National Police Commission official asks netizens to do a very dangerous thing

Today I heard National Police Commission vice chairman Eduardo Escueta ask netizens to please snap photos of ongoing crimes or suspicious activities and post these on the Internet.

This was after the photo below was posted online and went “viral”. It resulted in the arrest of two cops whom Napolcom suspected to be among the nine policemen behind the highway robbery that a stranger happened to snap.

Now the Napolcom – the police force’ disciplinary agency – wants netizens to help fight crime if they happen to witness one.

This is very dangerous. Napolcom has to issue a memorandum circular first to the entire national police force telling them that they cannot object when private citizens – not just journalists – snap photos of them in public areas.

I am suggesting this because you see, some policemen have this mistaken but very dangerous notion that it is a “crime” for the public to take photos of policemen.

I’m not kidding.

I speak from two close encounters with such policemen – one incident happened only last June. The other several years ago. In both instances, the police officers told me to stop taking photographs of them because it was “bawal” (prohibited).

The first incident took place several years ago when I snapped a photo of a police officer emerging from an establishment that had already been shut down on orders of the Quezon City government yet continued operating. The officer – who was tagged as one of the “protectors” who enabled the establishment to stay open  – was not in uniform but he told me he was a police officer and that I was banned from snapping photos of him.

I told him I was a journalist and I was standing on the sidewalk and he was also on the sidewalk, and the sidewalk was a public area and therefore he was in a public place and therefore as a journalist I could take photos of him.

All the while, I was warily eyeing the clutch bag he was carrying. I entertained the notion of demanding that he open his clutch bag because I suspected he was carrying a gun furtively. But armed only with a camera, I decided not to.

Fortunately, people passing by stopped to take a look at why we were arguing heatedly. And he stalked away.

My second encounter with a policeman who thought that “bawal kunan ng litrato ang pulis” took place past 1 PM of Friday, June 6, 2014. I know the date very well because I was rushing from Quezon City to De la Salle University in Vito Cruz to attend the lecture of Supreme Court Associate Justice Antonio Carpio on “Historical Fact, Historical Lies and Historical Rights in the West Philippine Sea.”

The cab I was riding in decided that to avoid traffic, we were better off turning left to Governor Forbes from España. Unfortunately, the taxi was on the wrong lane while turning left and a policeman immediately flagged him down.

I wanted to see what the policeman would do – would he take a bribe or write a ticket? So I turned on the camera on my cellphone. While the policeman was writing out a traffic citation ticket, the Manila policeman – whose name tag identified him as “Galoso” – noticed me and thought I was taking his photo.

He suddenly snapped at me and said – “bawal yan.”

I told him “hindi bawal. Public place ito.”

He ordered me to roll down the window which I did. He repeated that what I was doing was forbidden.

I told him, “this is really funny.”

He got madder and said he wanted to bring me to the precinct.

I told him why I thought it was funny. I told him I was a journalist and was going to write about the incident and praise him for writing out a ticket instead of accepting a bribe.

Hearing that, Officer Galoso then calmed down.

I commend Officer Galoso for not taking a bribe even though the cab driver was heavily hinting about giving him one just to escape the fine and a required seminar.

But I do wonder why he is the second police officer to tell me that citizens, including journalists, have no right to take photos of policemen.

Napolcom, please clarify.

  2. In his speech Binay compared with the MPB the following government buildings which Hilmarc also constructed. This was what Hilmarcs told the senate.

    Batasan Annex – 1998-2002 – PHP38,000 per sqm
    Sandiganbayan building 1998-1999 PHP31,000 per sqm
    Calamba City Hall 2002-2005 PHP34,000 per sqm

    It seems that these prestige or grade A buildings, constructed earlier, were not overpriced according to the Davis Langdon and Seah (DLS) construction handbook of 2000, which hardcopy is in my possesion. The 2000 DLS Handbook says that the construction cost of a prestige office building sometime in 2000 or thereabout is about PHP34,000 per sqm. Indeed, Batasan Annex, SB building, and Calamba CH cost PHP38,000 per sqm, PHP31,000 per sqm and PHP34,000 per sqm, respectively. Not much variation. In fact the SB building cost less at PHP31,000 per sqm.

