Carlos Ante sent me this open letter all the way from Dubai after news broke that President Benigno Aquino III was now open to amending the Constitution to lift terms limits. He said he was against allowing Aquino to run again.
He asked me if his letter could be published in Philippine media.
Later he wrote again – “No need na yata. Perhaps, they are just testing the water.”
I decided to publish it anyway because of what he said. It shows Filipinos care deeply for their country no matter where they are. And they dream of coming home.
PANGULONG BENIGNO AQUINO III
Jj – Hindi. May kaunting mali lang kaya tumaas yung presyo.
Yv – Anung mali?
At saka “green” yung MPB, kaya mas mahal.
Yv – Paano naging “green” ang MPB?
Jj – Siempre may 380 parking spaces.
Yv – Bakit mo hiniram yung elevator?
Binabago ang ibang letra – yung “B” ginagawang “P” at yung “A” ginagawang “O”.
Yv – Yung “Binay”, ginagawang “Pinoy”?
Start a new chapter in the storybook of our life.
Carlos A. says
“The Commission on Elections cannot even conduct a recall election in Palawan for lack of the required P20-million budget. What more of a constitutional amendment which may require P10-billion budget as it involves a nationwide campaign and plebiscite for its ratification by the entire electorate of the country,”
With unclear stand of the Palace regarding the issue. I just hope the election lawyer is correct.
I think if we wait patiently, we will wake up one day to find that Ombudswoman Morales will have saved the country from perdition.
Recall that Ms. Morales, by virtue of solid evidence, got Corona impeached; and Enrile, Estrada and Revilla jailed.
Surely, Ms. Morales appreciates the most important issue facing the country today: is Binay fit to be the next President of the Philippines?
Surely, Ms. Morales knows that her duty to the nation as Ombudswoman is to use her powerful position in order that the above question can be answered for the people.
I believe in Ms. Morales. I think she, with Ms. Pulido-Tan’s help, is feverishly gathering irrefutable evidence that only she has the power to get. And I believe that one day in the near future, she will surprise us with a bombshell.

From a Makati government employee:
Almost 5 years ago:
Then councilor Junjun Binay was already giving out cakes…
Epalitics always works on the bobotantes…
I’d read this [email protected] I’m trying to coin something a name for this later.
At present this is just a per-head-political-gimmick-fooling’ on the people, like ‘extension’ of terms of public elected officials come election time to remember them by.
Not only in Makati but all over the country though OFF and ON lang muna kasi budget crunch pa!
Meanwhile Trillanes vs Tatad in qc. Sen.Trillanes declared that a binay presidency could be worst than arroyo presidency.
[email protected] . . . Many of these politicians keeps saying that WORST than anybody else. Could be true. Could not also be true. The thing is IT IS EMPTY for anybody. We can know.
Ito, No-el sana…
using children as soldiers, and now women are being used as killers. is this the coup the military whispered and hinted about? cant do it themselves so they have to send a woman to do it. her lump sum pay given at the completion of her task, the president shoot dead. and if she got shot at and died at the scene, the lump sum is payable to her family.
A mentally deranged woman was armed and sent to the wrong place in Malacañang. The PSG was tipped off and the “assassin” was easily disarmed. Just to create panic and a chilling effect.
BTW I suspect this is a cheap gimmick of Binay to divert attention from MPB.
Posted after reading “The Godfather” and watching “Criminal Minds.” Ala Parekoy.
Did I just share a day or two ago that the PSG is in double red alert?
It was a trial run to test the security protocols at the same time instill fear.
The question is who benefits if PNoy is eliminated?
Theories abound but still worth looking into. I’m sure the PSG is on top of everything.
Thanks, guys and gals, for the inputs. We shouldn’t put off our guard and let all readers know that we’re not sleeping on our ‘job’ in this blog.
