The following, so-called “White Paper” on media pay-offs is is being spread around via e-mail to media men.
A reporter passed it on to me because my name was on it.
Whoever made up this White Paper must be:
a) old
b) digitally-challenged
c) out of touch with this century
First, a note on “white papers.” These are supposed to be lists of names of reporters allegedly on the take. They were very prevalent in the 1990s. They’re full of spurious stories, unprovable accusations and unimaginative innuendos (“so-and-so has been in the pocket of senator so and so” or “so-and-so has been sleeping around to get scoops” – that kind of stuff. These white papers are meant to discredit reporters, or embarrass them into not writing more about certain political personalities, lest they be branded as “AC-DC”. This means – Attack – Collect bribes, Defend – Collect bribes.
Second, I must confess that often I have hesitated to keep writing about Vice-President Jejomar Binay for fear of being labeled anti-Binay or pro-government.
This “White Paper” puts my name down as one of many journalists allegedly in the pay of VP Binay. Someone is accusing me of being BINAYaran months after I had testified at the Senate that VP Binay had changed his story about owning land in Batangas?
Anyway, the appearance of this crude document (I’ve only gotten a digital copy, I’ve been unable to determine if there’s an actual hard copy) has given me the courage to resume writing about VP Binay. I realize now that whether or not I write about him, I will be attacked.
I have no idea why my name has appeared on this list. Alan thinks it’s just being used as “padding” to cover up the actual reporters being attacked. Whatever. At any rate I’d like to advise any politician that if your PR men or staff members give you a list of names that they say are newsmen demanding payment or on their payroll – and my name is on it – you should fire your PR men or staff because they are:
1. lazy
2. unimaginative
3. woefully behind the times
4. probably diverting bribe money into their pockets.
To know more about media corruption, please read Alan’s piece entitled:
A glossary of media corruption

Below is the so-called “White Paper”:
> TALIBA ng SENADO
> Tunay na etika ng pamamahayag
> Vol. 1 * No. 1
> January 2015
Cruz, Linda Bohol, Johnny Magalona, Danilo “Ka Ambo” Ambrosio, Marlen Ronquillo, Rey Briones, Gus Villanueva, Deo Macalma, Bernadette Tamayo, Robert Roque, JC Bello Ruiz, Bryan de Paz, Macon Araneta, Charlie Manalo.

Vp binay presents his plans for his first 100 days in office if elected president next year
Speaking before around 2000 lawyers during the national convention of the integrated bar of the Philippines last Friday at Cebu City, the vp said the govt in 2016 “can build on the gains” of the current administration “in terms of increased business and investor confidence and rising competitiveness ratings.” x-x-x-x
He called for “strong and hard-nosed policies on efficient progressive tax collection and elimination of GRAFT AND CORRUPTION. (bold letters supplied for emphasis) (Rappler 3/21/15)
Vp binay is facing plunder and other graft charges together with his wife and son junjun on allegation of corruption while serving Makati City.
If by chance or accident, he’ll win in 2016, can the rank-and-file of the bureaucracy follow his campaign for elimination of graft and corruption when his integrity and honesty is tainted and under scrutiny by the graft court or will it flourish and exceed those of gma and marcos combined?
NHerrera says
In effect, he will be saying, “do as I say, not as I do.”

In case that VP Binay wins the presidency, the rank and file of the bureaucracy will also say don’t do as I do, but do as I say. Every citizen will accept that corruption is a normal way of life. In order to live decently in this country, one had to be corrupt.
Such a scenario will be good for everybody and good for the country. Everyone will expect that every Filipino could be trusted because he is corrupt. I’m looking forward to the Binay Presidency. He will be the best president we’ve ever had.
Kanya-kanya na lang talaga tayo.

How many IBP lawyers does Binay need to become President of the Philippines?
a. As many as he can afford.
b. 2000. One to do the job and the rest to send him the bill.
c. It will never happen. But he will still have to pay the 2000.

In the Teleradyo Dzmm program Teka-Teka of Peter Musngi and Pat Daza (7-8 pm Saturday March 21, 2015), Senator Trillanes was interviewed, among others, on the Senate Mamasapano Report. Consistent with his earlier statements about missing relevant items not included in the Draft Report, he made further interesting revelations.
According to accounts made in the Executive Session, Trillanes said that contrary to exaggerated number of the hostile forces (I read about 800 from some news accounts), the resource persons/ SAF who were involved in the operations said in the executive session that there was only something in the neighborhood of 150 hostile forces. Of the about 320 other SAF people, 120 were near the river resting (“nakahiga” to use Trillanes word) and about 200 in the highway. When the AFP asked these SAF people to accompany them to the area of battle, the SAF people refused (“afraid” Trillanes said), saying they did not know the terrain. Trillanes said they seem to have lacked the necessay discipline. Had these SAF forces entered the area of combat, they could have overwhelmed the hostiles and reduced considerably SAF deaths. (Relating this from my memory of Trillanes account in the teleradyo program.)
leona says