    Now, what does the DLS handbook of 2012 say? Of course the cost in 2007 to 2011, when the bulk (phases 1-4) of the MPB was constructed, should be lower than the 2012 cost. The 2012 DLS handbook indicates that the construction cost of a prestige or Grade A building would be PHP 43,000 – 49,000 per sqm.

    Indeed, the most that the Batasan Annex, Sandiganbayan and Calamba City hall buildings would cost in 2012 is PHP49,000 per sqm which is very much less than the cost of MPB at PHP82,000 per sqm (PHP2.28B construction cost over 27,700 sqm construction floor area). And the MPB is a “garage”. If it were a first class building, the MPB could have cost double the amount.

    Very clearly, Binay is trying to fool the Filipino people again.

      Facts vs. Lies are a reality of life. We make them. Many Politicians breathes and lives in the latter. We non-politicians don’t.

    • binay was not under oath when he gave his speech. kaya, he told lies at sinabing hindi overpriced ang makati parking building.

    • How about a RECALL petition if impeachment action is not puede? Impeachable official kasi ang bise-presidente.

      And one who is bise president cannot be charged until impeached and remove.

  4. Binay also unabashedly compared MPB with the Iloilo Convention Center (ICC).

    Let me repost my previous comment about the MPB vis-a-vis the ICC.

But the ICC should be investigated on its own merits or demerits without comparison with the MPB which is basically a car park and storage with offices in part. On one hand the MPB comprises of 11 floors on a floor plate of less than 3,000 sqm. On the other hand ICC is a two-floor building but with the height of a seven-storey building and a floor plate of 6,400 sqm.

    “That means that the ICC is made of massive beams and spans to hold a cavernous main hall of 2,800 sqm floor area or about the same floor plate of the MPB.     • @Rene… just like comparing the price of making CAKE versus PANDESAL, MANSION versus GARAGE. Anybody with a right mind will never believe that the cost of ICC per square meter is comparable to MPB. NEVER!!! Only a LAWYER/POLITICIAN with a CORRUPT mind will ever do that.

      However, I will agree to the fact that government projects are more expensive per square meter than the private projects, due mainly to some extra expenses… the so called: ANGLAGAY. Without this TONGhit, you cannot get an approved building permit. If you are a contractor, you will never get a MAJOR CONTRACT without an under the table deal. That’s Philippine style.

  5. Ever the populist, Jejomar Cabauatan Binay just rallied his crowd yesterday. By way of a speech, he discredited the Senate inquiry and vowed to continue on the service of Filipinos according to the Binay brand.

    I believe all those who idolize PHL Robin Hoods will stick it out with Binay.

    I believe, Mr. Robin Visin and like-minded populace will still grant the presumption of innocence Jejomar Cabauatan Binay rightfully deserves.

    Dahil by default eh talo na ang duwag na kurap na Binay. Ang sunod nating tutukan ay kung sino ang pwedeng pumalit kay PNoy as President.

    Currently ang mga eto ang malalakas at nag-su-survive as Presidential Contenders:

    A. Mga Angat ngayon pagkatapos ng malamya at halatang paawa effect na “Presidential Address” ni Binay:

    Mar Roxas – survivor, consistent supporter ng Daang Matuwid at walang bahid ng kurapsyon. At dahil sa Lifestyle check ng mga pulis eh mas bumabango. Meron pang Lifestyle check challenge na talagang hindi natin narinig kahit na sinong pulitiko at makikita ang glaring na kaibahan sa Unexplained Wealth Phenom ni Binay! Pero pag walang natanggal na mataas na opisyal ng PNP, eh bigla syang bubulosok pababa at goodbye na lang ang pangarap nyang pagkapresidente. Sayang yong potential nya pagnakgataon at gagamitin lang nya sa pag Martilyo ng kanilang bahay, Pagpalenke para sa pagkain nila ni Korina, pag-padyak sa subdibisyon habang ipinapasyal si Koring, at pag bolunteer na mag Trapiko. Kaya nakataya ang kanyang pagkapresidente sa pagsibak ng mga scalawags na mga matataas na opisyal ng PNP. Goodluck sa kanya.

    Alan Peter Cayetano – consistent na ipinakikita ang bangis at talino sa pag-usig ng mga kurap, from Gloria, Corona, Enrile, Jinggoy, Bong, at nitong huli ay si Binay. At kung mapatunayan na iba sila sa Taguig ng Misis nyang si Lani eh mas lalo syang babango sa masa. Pag busy sya sa pagkampanya pwede nyang kunin si Matet na Dobol.