Thanks again, @raissa, for this Plaza Miranda…
yes, PSG should look more into it. the deranged woman was well organized, has answers ready. a loaded gun shows intent to kill. a truly deranged person loses inhibitions, stops combing hair, garotay ang suot, often unhygenic, sometimes they dont bother wearing clothes at all, says the 1st thing that comes to mind, often gibberish and can barely focus, attention span is short, etc.
the supposedly deranged woman appears clean and well dressed, knows the route to malakanyang, logical and in control, did not shoot the 1st person she saw, has good recollection and remembers being in the mall talking to a poor who asked her for food, she can carry on conversation and has good eye contact. normally, when you talk to people, they are drawn to you by the sound of your voice and will look at your face. the deranged knows you are there taking to him/her, but will not look at you, prefer to talk to object instead, like the wall.
was it really a poor in the mall (which mall? she caught on cctv?) who accosted her, or her contact in the mall who gave her the loaded gun, told her where to go and how to get there. she stole her brother’s gun daw, yet the brother, a marine, did not told his superiors that his gun is missing.
@edgar lores (62.2.1)
The mode you are referring to is the Constitutional Assembly (“Con-Ass”):
“Article XVII, Section 1. Any amendment to, or revision of, this Constitution may be proposed by:
(1) The Congress, upon a vote of three-fourths of all its Members; or….
Section 4. Any amendment to, or revision of, this Constitution under Section 1 hereof shall be valid when ratified by a majority of the votes cast in a plebiscite which shall be held not earlier than sixty days nor later than ninety days after the approval of such amendment or revision.”
Some history: In 2006, De Venecia was to convene Congress to a Con-Ass, but a huge rally that included ERAP and CPP forced him to retreat. In 2008, Nograles and Pimentel passed House and Senate resolutions respectively to convene Congress to a Con-Ass, but nothing happened with the resolutions because the people suspected that GMA was going to use them to extend her term past 2010.
I believe you are right: no one has proposed the following amendment to the 1987 Constitution, Article VII, Section 4 (similar to the 22nd Amendment of the U.S. Constitution):
The President and the Vice-President shall be elected by direct vote of the people for a term of four years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, four years thereafter. The President shall be eligible for one re-election. No person who has succeeded as President and has served as such for more than two years shall be elected to the office of the President more than once.
P.S.: I think we can all agree that the framers of the 1987 Constitution foresaw the need for revisions, if the people saw the wisdom in them. If the amendment is the above (or something similar), unlike De Venecia’s, Nograles’ and Pimentel’s resolutions, people would not be afraid that Congress is going to switch to some other agenda.
P.P.S: Article VII, Section 4 is: The President and the Vice-President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, six years thereafter. The President shall not be eligible for any re-election. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time.
As I deduced from your blog, the simplified form above (quick & cheap: completed 90 days after voting) would be proposed by Congress (3/4 of House and 3/4 of Senate – so as to make the “3/4 of joint assembly of House and Senate” moot).
This is the method used by the U.S. for all 27of its amendments. No Constitutional Convention or Constitutional Assembly needed.
Maybe, our CPM lawyers can give opinions on the feasibility of this simplified form you are thinking about.
Sorry. “up or down 90 days…”, not “completed 90 days…”
Edgar Lores says
Thank you for the history lesson. I did hear about the Con-Ass which is quite an unfortunate name. The ass-ininity of it characterizes both the notion and the politicians behind it.
1. Yes, your deduction is correct. A simple textualist interpretation of “3/4 of Congress” should mean “3/4 of House and 3/4 of Senate”, since Congress is a bicameral body and each House deliberates and performs its functions separately and independently unless otherwise explicitly mandated (as in the declaration of a state of war). Any other interpretation would violate the first-principle doctrine of checks and balances.
2. I take it that the main problem with this method of amendment is the numbers game, not so much in the House but in the Senate.
2.1. I cannot see that this should be a problem on the amendment of certain parts of the Constitution which should attract bipartisan (or nonpartisan) support, such as the economic provisions. I can see that it would be a problem for parts that are subject to partisan interests, such as the lifting of a single term for the presidency.
