Carlos Ante sent me this open letter all the way from Dubai after news broke that President Benigno Aquino III was now open to amending the Constitution to lift terms limits. He said he was against allowing Aquino to run again.
He asked me if his letter could be published in Philippine media.
Later he wrote again – “No need na yata. Perhaps, they are just testing the water.”
I decided to publish it anyway because of what he said. It shows Filipinos care deeply for their country no matter where they are. And they dream of coming home.

Nuong kayo po ay tumakbo bilang pangulo ng ating bansa, kayo po ay aking hindi ibinoto sa paniniwalang mas may nakakahigit sa inyo na magsusulong ng mabuting pagbabago sa ating bansa subalit ako ay nagpapasalamat dahil ako ay nagkamali sa aking paniniwala sa inyo.

Dahil po sa inyo ang ating ekonomiya ay umabot sa pinakamataas na antas sa ating kasaysayan. Habang sinusulat ko ito, sa pangalawang pagkakataon ang PSEI ay nagsara sa higit 7,000.
Dahil po sa inyo ang mga dayuhang namumuhunan ay nagkaroon ng lubos na kompiyansa sa tatag ng ating ekonomiya at bilang patunay nito ang pagbigay sa atin ng “investment grade” ng S&P, Moody’s at Fitch group.
Malayo na po ang progresong tinatamasa at patuloy na tatamasahin ng ating bansa sa larangan ng ekonomiya at ang lahat ng ito ay dahil sa inyong Tuwid na Daang pamamahala. Nakakalungkot mang isipin na mahigit isang taon na lamang ang nalalabi sa inyong panunungkulan upang gampanan ang inyong tungkuling ipagpatuloy na iahon sa kahirapan ang maraming Pilipino, panagutin sa batas ang mga kriminal, habulin ang mga hindi nagbabayad ng tamang buwis at ipakulong pa ang mga taong nagsamantala sa kaban ng bayan.
Subalit, mahal namin at iginagalang na pangulo huwag na po ninyo sanang bigyang prayoridad ang pag-amyenda sa ating saligang batas para lamang mapalawig ang inyong panunungkulan sa ating inang bayan sapagkat ito ay magbibigay daan lamang upang mahati-hati na naman ang mga Pilipino. Ito ay magpapagal din sa umaarangkada na nating ekonomiya. Sa kakaunting ko pong kaalaman ukol sa ating Saligang Batas, ako ay naniniwala na ito ay nararapat lamang amyendahan lalo’t higit ang mga probisyong nagpapabagal sa mas lalong paglago ng ating ekonomiya. Subalit ako po ay hindi po naniniwala na ito ay dapat nyo pong unahin sa pagkakataong ito.
Bilang isa sa iyong “boss” na naririto sa gitnang silangan, ako ay nakikiusap sa inyo na ibuhos po ninyo ang lahat ng inyong lakas at nanalalabing oras upang maipatupad pa po ninyo ang lahat ng mga PPPs at ang lahat ng inyo pang magagandang balakin para sa ating bayan.
Mahal na pangulo huwag po kayong mag agam-agam na baka masayang ang napakaganda po ninyong nasimulan sapagkat sinu man ang susunod na mahahalal na susunod na pangulo ay ipagpapatuloy nya ang lahat ng magagandang inyong nasimulan. Si Cayetano, Binay, Roxas, Drilon o sinuman ang susunod na mahahalal bilang pangulo ito ay maglilikod nang tapat, walang bahid ng pansariling interes at buong puso na ibibigay ang kanyang sarili sa ating bayan.
Huwag po kayong matakot mahal na pangulo sapagkat ang inyong mabuting halimbawa ay hindi maaaring putulin o sirain ng isang makasariling layunin nino man. Mahal na pangulo sapat na po ang inyong kontribusyon. Ang inyo pong kontribusyon sa ating bansa ay hindi na po maaaring tawaran ng sinuman. Kaya po mahal na Pangulo TAMA NA, SOBRA NA hayaan po naman natin na sila ang mag-akay sa atin sa TUWID NA DAAN (o naman ang bagong magiging tawag dito). Ang Pilipinas ay mananatiling matatag ang ekonomiya at ang mga Pilipino ay mas lalo pang higit na tatalino sa larangan ng pulitikang kaisipan.
Sa mga taga oposisyon, panatagin po ninyo ang kalooban ng Pangulo na ang kanyang mga nasimulan ay hindi masasayang bagkus ay mas lalo pa ninyong pag-iibayuhin nang sa gayon ang mahal nating Pangulo ay kompiyansang bababa sa kanyang pwesto na walang agam-agam na tayo ay muling babalik sa lubhang kahirapan.
Sa mga taga LP na nagsusulong sa pag-amyenda ng Saligang Batas upang mapalawig lamang ang panunungkulan ng ating pangulo dahil ito ay makasariling kaisipan. Tandaan po sana ninyo lahat tayo ay naghahangad ng maunlad na bansa. Kaya po wag po ninyong isipin na nasa LP lang ang lahat ng kasagutan sa lahat ng suliranin ng ating bansa.
Mahal na pangulo TAMA NA, SOBRA NA. Ang mga kakulangan, ay nasa kanila din ang kasagutan.
Nawa’y ang tinig kong ito ay maging alingaw-ngaw ng lahat ng mga OFW na umaasang darating ang araw kami ay uuwi na upang diyan tuparin ang aming mga pangarap para sa aming pamilya. Na sa aming pag-uwi kami ay hindi makakabawas ng opurtunidad para sa kapwa naming Pilipino.

