The following, so-called “White Paper” on media pay-offs is is being spread around via e-mail to media men.
A reporter passed it on to me because my name was on it.
Whoever made up this White Paper must be:
c) out of touch with this century
First, a note on “white papers.” These are supposed to be lists of names of reporters allegedly on the take. They were very prevalent in the 1990s. They’re full of spurious stories, unprovable accusations and unimaginative innuendos (“so-and-so has been in the pocket of senator so and so” or “so-and-so has been sleeping around to get scoops” – that kind of stuff. These white papers are meant to discredit reporters, or embarrass them into not writing more about certain political personalities, lest they be branded as “AC-DC”. This means – Attack – Collect bribes, Defend – Collect bribes.
Second, I must confess that often I have hesitated to keep writing about Vice-President Jejomar Binay for fear of being labeled anti-Binay or pro-government.
This “White Paper” puts my name down as one of many journalists allegedly in the pay of VP Binay. Someone is accusing me of being BINAYaran months after I had testified at the Senate that VP Binay had changed his story about owning land in Batangas?
Anyway, the appearance of this crude document (I’ve only gotten a digital copy, I’ve been unable to determine if there’s an actual hard copy) has given me the courage to resume writing about VP Binay. I realize now that whether or not I write about him, I will be attacked.
I have no idea why my name has appeared on this list. Alan thinks it’s just being used as “padding” to cover up the actual reporters being attacked. Whatever. At any rate I’d like to advise any politician that if your PR men or staff members give you a list of names that they say are newsmen demanding payment or on their payroll – and my name is on it – you should fire your PR men or staff because they are:
3. woefully behind the times
4. probably diverting bribe money into their pockets.

> Sina Joey Salgado, OVP media head, Raymond Burgos ng Abante at Paul Gutierrez ng People’s Balita, na tinaguriang “MLQU Mafia”, ang sinasabing nasa likod ng talamak na pangongorap sa mga reporter at columnist.
> Ang tatlo ay pawang graduate ng Manuel L. Quezon University sa Quiapo, Maynila.
> Mahaba ang listahan ng media personalities na alaga sa suhol mula sa “MLQU Mafia”, para “patayin” ang mga istorya o balita na may kinalaman sa Makati City Hall Parking building II at iba pang mga kontrobersiyal na isyu na kinasasangkutan ni VP BInay.
> Si Joey ang may hawak ng mga broadsheet editor, columnist at reporter Hawak naman ni Raymond ang mga columnist sa tabloid, at si Paul naman ang responsable sa mga tabloid reporters na naka-assign sa Senado.
> Napagalaman na halos kalahati ng monthly budget na inilalaan ng OVP sa media ay ibinubulsa ni Joey pero hindi naman nagpapagulang sina Raymond at Paul.
> Si Raymond, sa halip na P10,000 hanggang P15,000 ang ibigay sa bawat column na ipini-feed sa mga kolumnista, tanging P8,000 lang ang kanyang ibinibigay. Si Paul, imbes P5,000 hanggang P7,000 sa bawat “patay-istorya”, P3,000 lang ang kanyang iniaabot sa mga piling senate reporters.
> Pinakamababa ang ranggo sa tatlong “MLQU mafia” si Paul. Si Paul ang workhorse nina Joey at Raymond. Si Joey ay dating reporter ng Malaya at naging media head ni former Senator Ernesto Herrera. Si Raymond dating reporter ng Inquirer at naging publisher ng Journal publications. Si Paul dating nagtitinda ng buko pie sa Laguna at naging NPC director.
> Hindi rin kinakailangang kalimutan sina Porky Porcalla at Mat Vicencio. Player ang dalawa at pareho ring marumi kung trumabaho. Dating magkakasama sina Porky, Mat at Raymond sa Journal na ngayon’y tuloy at palihim na nanggugulo sa issue ng Makati City Hall Parking building II.
> Sina Porky, Mat at Raymond, ang tatlong bugok na itlog, ang may pakana ng lahat ng “dirty job” na kadalasan ang mga reporter at columnist ang inooperate kakampi man o maging kalaban ni Binay.
> Ang mga pangalan ng reporter at columnist na alaga sa suhol ng “MLQU mafia” ay ang sumusunod: Rodel Clapano, Leonel Abasola, Rene Sta. Cruz, Linda Bohol, Johnny Magalona, Danilo “Ka Ambo” Ambrosio, Marlen Ronquillo, Rey Briones, Gus Villanueva, Deo Macalma, Bernadette Tamayo, Robert Roque, JC Bello Ruiz, Bryan de Paz, Macon Araneta, Charlie Manalo.