3. In the present composition of the Senate, the President would NOT be able to gather the required 18 votes (out of 24) for amendment. There are only 4 Liberals in the Senate, and it would only take 7 votes to shoot down any proposed amendment. The opposition UNA alone has 5 senators, and if one adds Marcos (Nationalista), Revilla (Lakas) and Sotto (NPC) to the mix, then it is next to impossible.
3.1. Even with 3 opposition senators suspended and in detention, the three-fourths rule “of all its Members” would still require 18 votes.
3.2. Here in the numbers game one can appreciate – or deprecate as the case may be – the influence of the dynastic weight of the Binays and the Estradas. Trust Binay not to forget that politics is addition.
Edgar Lores says
I really think the priority bills should be the anti-dynasty, the anti-turncoatism and the FOI in that order.
Joe America says
Edgar Lores says
Okay. In alphabetical order: anti-dynasty, anti-trust, anti-turncoatism, then FOI.
carlos a. says
agreed… hands down.
Edgar Lores says
I just realized that this omnibus of bills are not solutions to poverty, to infrastructure, nor to rural development. They are measures to curb unconscionable privilege and political behavior.
From our view, the greatest problem facing the country is the abuse of political power by the powers that be for selfish ends.
I agree that, although the amendment method is kosher, the presence of plundering and corrupt Senators and Congressmen makes approval impossible currently.
The same can be said of the anti-dynasty, anti-turncoatism and FOI. (Although they require majority voting only in each chamber, the plundering and corrupt Senators and Congressmen are in the majority, based on news reports.)
I guess Bayan will continue to wallow in the mud…..
In the USA, amendments to their Consti. is handed to each and every State [ 50 States] for approval by Assembly of the US Congress. Each State under federalism system is autonomous. Each State is governed by well knowing and educated public State officials. Their State citizens are also American citizens.
Some States takes years to approve any amendment. One took about no less than 10 years or more to approve one amendment.
In the Philippine scene, if or when we follow amendments by Assembly style, we do not have the quality of the American States and their citizens. And it will not take years to approve any amendment but only a day. The risk so so high to approve a blunderous proposed amendment.
Thus, it is much safer to have a constitutional convention for any proposal to amend the Constitution.
‘Article XVII, Section 1. Any amendment to, or revision of’
Legalese. ‘amendment’ is enough. But still not enough, so they used another ‘revision’ – alter to; study again; re-examine; correct.
That’s why our fundamental law is somewhat verbose causing many problems for interpretations.
They love ‘to style it into confusion.’ Committee on Style and Confusion nga!
It angers me to note that political dynasties stinks with corruption, and yet we as a nation do not really put a stop to these dynasties.
The Marcoses, Estradas, and now the Binays. Corrupt families. Thieves. Liars. Criminals. Powerful. Politicians.
I am just want to point this out, are we a corrupt nation? Are we a nation of thieves?
Stop political dynasties. Stop corruption.
we tolerate it, thinking we can’t do anything about it.
carlos a. says
Mas ok nga sana kung “we are just tolerating it”, at least sooner or later we will get fed up.
The sad reality is, we think there is nothing wrong about it. So to answer Lazir, yes we are a proud corrupt nation.
Si Parekoy nga eh (correct me if I am wrong) is contemplating a barbaric approach.
Regardless of divisiveness, to stop political dynasties and corruption, saan ba dapat tayo mag-umpisa?
We start with ourselves.
We have to stop tolerating.
We have to start getting angry.
How much public funds went to the pockets or secret bank accounts of these political dynasties over the decades?
Yes, we must be angry.
Yes, we must stop tolerating them.
May 16, 2016. Think. Demand. Vote.
vander anievas says
well said Parekoy.
tama si Raissa, we start with ourselves.
then pass to our children.
pass to our brothers and sisters.
to our relatives.
to our neighbors and friends.
we must expose liars.
we must reject plunderers.
get rid of greedy families in politics.
dump the descendants of the dictator at all times.
and my plea, we must vote the one who shall continue Pnoy’s path in 2016.
and let us start caring for the needy, yes, greenpea. tama ka.
Well said too, Vander!
agree that we have to start with ourselves.
but not by being angry, but by caring.
Actually, I saved Irene.