    Trillanes – Matapang, walang sinasanto at consistent na pag-usig din simula Gloria, at isa sa mga malakas ang loob na lantarang banggain si Enrile na maraming nainis na kapwa military dahil nga tinira nya si Enrile, at ngayon naman ay agresibong ibunyag at usigin ang kurapsyon ni Binay.

    B. Mga bumaba ang bilib ng tao dahil sa pagiging pipi at playing safe sa usaping Kurapsyon ni Binay:

    Grace Poe – Malinis at full of potential sana pero nong nakaamoy na may vacuum sa pagkapresidente eh umepal agad sa MRT challenge. Pero pagdating ng usaping Overpriced Parking Building ni Binay ay hindi naitago ang pinagsamahan at talagang hindi sinisipot ang Senado sa hearing ni Binay. Inuna rin nya ang pinagsamahan kaysa sa bayan, so bumaba ang tingin sa kanya ng tao, full of promises pa naman at wala pang bahid ng kurapsyon pero dahil tradpol agad, eh naumsyami ang kanyang traction at popularity. Hilaw pa at mag-antay muna sa 2022 kasi papaikutin lang sya nila Erap at Binay kung sakali man na manalo sya at isusumpa rin sya ng Taong Bayan dahil most likely ipagkakanulo nya dahil sa pinagsamahan ay kawawa ang bayan. Kailangan muna syang magpahinog at maging independent para siguradong hindi sya maging payaso ng mga mandurugas na supporters nya.

    Chiz Escudero – Dati ng hari ng Epal at talagang masugid na supporter ni Binay noon pang magkandidatong VP si Binay. Dati pag iba ang ginigisa sa Senado, eh mabilis pa sa alas-kwatro nandoon na si Chiz para umepal at magpapogi sa TV pero kay Binay na Overpriced Parking Building biglang nawaln ng gana at absent agad at ni ayaw magkomento. Inuna ang APO brod nyang si Binay kaysa sa Taong Bayan. Kaya kahit VP hindi na sya mananlo dahil tinaya nya ang kanyang pagka VP kay Binay at ngayong sigurado ng taluna si Binay eh yung pangarap nya ay ipagsantabi muna at hayaan na munang makalimutan ng Taong Bayan at baka sa sunod na elction sa 2022 ay makalimutan na yung paghuhudas nya kay Mar at Taong Bayan.

    Erap – Dilat na ang mga mata ng masa. Ngayon nakakulon g na si Jinggoy sa kasong plunder na para bang repeat offender at talagang kapal ng mukha na gawin ulit ng pamilya ni Erap ay natuto na rin ang masa. Alam na rin na hindi makabayan si Erap ng gusto nyang lumpuhin ang ekonomiya ng Pilipinas sa kanyabng Truck Ban na may P320 bilyon ang nawalang revenue sa gobyerno na sa laki ng perang nawala ay mas malaki pa sa mga ninakaw ng mga Senador, ng mga Kongresista, Napoles, at ni Binay! Eto ang blunder ni Erap, kasi hindi na sya Erap para sa Mahirap, kundi Erap para ang Pilipinas ay Maghirap!

    C. Mga Kandidatong kontrobersyal na magpapalakas ng atensyon sa 2016 pero malabong manalo dahil angat lang sila sa mga nuisance candidates:

    Miriam Santiago – “Kay Brenda ang Sarap kay Brenda ang Ligaya!” ng mga pilipinong aliw sa mga banat nya pero dahil alam na may topak eh siguradong pang presidente lang ng mga Taga-loob sa Mandaluyong pwedeng ibotng presidene! Ang tapang tumuligsa tungkol sa pork barrel eh nong nasa listahan pala ni Luy eh biglang napipi at meron pang drama na may stage 4 cancer kuno. Hanef sa pagkartista at mas lumalabas komikera at hindi sineseryoso ng mga botante at mga financial backer para sa Presidential Elections! Kagandahan lang eh binabanatan nya lahat at para syang hatchet person, kaya kahit si Ping Lacson takot sa kanya, kasi hindi nya matatalo ang isang baliw!

