Watch Duterte joke about raping a woman missionary

And say he would summon the Army to destroy Congress should it stop his war against drugs

Presidential candidate Rodrigo Duterte today claimed he was not joking when he talked about the rape-slay of 36-year-old Australian lay missionary Jaqueline Hamill in 1989 during a rally at the Amoranto Stadium in Quezon City last April 12.

Reporters quoted him earlier today as saying, “It was not a joke. I said it as a narrative. I was not smiling.”

His spokesman also claimed the video was spliced by his political enemies to make him look bad.

I was curious. And so I listened to the ENTIRE 1 hour, 26 minutes and 45 seconds video of his Amoranto rally. I’ve embedded it at the end of this piece below.

Duterte’s controversial story about the Australian missionary starts at 1 hour and 16 minutes. Judge for yourself whether he was narrating to the crowd a tragic story or a joke. And if he was not joking, why did the crowd break into laughter?

There’s another equally controversial statement that Duterte made during the Amoranto rally. He told the crowd he would summon the Army should Congress investigate his war against drugs. He warned Congress:

Huwag niyo akong bara-barahin. Kasi may pangako ako. Sabi ko I will suppress drugs…Huwag niyong patawag sa Congress tapos baboy-baboyin lang. Hindi talaga ako papayag. Pag na-contempt of Congress kayo. Tawagin mo yung armor ng (Fort) Bonifacio, sirain mo nga putanginang Congress na yan. Hindi talaga ako papayag.

    Dagdag pa ni Duterte sa interview sa kanya. “That’s gutter language. That is how men speak,”. I am a man and that is not how I speak. I wonder what would be Digongs reaction if his young daughter is raped and a politician makes a comment like what he did.

      Iyan ang magandang tanung para sa kanya. Kaso nga sa tingin ko kahit poste basta may palda may pagnanasa si Duterte ehh… At saka ” gutter language ” at his Stature as a Mayor for so many year’s though,, isa lang sya sa mga sinasabi nya,, tayong mga ordinaryong tao ay hindi mag comment ng ganoong salita… Ano sya hilo.

      sa lahat na talumpati ni digong ano ba ang plataporma nya sa ekonomiya, meron bang konkretong plano si duterte dyan…pray tell me.

      kung sa criminality and peace & order, perhaps, marami siyang plano. e.g. aatakihin nya ang kongreso pag hinde siya sinunod nito, papatayin niya lahat na kriminal at meron pang “siya ang mauna kung maganda ang ma-rape na mga babae. do you think the international community especially the capitalist/investor would take the risk here?

          I consider younone of the pillars of this blog, that is why I suggested for you to take some time off to clear up your mind.

          What I’m concerned about is your cryptic way of sharing your sentiments and the readers are not sure what is your position.

          We need to try to be clear in sharing our opinions here and as a responsible regular CPM contributors we need to be fair to our readers so that we can help them be more fairly informed so that we really contribute for them to arrive into an educated decision. It does not matter if we are oppoosite sides but we need to try to be clear and defend our positions in a more professional manner so that we support the mission of CPM blog, to inform so that we enriched our readers.

          We are noy paid trolls here. We do contribute here because we care and our goals are similar for better Philippines but we can’t avoid having different ways of doing that, but we need to try to be clear.

          I respect that you declared that you are supporting Duterte eventhough you are a minority here and be in the lion’s den but you risk your reputation because you believe he is the solution to our country’s ills, which we differ. Unlike @johnny Lin whose purpose is to be proven correct and garner accolades for being right but in a sly way of having multi candiadates for tye presidency to increase his odds, and not because of choosing and declaring who he thinks is best or least evil to be the next President.

          CPM is a tough bunch and they can read and find out our motivations. It is tough to sell bullshit here and they read inconsistencies more often and unmasked people who care more for their ego than the betterment of discussions to contribute for better Philippines.

          Please come back after a couple of days and let us see how things are and maybe we are more sober thatpn we currently in, for Duterte is really a polarizing figure that he even brings down with him decent people for he deceived them with his outrageous sincere claims.