yes, PSG should look more into it. the deranged woman was well organized, has answers ready. a loaded gun shows intent to kill. a truly deranged person loses inhibitions, stops combing hair, garotay ang suot, often unhygenic, sometimes they dont bother wearing clothes at all, says the 1st thing that comes to mind, often gibberish and can barely focus, attention span is short, etc.

The mode you are referring to is the Constitutional Assembly (“Con-Ass”):
“Article XVII, Section 1. Any amendment to, or revision of, this Constitution may be proposed by:

Some history: In 2006, De Venecia was to convene Congress to a Con-Ass, but a huge rally that included ERAP and CPP forced him to retreat. In 2008, Nograles and Pimentel passed House and Senate resolutions respectively to convene Congress to a Con-Ass, but nothing happened with the resolutions because the people suspected that GMA was going to use them to extend her term past 2010.
I believe you are right: no one has proposed the following amendment to the 1987 Constitution, Article VII, Section 4 (similar to the 22nd Amendment of the U.S. Constitution):
The President and the Vice-President shall be elected by direct vote of the people for a term of four years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, four years thereafter. The President shall be eligible for one re-election. No person who has succeeded as President and has served as such for more than two years shall be elected to the office of the President more than once.
P.S.: I think we can all agree that the framers of the 1987 Constitution foresaw the need for revisions, if the people saw the wisdom in them. If the amendment is the above (or something similar), unlike De Venecia’s, Nograles’ and Pimentel’s resolutions, people would not be afraid that Congress is going to switch to some other agenda.
P.P.S: Article VII, Section 4 is: The President and the Vice-President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, six years thereafter. As I deduced from your blog, the simplified form above (quick & cheap: completed 90 days after voting) would be proposed by Congress (3/4 of House and 3/4 of Senate – so as to make the “3/4 of joint assembly of House and Senate” moot).
This is the method used by the U.S. for all 27of its amendments. No Constitutional Convention or Constitutional Assembly needed.
Maybe, our CPM lawyers can give opinions on the feasibility of this simplified form you are thinking about.