    Ping Lacson – Berdugo si Ping at hindi pulitiko. Dati rin syang fugitive of the law at hindi nya maialis sa Taong Bayan ang sya ang number one suspect sa pagpatay kay Dacer at Corbito at saka sa rub-out ng Kuratong Baleleng. Suspicious din ang loyalty nya dahil kahit na sumipsip sya kay PNoy ay traydor din sya at suportado nya pa si Enrile. Kahit sila Erap at Jinggoy ay iwas sa kanya dahil alam nila na kahit sila ay pwedeng iligpit ni Ping. Eto lang Yolanda na Rehabilitation Czar sya eh hindi nya magampanan at panay epal sa Maynila, eh presidente pa kaya? Pero marami syang mga Chinoy na financiers hindi dahil gusto sya pero dahil sa takot lang sa kanya at bayad sa proteksyon nya sa mga Kidnap for Ransom na mga sindikato.

    Rodrigo Duterte – Berdugo ng Davao City! Matapang sya pagdating sa mga petty criminals pero pag malakihan na sindikato at mga kurap na pulitiko ay duwag sya. Ginagamit nya ang pagpatay sa mga kriminal at mga kakumpetensya sa Davao City para pogi sya. Pero pag national na ang usapan, wala ng bisa ang tapang nya, yung agila nya ay nagiging sisiw. Kapal pa ng mukha at ginawang Mayor yung anak nya at sya ang Vice Mayor! Ibig sabihin may itinatago tulad ni Binay at talagang parang hari ng Davao City ang dating. Dynasty at abused of power ang amoy ng kanyang cologne with matching amoy ng mga bangkay na nalikida sa Davao. So talunan ito sigurado.

      Maraming nainis din sa kanyang mga milatary noong ginigisa si General Angelo Reyes, pero yung kredibilidad nya ay lumago dahil alam ng Taong Bayan na wala syang sinasanto at pwedeng tumiwalg sa samahan ng military kung kinakailangan kampihan ang Taong Bayan.

        1. As Rehab Czar, Ping only coordinates – nothing more, nothing less. It was chiz who opposed his power of the purse on Yolanda reconstruction

        2. Davao City, the largest in the world in terms of land area, is also the most peaceful in the world due to the Dutertes. You can walk at the wee hours of the night without being bothered by anybody except your nagging wife. No spitting in public, no throwing of trash, no jaywalking, all traffic rules followed due to proliferation of CCTVs on major thoroughfares, no drugs and no crimes since the criminals, if lucky to be still alive, have transferred elsewhere. No wonder all universities & the like are bursting with enrolees because the parents have peace of mind. Mansions are mushrooming due to relative safety of the moneyed occupants. She was a team player, and she showed her sacrificing her almost sure win in the last Senate Election by sliding down as a Congresswoman to defeat Nelly Villafuerte to dent the Villafuete’s Dynastic Rule in Camarines Sur and endeared her more to the Bicolanos!

          She has a bright future and a jewel among the dirt of available politicians offering their services, young, simple, intelligent compared to Cory, sincere, honest, not corrupt, and has good governance experience being a partner of my Kumpareng Pogi Jesse, and most of all she is the modern Politician apt for the times that Filipinos wanted politics with dignity and are fed up with the usual corrupt system of government!

          So if it is not 2016 then surely she will be a force to contend with in 2022!

  8. Binay reminds me of Evita Peron of Argentina. She justified her corruption by sharing some of the loot, actually crumbs, with the poor. And the adoring masses wanted to make her a saint! Remember the song “don’t cry for me Argentina…”

    That is exactly what Binay sought out to do today with his “presidential” speech. He started off with his life’s sob story. He was a poor boy who just wanted to help others like him. Then he went on campaign mode, promising the poor that they will soon have the same benefits that the residents of Makati are enjoying. Makati belongs to the 20% of LGU’s who are rich, in fact it may as well be the richest. How in hell will the government finance such programs in a nationwide scale when 80% of LGU’s will not be able to afford it? Empty promises capped with dangerous foray into the rich versus poor class war. Binay, now cornered, is playing with fire.

    As in the past, he brandishes COA reports to assert that everything is above board. And yet just a few days ago, his camp admits to anomalous projects in the city and points to his trusted underlings as the culprits. If he does not see that as self-incriminating, then he is not just a lousy mayor but also a very inept lawyer. The presentation of Hilmarcs was demolished to pieces during the senate hearing, and yet he holds on to that as the supreme truth. Is that a case of repeating a lie over and over until people take it as the truth? Nice try, but better luck next time.