          While you are requesting supporters of this RUDE, DIRTY candidate to make themselves scarce, the Filipina women/women org. who abhor rape even the thought of rape should make a united stand, joke or no joke, sorry or not,that this is not a simple joking mode of a respectable presidential entity. They should make it known that he doesn’t get their votes and he can’t simply be forgiven again and again because of his inherently foul language as his excuse also due to desperation and anger in every crisis situation that he went through. He is not using the best of his coping mechanism and he is still hardwired to his childlike temper tantrums in childhood. He needs understanding and yes, a lot of therapy. Heavy withdrawal from stress and from his superiority complex that he alone can solve the problems of criminality when he himself is exhibiting all of the symptoms of one likely sex offender. I suggest women sector also vow not to vote for those candidates that make excuses for his very bad and immature behavior.

          Didn’t he come from a respectable mother’s womb as well as his children came from it and the birth canal? What did his mother do that he is hating that part of the female anatomy to want to molest and fantasized even in public?
          Rape in what ever form is hate of women, contrary to lust , it is more of wielding power and control. In wars, it is a form of tormenting the losers and the enemies, and shaming the other side of the opponent. It is spoilage and plunder against someone else will.

          It also never occurred to him while he was joking that the object of his joke can’t say ‘No’ anymore to his intention of physical/ sexual assault. Run ppl , run away, a maniac is at large and wanting to become your president.

          I am trying to give Diterte supporters here in CPM to contemplate and maybe this incident is a wake up call for them to reevaluate their support for Duterte.

          @baycas is steadfast for Duterte but decided to acquiesce to my suggestion while @Rene tries to deflect the issue by shifting his thrust to support Robredo, as an olive branch. But AM won’t make it easy for him, for @Rene sowed too much bad seed that he is now reaping to eat.

          Gabriela Partylist supported Duterte before but Gabriela was quick to denounce Duterte.

          Poe will take advantage of this development to lure more women voters, but it will be hard for her to convinced them for Leni Robredo is the darling of women and an authentic advocate of women’s rights and defenders of the abused women, thus will be Roxas’ gain.

          Womwn are now comparing Binay, Duterte and Roxas, and they give Roxas a second look to reconsider this man who has not abused any woman and not tarnished with corruption.

          Thanks to Duterte’s self inflicted damage, Roxas is now the man to beat!

          Acoording to Cayetano’s camp, they saw the signs that Duterte was cracking from stress. Duterte is sick and tired of the campaign and was taxing him physiaclly and mentally. Duterte does not like to follow the script and he usually wings it in the stump and so confident that his captive audience will be generous with him, but he did not realize that in this age his every word is recorded!

          if you can find me a reputable international news outlet na susuportahan ang claim ni Duterte re one of the safest cities in the world, then susuporta ako kay Duterte.otherwise sir, you are blinded by your pride and would rather accept a lie as the truth kasi naitaya mo na ang pride mo at just like Duterte, you are too proud to accept your mistake.

      What he said was not a joke. It was a stream of consciousness retelling of a gruesome jailhouse massacre punctuated with an “amusing” bit about a beautiful missionary that he should have had given the chance to rape first.

    I have written several posts critical of Binay, Poe, and Marcos.

    But I have not written a single critical post about Duterte in spite of my having come across some damning information about him regarding allegations of human rights violations because I believe that, sooner or later, he will self-destruct.

    Maybe it is just me but I believe that his presidential run is just a decoy, part of a bigger plan to serve the interest of another candidate – either a certain presidential candidate, or a vice-presidential candidate.

    I’m even thinking that he is making a conscious effort to self destruct to benefit that other candidate. But then again, maybe it is just me.

      yvonne, let me be so brazen as to say, pls dont presume or assume that duterte will self destruct. if he goes down, so many will go down with him, their families and friends who have all enjoyed the benefits of his protection and notoriety. it is their best interest to prop up duterte, their lives depend on it, livelihood too. duterte is thier industry, their malevolent benefactor.

      may I ask you to be catalyst and help hasten duterte’s fall? the longer he stays around, the more victims he gathers. the earlier duterte is disarmed, the better for law abiding society, the less damage he may caused.

      if you got anything on duterte, pls share it. it may take more than your efforts and all of ours to self destruct duterte. he is surrounded by thick throngs of people, npa included. so well padded he is, the layer upon layer impenetrable, we barely have chance of denting. but we are trying and will continue to try.

      pls help if you can, yvonne. we owe it to our womenfolk who cannot fight for themselves for they are already dead and gone. to our menfolk too who tried to defend their women but ended up becoming statistics, courtesy of duterte and his throngs of henchmen.