I just realized it was the time before their impending return to the Philippines nong negotiation nila with Tabako.
You were the lifesaver of your friend’s soul in Kuala Lumpur. Marcos and his killers’ souls are in the damnation, the divine punishment for all the despicable sins they committed against the humanity. They were not forgiven from their sins committed against their victims – tortured / killed that God didn’t forgive them from their sins, that they retained their sins when they died and now their souls are in the damnation. God bless you always.
Maybe because I knew then that Irene is the blacksheep of the family. It was known from the grapevine how she despised her mom and dad.
Maybe they were both saved, they are both collateral damage, lamang lang si Irene dahil at least sya nagtatamasa ng yaman na nakaw ng mga magulang nya.
Maybe an eye for an eye…
Totoo ata na ang kaamihan ng Pilipino ay too kind to those people na mga powerful at mayayaman kahit mga kurap at mandurugas pero harsh and mean sa mga mahihirap…and the corrupt are taking advantage of our culture…I think we need to change our culture na madaling maawa at mapagpatawad na walang kaukulang nakuhang parusa at justice…
carlos a. says
carlos a. says
I think you will agree with me if I echoed you what John Rawl (Theory of Justice) says:
“Justice is the first virtue of society”… if you agree with that… How you’ll achieve it by by punishing the innocent (Marcos grandchildren)… Justice is achieve by believing and implementing what is just.
We can talk about all sort of revolution happened in the world from french revolution, american revolution, the feminine movement in 1920(US and UK) and the civil right movement and even the rise of communism. If we will think about it, this is all a product of shared dissatisfaction of the people to then existing system.
For the Filipinos, once we reach our threshold against undesirable government. We do it the EDSA way. We don’t do the westerners’ way simply because we are Filipino with a different way of developing democracy.
For us to harvest the fruit of a just society we must adhere to believing that “Justice is the first virtue of society”. We can always express our anger but at the end of the day we must do what is right and just first.
And it takes time.
Tama ang ginawa mo [email protected]
Only I am wondering on that . . . ‘
And you did write this also – . . . ““Actually all the family should be killed up to the grandchildren. It might be harsh but this is the correct justice that should be meted to the family of dictators who made the country suffer and still suffering partly because of what Marcos and Imelda had done plundering our treasury and robbing our generation of youth of to opportunity to prosper and our potentials derailed and stunted. ” #126.96.36.199. down below.”
Na civilized ka rin [email protected] Good!
You have to consider the time. Yung realization that we thought we did the correct thing pero hindi pala.
We squandered our opportunity.
We tried being civilized but it did not work, ano pa ba ang ibang options natin? I think we need to render proper justice however barbaric it appears to be para huwag ng tularan. Ibalik ang death penalty!
Bakit anjan pa rin ang mga Marcos?
Isa – they stashed a long of dollar bilyones. it counts.
‘Duha – many Marcos appointees still lives on, their children and Apos in gov’t too.
Tatlo – naging ‘style’ and corruption ni Marcos. Copy copy nga ng iba.
Apat – these corrupts learned the DYNASTY also from Marcos: MaCoy president and PM; Imelda Metro Manila Gov. Koks brod Ambassador to Washing; atbpa kins na Olympus yun downunder;
Now, as copy copy . . . VP, senator, mayor, congresswoman, mayroon iba governor, vice gov; councilor, senators, barangay upo-an, kagawad; cabinet drawer. Name it IT’S NAMED.
Kaya, anghan pa rin. Si Gloria takot sa death penalty. How about PNoy?
Make them live in the slums and see how they trash aside reconcilason. The churches are also causes of poverty and corruption. Agree?
Civilized corruption we are living in. Refined ways of robbing through the ‘laws’ illegal and legal. From presidency to barangay levels.
What option are you suggesting? It begins with R and end in ‘tion.’ In the middle is ‘evolu’.
With that last, deaths will be barbaric. Any last words? Maski katiting man lang?
Did you see the TV footage of Saddam Hussein the loop dangling near his right cheek?