    And oh, the cakes. He gleefully reminded everyone that Atty Bondal admitted making a mistake on estimating the cost of the cakes, but conveniently skirted the issue of ghost deliveries and who the true supplier is. Just like in infrastructure projects, the over-price does not necessarily come from bloated prices of materials, as that would be too easy to detect. It comes mostly from a bloated bill of materials and ghost deliveries. The question remains how did that parking building become a P2.3 billion world-class edifice? Binay wants us to see things his way, just like the bunch of rabid supporters he assembled at the PICC. Well, here’s news for him – we are not dumb.

    His supporters do not need to be told the truth. They will believe every fabricated lie that Binay will peddle to them – hook, line and sinker. If he wants credibility, he should go where blood had been drawn. His accusers took their oath and spilled the beans on him at the senate. There is nothing more honorable than to do the same to defend his integrity. By not doing so, he does not deserve even his position as Vice-President. Heck, not even as a Barangay Chairman.

  9. Binay speech was to pre-empt survey.

    Survey commissioned by Binay camp this 3rd quarter resulted to declining favorable presidential preference numbers of Jojo Binay. His popularity ratings declined by almost 20 points. Results were shelved nd decision was made for him to give a speech hoping the numbers will improve by commissioning another survey right after the speech.

    If there is a bounce, they think the current issue of corruption will dissipate. If not, they will go to another mode of campaign strategy including complete separation from UNA and alienation of PNoy.

    Numbers tell Binay is following the path of Villar and Noli De Castro in terms of presidential preference prior to election.

    Release of survey results is overdue. Follow the trend since last year how quarterly surveys have been released to the press when Binay trust rating was unaffected compared to PNoy.

  10. Bahag ang Buntot ni Binay

    During his Frat day sa UP Diliman, hinahangaan ang kanyang katapangan kasi nasa front line sya pag may mga rambol noong panahon na yun. Small but Terrible sya noon!

    During the street protest against Marcos, hinahangaan namin sya noon dahil matapang talaga at may prinsipyo at isang human rights lawyer!

    Noong bago pa lang syang OIC sa Makati at kapanahunan na laging nag-coup-coup ang grupo ni Enrile at Honasan, isa sya sa pupunta agad ng Malacanyang at may sukbit pang Uzi para ipakita kay Tita Cory na patay kung patay idedepensa nya ang kanyang patrona. Tinawag syang Rambotito sa tapang na kanyang ipinakikita!

    Noong mga panahon na yon, may prinsipyo pa sya at makabayan, isa sya sa mga paborito kong Pulitiko dahil tulad ko galing din sa hirap at gamit lang ang edukasyon at tiyaga para umasenso.

    Ngunit noong makatikim na ng kapangyarihan, sya ay parang durugista na nahaling at hinahanap-hanap. Yung prinsipyo at pagmamahal nya sa bayan ay kinain ng kanyang pagkaganid sa pwesto. Nagpayaman para merong pangpondo sa kanyang bagong inaasam na pwesto: Ang maging Presidente!

    Magaling si Jojo, alam ang kahinaan ng mga Pilipino masa. Konting sardinas, T-shirt, bigas, cake, at atensyon na personal at siya ay laging iboboto. Mas marami ang mahirap sa Makati kaysa mayaman, pawang ang iba ay mga iskwater din at mababa ang pinagar-aralan. Mgaling si Jojo sa propaganda.

    Napabilib nya ang mga mangmang na dahil sa kanyang liderato ay umuunlad ang Makati. Ang hindi alam ng mga mangmang, kahit tsonggo ang ipwesto as mayor, eh talaga namang mayaman ang Makati dahil sa bayad ng buwis ng mga malalaking negosyo na nakalukluk sa Makati. Kumbaga, parang lottery yan, maswerte ang Makati dahil sa vision ng mga Ayala at nagawang center ng financial at ibang business ang Makati, at wala namang talagang kontribusyon si Binay sa pagunlad nito.