Thank you for the history lesson. I did hear about the Con-Ass which is quite an unfortunate name. The ass-ininity of it characterizes both the notion and the politicians behind it.
1. Yes, your deduction is correct. A simple textualist interpretation of “3/4 of Congress” should mean “3/4 of House and 3/4 of Senate”, since Congress is a bicameral body and each House deliberates and performs its functions separately and independently unless otherwise explicitly mandated (as in the declaration of a state of war). Any other interpretation would violate the first-principle doctrine of checks and balances.
2. I take it that the main problem with this method of amendment is the numbers game, not so much in the House but in the Senate.
2.1. I cannot see that this should be a problem on the amendment of certain parts of the Constitution which should attract bipartisan (or nonpartisan) support, such as the economic provisions. I can see that it would be a problem for parts that are subject to partisan interests, such as the lifting of a single term for the presidency.
3. In the present composition of the Senate, the President would NOT be able to gather the required 18 votes (out of 24) for amendment. There are only 4 Liberals in the Senate, and it would only take 7 votes to shoot down any proposed amendment. The opposition UNA alone has 5 senators, and if one adds Marcos (Nationalista), Revilla (Lakas) and Sotto (NPC) to the mix, then it is next to impossible.
3.1. Even with 3 opposition senators suspended and in detention, the three-fourths rule “of all its Members” would still require 18 votes.
3.2. Here in the numbers game one can appreciate – or deprecate as the case may be – the influence of the dynastic weight of the Binays and the Estradas. Trust Binay not to forget that politics is addition.

I agree that, although the amendment method is kosher, the presence of plundering and corrupt Senators and Congressmen makes approval impossible currently.
The same can be said of the anti-dynasty, anti-turncoatism and FOI. (Although they require majority voting only in each chamber, the plundering and corrupt Senators and Congressmen are in the majority, based on news reports.)

In the USA, amendments to their Consti. is handed to each and every State [ 50 States] for approval by Assembly of the US Congress. Each State under federalism system is autonomous. Each State is governed by well knowing and educated public State officials. Their State citizens are also American citizens.
Some States takes years to approve any amendment. One took about no less than 10 years or more to approve one amendment.
In the Philippine scene, if or when we follow amendments by Assembly style, we do not have the quality of the American States and their citizens. And it will not take years to approve any amendment but only a day. The risk so so high to approve a blunderous proposed amendment.
Thus, it is much safer to have a constitutional convention for any proposal to amend the Constitution.

Maybe because I knew then that Irene is the blacksheep of the family. It was known from the grapevine how she despised her mom and dad.
Vivid pa hanggang ngayon, yung buhok nya na maiksi pero simple ang ayos, simpleng hikaw, nakaputing blouse a manipis…
Maybe yung lugar may effect din kasi simbahan, kaya yung hate na tempered. Maybe they were both saved, they are both collateral damage, lamang lang si Irene dahil at least sya nagtatamasa ng yaman na nakaw ng mga magulang nya. Kaso nung bumalik sa Pilipinas talagang pilit ibalik yung mga sequestered na ariarian nilla, kaya nakakadismaya rin at isa sya sa ga petitioners.

I think you will agree with me if I echoed you what John Rawl (Theory of Justice) says:
“Justice is the first virtue of society”… if you agree with that… How you’ll achieve it by by punishing the innocent (Marcos grandchildren)… Justice is achieve by believing and implementing what is just.
We can talk about all sort of revolution happened in the world from french revolution, american revolution, the feminine movement in 1920(US and UK) and the civil right movement and even the rise of communism. If we will think about it, this is all a product of shared dissatisfaction of the people to then existing system.
For the Filipinos, once we reach our threshold against undesirable government. We do it the EDSA way. We don’t do the westerners’ way simply because we are Filipino with a different way of developing democracy.
Sabi mo ginawa na natin ang tama pero mali ang resulta…. Sa akin kahit kailan ang tama ay hindi mabubunga ng mali. Kung mali ang pamamaraan natin kung bakit tayo meron demokrasya ngayon, siguro ko pwede kong isipin na mali na si PNOY ang pangulo ngayon.

do we really think that we can not do anything about it? or we just do not want to do anything about it preferring and expecting instead that our politicians do the hard dirty work of reforming themselves?
Most of us just enjoy speaking and listening to our own voices ignoring the work at hand of finding solidarity with our people.
Even if our corrupt politicians are caught red handed and even if they take all public offices for themselves and their relatives, the people who had supported them will most likely still support them.
Why? Because nobody else had shown – not told- the people that there is a better alternative. We expect that the task of nation building is the responsibility of the president alone as we just watch and argue if the president is being good or bad. Meanwhile we remain deaf to the cries of our suffering countrymen. it is our double misfortune that the mainstream religions in our country which should remind us of our social responsibility to others have become a total disappointment. The RCC bishops even seemed like a break away religion different from the Vatican based church now under Pope Francis. As for the INC, I hope they explain how it came to support the senators now accused of plunder.
In psychology there is an established observation that when people are placed in an adverse situation, the relief they get, no matter how brief tends to be lingeringly remembered as a pleasant memory. This may explain why dole outs and vote buying works because they are seen as relief from the dire situation of the people who otherwise get nothing from the straight politicians and their supporters.
If we do not like our government, the way to change it is through the people. If we do not do what has to be done, then we get the government we deserve.