He couldn’t say even ‘I’m sorry.’ The Iraq hangman was smiling [no hood].
do we really think that we can not do anything about it? or we just do not want to do anything about it preferring and expecting instead that our politicians do the hard dirty work of reforming themselves?
Most of us just enjoy speaking and listening to our own voices ignoring the work at hand of finding solidarity with our people.
Even if our corrupt politicians are caught red handed and even if they take all public offices for themselves and their relatives, the people who had supported them will most likely still support them.
Why? Because nobody else had shown – not told- the people that there is a better alternative. We expect that the task of nation building is the responsibility of the president alone as we just watch and argue if the president is being good or bad. Meanwhile we remain deaf to the cries of our suffering countrymen. it is our double misfortune that the mainstream religions in our country which should remind us of our social responsibility to others have become a total disappointment. The RCC bishops even seemed like a break away religion different from the Vatican based church now under Pope Francis. As for the INC, I hope they explain how it came to support the senators now accused of plunder.
In psychology there is an established observation that when people are placed in an adverse situation, the relief they get, no matter how brief tends to be lingeringly remembered as a pleasant memory. This may explain why dole outs and vote buying works because they are seen as relief from the dire situation of the people who otherwise get nothing from the straight politicians and their supporters.
If we do not like our government, the way to change it is through the people. If we do not do what has to be done, then we get the government we deserve.
Most of the time or times, ang Filipino or Pilipino, ay natutulog! Very few are awake.
Whether yun natutulog is a private citizen or public official, the whole country is also natutulog! hahaha
Yun mga karamihan ng mga pulis? Tulog din!
In short, when always SLEEPING it is tantamount to TOLERATING! Tama ka Raissa.
drill down says
people don’t tolerate it. that’s why they voted for “walang corrupt, walang mahirap”.
but the the politicians tolerate it, including the prez. therein lies the problem.
People through a good Congress or cha-cha should re-define the crime of TREASON to include those who are heinously corrupt specially to stealing the money of the People. And the penalty should be death when convicted for it.
Death should be by HANGING. Or only one bullet at the back of the head near the nape. Economical. No more that expensive ‘lethal injections’ style. It costs millions for one execution only. We might execute 10 or more in a year.
I agree [email protected] hahaha
if we believe that we are a corrupt nation, tapos na ang laban…panalo na sila…
To the Binay Dynasty and ” Republic ” of Makati,
we were not born yesterday.
Kindly explain the ” hidden / unexplained wealth ” of the family from the mansion / multi-storey building in Brgy. San Antonio and Rep. Abigail Binays house in Dasmarinas village ? How did the family manage to acquire or renovate such property with meager salaries from the gov’t ? BIR should do a life style check and file appropriate charges. BGC will become Binay Global City, heaven forbids !
Life style checks! Fashion style na lang.
Even if 70% will pay correct taxes, what then? The money will be robbed. Stolen. Who steals? Siempre our gov’t officials, many of them!
So? Many also do not want to pay correct taxes for that reason. Someone mentioned here about that ‘Road User Tax’ – what happened to the money on this? Nobody knows. Someone’s life style surely improved!
All forms of ‘checkings’ is almost inutile in our gov’t and all Administrations. It doesn’t work much. Many get away with it. It’s all publicity by various Administrations. Fooling the people is the goal.
Corruption. Lying. Dishonest. Greed. Maliciously Ambitious. These are the characters of many of our gov’t officials. When whole political families are all worshipping these traits, no hope. Misery reigns.
One check is improve the weak laws. Increase the penalties for imprisonment on these weak laws. ISA yan.
Example: gov’t official buying spree for real estates. Not in one’s name. But possessing the property. Hiding the whole transactions. Not registering the sales. Official as Buyer pays the real estate taxes. No Capital Gains Taxes are paid because the sales are not registered: BIR, Register of Deeds, Assessor’s Office etc.
Make it a CRIME, first of all. A SEPARATE CRIME from falsification, forgery, evasion of payment of taxes, etc. Of course we have the Plunder Law now, Impose heavy imprisonment as a penalty.
