaldo, before the American incursion, way back to the Spanish colonization. Our constitutions have been the products of our history.
3.2. The choices that we make, whether out of love or fear, create the links of the chain of cause-and-effect.
4. At the individual level, is it possible to end or overcome the chain before death?
4.1. There is the path of denial of desire. Gone are days of ascetics and anchorites but we still have monks and nuns. (The President is a semi-monk; he only indulges in target practice and tobacco.)
4.2. There is the path of yielding to desire. We partially or completely fulfill our desires – only to yield to unending desire in the next moment.
4.3. There is the third path of detachment from desire. This is the enlightened path. This is a very difficult path because the desire for non-attachment is a desire itself. I do not pretend to know it or to practice it as I love my books and music and fear for my cache of chocolates.
5. “Let’s all fall in love for all of it.” Amen.

In love for the future but not merely fear of the past – that’s nice. May I add, lessons from the past, having learned from the its mistakes.
The fear of a Binay presidency is acknowledging the inexplicable high ratings he gets survey after survey….(will it change after the senate hearings on the overpriced Makati car park/building?…) or heaven forbid – another Marcos or another J. Estrada in Malacañang. Constitutional amendment to lift presidential term limit will somehow give the people another choice.
Fear is the beginning of wisdom… craft the amendment in love for the future, with wisdom arrived after the appropriate discussion participated in by the people @ public hearings, not something done in haste. In the end, it’s the people who will ratify the amendments and the the people who will elect or reject PNOY in 2016 2nd term.

You may indeed add “lessons from the past.” You have made explicit what was implicitly expressed.
I’m not sure that Binay’s high ratings are inexplicable. The vast majority of voters are NOT exposed to the revelations and discussions going on in social media. The degree of computer penetration is not that high and, even if it were, people will use the computer for entertainment – games, music, videos, Facebook, etc. – rather than for information.
(According to a 2012 study, the degree of Internet penetration in the country is just 32%. Internet connection is also expensive and the connection speed is abysmal.)
As to “fear is the beginning of wisdom”, that is a variation on a theme. My variation is: The beginning of wisdom lies in the recognition of our ignorance. That recognition, which one might say is the sum of all our fears, is only the beginning… until and unless we do something about it.
I have looked at the three ways of amending our constitution, and I would favor the first which is by three-fourths vote of Congress with subsequent ratification by the people within 60 to 90 days. What I am not certain of is whether that three-fourths vote is merely to submit to the electorate the question of calling a convention. In my simple interpretation, it is not. In my interpretation the Congress may propose an amendment. I may well be wrong because it has not been tried.
The reason I favor this is that it allows a piecemeal approach rather than a wholesale one. This means that things are not “done in haste” as you say, that analysis on a single issue can be thoroughly debated both in Congress and in public spaces, and so that the voters can easily digest pros and cons. I would propose the creation of a Constitutional Amendment Wiki in cyberspace, perhaps moderated by the Senate website administrators, wherein pros and cons can be summarized and refined, and whereby citizens may contribute to the discussion on proposed amendments.
My objection, if any, is to the 60 – 90 days limit. The Constitution should provide ratification within a reasonable time, but my objection is not insuperable. To save on expenses, ratification should coincide with national elections every 3 years. (The automated electoral machines should be programmable to present amendments, with Yes, No and Abstain choices.) At any rate, Congress may initiate discussion on amendment(s) at any time but approve their submission to the people in the last session before election time.