    Pero magaling at matalino si Binay sa pagmanipula ng mga bobotante. Marunong mag-alaga ng kanyang mga supporters. Kaya may mga magaganda syang programa para sa mata ng tao: KBL-Kasal Binyag Libing, Cake sa mga senior citizens at konting cash pag birthday nila, libreng sine sa rin at medical. May pondo yan kasi di bumababa ng 10 Bilyon pesos ang pondo ng Makati, pero kwidaw ka, pinagkakaperahan na malaki ang pondo na yan! May mga projects na mga bilyon ang halaga at syempre pa laging may cut si Binay at kanyang mga partners in crime tulad ng Vice Mayor nya at Bagman na si Mercado. Pero dahil sa pagka ganid ni Binay sa pwesto eh yung pangako nya kay Mercado na sya ang kandidato para sa pagkamayor at susuportahan ni Binay ay napako lang dahil na-1-2-3 sya ni Binay dahil gusto palang maglagak ng bagon Dynasty sa Makati at Pilipinas.

    Noong panahon na sinimulan ni Binay ang Sisterhood partnerships sa iba-ibang parte ng bansa, naamoy ko na agad ang balak nyang pumwesto sa National Politics. Akala ko noong una ay Senador ang target nya at saka na ang Presidente, pero mali pala ako, VP agad ang target nya dahil may secret weapons sya- Mga Aquino Bwitches, Tradpol Peping Cojuangco, Epal Chiz Escudero, Plundering Erap, Pamilya ni Fernando Poe na mabango sa masa, Belmonte at Ochoa, Conrado de Quiros sa Media, at iba pang mga tulad nyang mandarambong na pulitiko na susuporta sa kanya! And the rest is history, nahalal syang VP.

    Ngayong gusto nyang maging Presidente at kailangan busisiin ang kanyang pagkatao, eh handa rin sya dahil meron pa syang foreigner na PR Machine. Marami rin syang naisubing ill-gotten wealth na pang-pondo sa kanyang ambisyon. Magaling din syang kumalap at manligaw ng mga kapwa pulitiko. Pati nga yung pamilya Marcos na gusto nyang patayin noong kapanahonanni Cory ay bigla syang umamo sa mga Marcos at gusto pa nyang ilibing si Macros sa Libingan ng mga Bayani! Ganyan sya katuso! Pati mga kumunista eh nakipagsabwaan sya para gibain si PNoy at Daang Matuwid kasi apektado si Binay ng popular na panawagan ni PNoy.

    Pati media alam nya kung papano tapalan. Yung mga AC/DC tulad ni Tulfo eh dati tinitira sya pero lately eh suportado pa sya. Yung mga oposisyon na mga Newpapers tulad ng Tribune, Manila Times, Manila Standard ay sa kanya. Yung PhilStar (na dating may integridad noong si Max Soliven pa ang editor) na ang editorial control ay kay Belmonte eh biglang napipi yung mga kulumnista sa usaping Binay Kurapsyon! Tung mga radyo at tabloids tuwang tuwa kay Binay dahil fiesta ang feeling nila ngayon at sabi nga ay napakaaga ng Christmas dahil 2014 palang eh may Santa Claus Binay na! Pati SWS at Pulse Asia Surveys ay bayad na! Talagang tuso si Binay!

    Pero noong pumutok ang Overpriced Parking Building ng Makati eh nagsimulang hinubaran ang kanyang pagkatao. Nabisto na Ganoo Pala sila Kakurap sa Makati! Dait yung mga alegasyon ay parang demolition lamang, pero ngayong yung bagman nya mismong si Mercado ang tumestigo, eh napaka credible na ang kanyang kurap na kalakaran sa Makati. Hinay-hinay pa nga si Mercado dahil yung bidding lang at overpriced building ang kanyang kinakanta at may konti ring Ghost Employees, pero yung iba pang kahindik-hindik eh di pa inilalabas kasi alam ni Mercado na pag nasobrahan nya eh maraming madadamay at baka bigla na lang maglaho si Mercado sa mundong ito, lalo na ang daming mga sindikato ang sumusuporta kay Binay!
    Pinahaharap si Binay sa Senado para idepensa ang kanyang sarili pero ano ang pinili nyang venue? PICC at ang sa kanyang hakot audience sya nagpaawa. Walang bagong sinabi. Walang silbi ang kanyang depensa sa sarili dahil hidni nya naman sinagot punto por punto ang bawat isyu na ibinabato sa kanya. Pipi rin sya pagdating sa kanyang biglang pagyaman sa pwesto na wala namang pinagkukunan na mga negosyo. So guilty pa rin sya sa Unexplained Wealth Phenom=Ill Gotten Wealth!