Btw, there is now [kuno] a study overhauling our old and obsolete Criminal Law/Code. First Chapter is done as proposed. One important aspect is there will be NO MORE DOUBLE JEOPARDY problem. State can appeal in cases of acquittals in criminal cases.
Another aspect is the abolition of intent. Instead it will be ON THE ACTS committed.
Intent is a very difficult thing to prove to convict. Acts easier. So, a defense of ‘no intent’ will not anymore succeed. Let’s hope this is good and will come true.
Thanks [email protected]
what a (now) judge told me a few years ago is that the tax went directly to a Dodi Puno (Ronnie’s younger brother) controlled “trust” fund that was outside the control of Congress. “Billions of pesos a year kitty”, was what I distinctly remember him saying.
so true. isang puno ang nabiyayaan ng maraming prutas :/
and the puno tree got away with it?
‘O! di ba natutulog ang tao bayan? ‘O! di ba tolerating yan?
Isa lang yan. Dami nasa loob ng mga kahon.

Kung GISING ANG TAO BAYAN at walang mota, he will not PASS!
‘Ask my COA auditor.’ ‘My engineer can explain it.’ ‘Ask my accountant.’ ‘I do not have the answer.’
‘I will get back to you to give you the answer on how we became super rich.’ ‘We have a ‘WORM BUSINESS’ that is wormy.’
‘We have a BAKERY BUSINESS.’ ‘Baking MONEY.’
‘Very good Junjun!’ That’s how good you answer all these old questions. . . says the SISTER.
This link may be of interest to CPMers:
When did this ‘katulong-maid migration’ to other countries start? In 1950 there was none yet.
In 1960s? Why did this shameful ‘trabaho para katulong sa labas ng Bansa’ happen?
Dr. Jose P. Rizal is surely shocked since this started. Why did this thing happen?
Did this start during the stint of Pres. Diosdado Macapagal – 1060s-1965? Wala pa yata. When?
After Marcos started and during his regime and thereafter? Why did it happen?
Na pabayaan ang Bayan. Bakit? Why? Because many gov’t leaders started being disloyal to the country. So?
So, since then, NO JOB. NO WORK. NO FUTURE. Why? Leaders became extremely corrupt. It zapped the national wealth. It abandoned the common folks, young and old.
What happened during this corruption periods? Dynasties joined. So? So, more extreme corruptions. Rather than create a revolution, our patriotic common people left and search for work abroad. Sacrificing everything.
Our foreign currency was disappearing. Our OFWs were replenishing the disappearance of the foreigine currencies. Upon arrival here, same were being rob and stolen continuously. A sorry situation.
I first heard the word in 1966 and thereafter – BRAIN DRAIN here.
Doctors, Nurses, Engineers, Lawyers, Teachers, Technicians and lahat [all] classes of professionals leaving for good. Can’t blame them.
Families too were leaving and immigrating. Lining up at Embassies: US, Canada, Australia, Japan, UK, Germany, Saudi Arabia, Libya, Quatar, and many to the Middle East. Atbpa.
Then EDSA 1. Then EDSA 2. EDSA 3 EDSA EDSA and edsas! EDSA tse!
From BRAIN DRAIN, came much later DUALITY OF CITIZENSHIP. Now, two ALLEGIANCES. Some MULTIPLES. Just to WORK ABROAD. Why? None here. Cannot support oneself or the FAMILY.
Its a nightmare. A bad dream. A bad situation. In worst conditions. A reality hard to face.
The corruptions will continue in our midst. The living and dying are the hardest part.
The end or what’s next?
Thanks fed – [email protected]
the modern-day OFW phenomenon started during the 70s under Blas Ople who was Marcos’ Minister of Labor at that time. pero yung first wave were approximately 100,000 construction workers etc headed for Saudi due to the oil boom. the Philippines was already suffering from recession then kaya when Ople saw an opportunity for Filipinos to work abroad, he grabbed it.
sykes. . . ‘the opportunity’ to Ople was ‘ABROAD’ and not here.
may MOTA nga! Pero gising din.