On bangsamoro –
Palace spokesman Coloma (upcoming CSC com.) said although 44% of Filipinos are opposed to the passage of the BBL, the govt could continue its drive to win back support for it.
However, MILF chairman murad earlier said that the MILF members who figured in the mamasapano clash cannot be held liable on the basis that MILF is a “revolutionary organization” and would not surrender any of its men even if found to have transgressed the MILF’s ceasefire accord with the govt. Instead, they would be prosecuted in its Sharia court. (Yahoo news 3/21/15)
SANAMAGAN – the passage of the BBL is in great peril and yet, the MILF talks as if they’re already an independent state. In the first place, it’s a self-serving pronouncement that they’re a “revolutionary organization” to escape (incorrectly) govt prosecution for its men who shot in cold blood the dead or dying SAF commandos.
The widows of the fallen 44 have been asking for justice – and it meant the brutal killers of their husbands must be brought to justice at whatever cost.
What I could not fathom is the AFP’s unrelenting pursuit of the BIFF and ASG despite knowing that the MILF also brutally killed many of the SAF.
It seems the govt is afraid of MILF or just don’t want to scuttle the BBL even if it’ll dismember the country and may even be a future caliphate of the ISIS.
IMHO, PNoy’s popularity may rebound if he will renounce his support to the BBL.
Kalahari says
Any members of congress who will vote for the passage of BBL will be noted and will not be forgotten.

the MILF report said that the surviving SAF used their dead comrades as human shields kaya tadtad daw ng bala.
can’t wait to see the entire report of MILF.
sana man lang mag-match sa forensic evidence kahit papano.

I believe, honestly, PNoy wants the NOBEL price!
At our expense! At the people’s expense! At the Republic’s expense!
Very Expensive PRICE ! Like IgNOBEL!
:-(
Mary says
So what’s wrong with wanting the Nobel Prize… that prize is given to peace makers, what’s wrong with being a peace maker, it’s worse being a war monger, those who advocate all out war, because of 44 gallant SAF lives lost, they want to pile up 4,444 on top of their graves…
I’m all for a well scrutinized BBL, not unconstitutional, not sacrificing our sovereignty or national patrimony… lets all work for peace and progress!
Sound of Silence says
Katanungan po lamang … If PNoy will renounce his support to the BBL, magkakaroon pa kaya ng panibagong BBL sa pagitan ng gobyerno at ng mga kababayang muslim.

While the country has dwelt on the Mamasapano Incident because of the the death of SAF 44 (with the 23 deaths of our other Filipino brothers in Mamasapano infrequently mentioned), what is happening in the stand-off at Makati, the largest and most important financial center of the country, involving the Ombudsman, the Court of Appeals and the Makati City Officials to my mind is as important if not more important to the country.
In this matter, who is to blame? Do we have another Senate Investigation (in aid of legislation?) to determine the “truth” and accountability? And in parallel, demand a resignation or an apology from the officials. Demand these from the Ombudsman, Secretaries of DILG and DOJ? Do we demand these too from Binay Jr and Binay Sr (the latter for abetting the son in undermining established procedures in the law)?
Isn’t this a matter of great public order, affecting as does the financial health of the country and the ugly precedent it sets? Isn’t the good Senator Grace Poe the Senate’s Chairperson of the Committee on Public Order and Dangerous Drugs? Is the public order in Makati a taboo subject for Senator Poe?
Am I off my rocker for asking these questions? Please help.

It has become my daily routine to scan the news online and then check what is trending with CPMERs. I find CPM very informative and at times…yup, entertaining.
It baffles my mind when what is obviously stupid is glossed over and what is crooked is condoned. I am embarrassed no end with my children when I cannot explain to them how these things happen, nor can I find enough justification why corrupt politicians are still out there and minions continue to flock around them. It makes me sick just looking at the “fiesta” atmosphere in Makati. What a farce, nah! an insult to human dignity. For food and some entertainment, one trades the core value of righteousness. I don’t see them as unfed, emaciated persons. They are not at all. It would be interesting to see where the fund for that festivity comes from. Afterall, PNoy has made enemies that is worthy of the Guinness record. Interests are at stake and money of unimaginable proportions are available.
I continue to hold some flickers of hope in our judiciary though our system grinds exceedingly slow. The silent majority continues to be silent—and that emboldens the noisy and corrupt individuals. Corruption is not uniquely happening in the Philippines. It happens in the US, Canada and many other places. The big difference though is that the people in these places are more vigilant. They do not dwell and exploit the victim status. There is a sense of empowerment and move forward.
The forthcoming 2016 election has reared its ugly head that is now dictating the behaviour of our senate and congress members. They take the pulse of the public and move to it, as it palpitates.
I strongly believe that the vote of OFW’s and other Filipinos overseas will be vital in the coming election. Today, I have resolved that in my small way, I will start encouraging fellow Pinoys to start becoming more aware and involved in shaping our socio-political landscape. Our embassies and Filipino newspapers must have concerted effort, must strive harder to inform Pinoys how to be a part of the electoral process. I encourage many CPMERs who are based in different countries to consider doing the same. We have limited access and influence to what is happening in our country but we have greater opportunity to bring change by working on those closer to where we live.
When bad things happen, it’s not because evil triumphed. It is because good and decent men and women kept quiet and did nothing!
vander says

well said.
your resolve will be a boost to our common advocacy of good governance and corrupt-free Phls.