People through a good Congress or cha-cha should re-define the crime of TREASON to include those who are heinously corrupt specially to stealing the money of the People. And the penalty should be death when convicted for it.
Death should be by HANGING. Or only one bullet at the back of the head near the nape. Economical. No more that expensive ‘lethal injections’ style. It costs millions for one execution only. We might execute 10 or more in a year.

Even if 70% will pay correct taxes, what then? The money will be robbed. Stolen. Who steals? Siempre our gov’t officials, many of them!
So? Many also do not want to pay correct taxes for that reason. Someone mentioned here about that ‘Road User Tax’ – what happened to the money on this? Nobody knows. Someone’s life style surely improved!
All forms of ‘checkings’ is almost inutile in our gov’t and all Administrations. It doesn’t work much. Many get away with it. It’s all publicity by various Administrations. Fooling the people is the goal.
Corruption. Lying. Dishonest. Greed. Maliciously Ambitious. These are the characters of many of our gov’t officials. When whole political families are all worshipping these traits, no hope. Misery reigns.
One check is improve the weak laws. Increase the penalties for imprisonment on these weak laws. ISA yan.
Example: gov’t official buying spree for real estates. Not in one’s name. But possessing the property. Hiding the whole transactions. Not registering the sales. Official as Buyer pays the real estate taxes. No Capital Gains Taxes are paid because the sales are not registered: BIR, Register of Deeds, Assessor’s Office etc.
Make it a CRIME, first of all. A SEPARATE CRIME from falsification, forgery, evasion of payment of taxes, etc. Of course we have the Plunder Law now, Impose heavy imprisonment as a penalty.
Btw, there is now [kuno] a study overhauling our old and obsolete Criminal Law/Code. First Chapter is done as proposed. One important aspect is there will be NO MORE DOUBLE JEOPARDY problem. State can appeal in cases of acquittals in criminal cases.
Another aspect is the abolition of intent. Instead it will be ON THE ACTS committed.
Intent is a very difficult thing to prove to convict. Acts easier. So, a defense of ‘no intent’ will not anymore succeed. Let’s hope this is good and will come true.

When did this ‘katulong-maid migration’ to other countries start? In 1950 there was none yet.
In 1960s? Why did this shameful ‘trabaho para katulong sa labas ng Bansa’ happen?

Our foreign currency was disappearing. Our OFWs were replenishing the disappearance of the foreigine currencies. Upon arrival here, same were being rob and stolen continuously. A sorry situation.
I first heard the word in 1966 and thereafter – BRAIN DRAIN here.
Doctors, Nurses, Engineers, Lawyers, Teachers, Technicians and lahat [all] classes of professionals leaving for good. Can’t blame them.
Families too were leaving and immigrating. Lining up at Embassies: US, Canada, Australia, Japan, UK, Germany, Saudi Arabia, Libya, Quatar, and many to the Middle East. Atbpa.
Then EDSA 1. Then EDSA 2. EDSA 3 EDSA EDSA and edsas! EDSA tse!
From BRAIN DRAIN, came much later DUALITY OF CITIZENSHIP. Now, two ALLEGIANCES. Some MULTIPLES. Just to WORK ABROAD. Why? None here. Cannot support oneself or the FAMILY.
Its a nightmare. A bad dream. A bad situation. In worst conditions. A reality hard to face.
The corruptions will continue in our midst. The living and dying are the hardest part.

the modern-day OFW phenomenon started during the 70s under Blas Ople who was Marcos’ Minister of Labor at that time. pero yung first wave were approximately 100,000 construction workers etc headed for Saudi due to the oil boom. the Philippines was already suffering from recession then kaya when Ople saw an opportunity for Filipinos to work abroad, he grabbed it.