    Sa sabong palagi panalo si Binay kapag si Efren Canlas (Presidente ng Hilmarc Construction) ang kalaban, kasi talaga namang ipinatatalo ni Canlas yung mga manok nya para na ring karagdagang bayad at suhol kay Binay para tuloy-tuloy ang mga projects!

    Ako ay sabungero at si Binay ay sabunero din. Kung sa manok eh puro porma lang pala at nagtatapang-tapangan lang si Binay, duwag din pala sa laban. Ayun nagmumukmuk sa PICC na hindi naman lugar para sa sabong, nandoon sa Senado ang Sabong eh hindi makapunta?

    Duwag na manok si Binay, kaya kung pupusta ka sa kanya, eh mabuti pa itago mo na lang sa bulsa mo at siguradong talo na ang manok na ito. Kaya nagsisimula ng bawiin ng mga suporters ni Binay ang mga pusta nila sa pagkandidato ni Binay sa pagka Presidente! Parepareho sila mga sabungero kaya alam nila kung papaano kumilatis ng manok. Ngayon na nakokorner si Binay eh nilaglag nya ang mga dati nyang napakinabangan tulad ni Mercado at yung yumaong Morales at ngayon naman eh ang isang matagal na t masugid nyang supporter na si Belmonte sa tongpats nito sa House of Representatives Annex Building!

    Alam na nila ngayon na si Binay pala ay matanda na, traydor, bahag ang buntot, at duwag pa!

  13. In his speech today Binay brazenly lied by saying that the Batasan Annex was constructed at the cost of PHP74,000 per sqm. According to Hilmarc (assuming it is true) the building was constructed at PHP38,000 per sqm in 1999 but using the NSO price index it would have been PHP74,000 per sqm.

    Binay merely parroted Hilmarc, showing collusion. But more importantly they are both lying because, using the NSO price index of 2007 when Hilmarc bagged the MPB project, the cost of the Batasan Annex would have been PHP56,000 per sqm only. Such cost is way below the MPB cost which is PHP82,000 per sqm based on the actual measurement by DPWH of the CFA (construction floor area) of MPB. That is 2.38B construction cost over 27,000 CFA of MPB.

    Besides, the Batasan Annex building is a prestige or grade A office while half of the MPB is car park. Despite such material discrepancy the former costs much lower than the later which is PHP56,000 per sqm versus PHP82,000 per sqm, respectively. In other words, had the MPB been a prestige or grade A office building like the Batasan Annex, the MPB would have cost more than PHP100,000 per sqm at the expense of the government.

      • I think the only way to get to the bottom of this is to get BIR to do a detailed check on Hilmarc finances and taxes they paid on this and other govt. building projects they secured

        In an interview on Thursday, Belmonte said binay should not compare the lower chamber’s first-class buildings with binay’s allegedly overpriced building, which he likened to a garage. It cannot be compared in price because what we have are not garages but first-class buildings made of first-class materials

        • Vp binay said in his 21-minute speech that he is ready to do for the whole country what he did in Makati City, the premiere financial district where citizens get special perks and good public service ( such as free movies for senior citizens and cakes during birthdays, etc)

          Binay forgets that if elected president in 2016 (God forbids) the funds available to him will come from the BIR collections, Bureau of Customs, etc to be spent for 100M Filipinos unlike in Makati whose total income from local souces (P8.2B in 2009) tops all LGUs but with only 476,719 population as of 2010 census. The national govt is on deficit spending while makati is awash with cash.

          His empty promises like food in every table, proper education, livelihood, health, etc are impossible to realize due to limited resources but applicable only to election campaigning to gullible audience.

    …the attorney using this STORY in the TV and radio interview just a few minutes ago. I didn’t hear if the attorney mentioned Raissa Robles or not but the STORY was clearly brought out.

        ‘I will think it over’ whether to go to the Senate or not. Is he stripping himself as a politician by not going there?

        What is his ‘personality’ then by now: a politician or not?

I have just wasted my time listening to bp jejomar binay spits how he came from humble beginnings and how the rich does not want him to pursue higher post of the land by throwing all these allegations to him and his family. He ended it by saying we will together fight all other ills hounding the govt, such as mrt, lrt, housing, price increase etc, but not once i heard him say we will fight AGAINST CORRUPTION!