      @yvonne, that thought crossed my mind too, but now seeing a bandwagon effect of our countryman wanting to go back to strongman rule, it is giving me a chill up my spine. It may have backfired and now seeing how people are lapping at his every pronouncement like a dog on a bone, even if it’s unethical or undiplomatic to say so, is giving me a chill up my spine.

      This is just to show that we have a skewed principle in regards on how our leader should behave in public, local or international scene.

      What would happen if he became rogue and free himself from this leash?

    There are two things here :
    First, his remark about the raped and dead missionary is not funny at all although one can sensed that he tried to be funny… But it is not funny. And saying this kind of things in public cannot never be accepted…
    Second, as regards Congress.. we all know who are the people in Congress right now – we are quite aware, if not all, are only after their own gain and not for the welfare of the Filipino people. Duterte knows what awaits him if ever he wins. He is anticipating how Congress will react and eventually deter his plans because HE WILL BE A HINDER to their self-interests. I think he says these things as a warning…
    Now the thing is, how is it that we easily judge someone according to his words? What about all the good things he has done? Also try to consider that this type of guy likes using hyperbole the whole time… whether he is serious or not… this is the way he talks. If you consider him evil just because he is outspoken, what about those gov’t officials whose mouths are clean but in their hearts, they curse and full of evil ?
    I’ve noticed that some of you here are for Grace Poe. Let’s take her as an example. Yes, she maybe is all amiable and sweet but how is it that she is mocking our constitution and the SC alongside with her for being allowed to run despite her questionable citizenship? And then we say no one is above the law and so just respect the SC decision? This is pure nonsense. Yet we all are witnesses to this mockery of our laws and constitution! Where is true democracy when they can’t even respect the laws and constitutions much less the Voice of the people? And then we prefer her over the dirty talking Mayor? Is it just a question of who’s the one telling the lies and never mind if they have deceived us right to our face? If we consider no one is above the law, can we all be assured that all our gov’t officials abide by the law when if not, most of the time, they are all guilty of graft and corruption? I think for that, it takes a dirty talking Mayor to tell things bluntly right in front of our faces than to stick to this rotten and lame Philippine politics who are indifferent to the injustices done at all sides. Perhaps, do you think it should be fitting enough that a fearless Duterte has to do the dirty job of cleaning the whole political system who risks to be likened to Hitler? Because also of the amplitude of evil in our political system? It’s 2016 and do you think Filipinos enjoy true democracy in this nation? Nope. When our Philippine democracy only favors the elites- it is actually a feudal system of the middle ages under the guise of democracy. This is the biggest lie and yet here we are, we succumb to this evil.
    Judge justly dear friends for it is so easy to consider ourselves righteous. Also, if we want to come up with a good argument ( since we are all civilized here) then stop name calling.       He said he’s against political dynasties but he nurtures his very own sa Davao.
      He said he’s for FOI but he does not want an external audit of how money was spent in Davao.
      He said he’s against contractualization but he has employed thousands of contractual workers.
      He’s claimed that Davao City is drug free because of his law enforcement efforts and has reaped praise and admiration because of it. When it was pointed out that DC still has drug infested areas, he quickly deflects blame unto the DILG.

      He’s also had a lot of nice things to say while being very bad indeed.

        A man of action is not into words … but rather ACTIONS speaks for itself. If we want ”clean and morally upright” and courteous people who are so much into words but doesn’t even lift a finger to ease the burden of the people – definitely there’s a lot of them in gov’t.
        However, all that you have pointed here are mere speculations. Although I do remember he said something about releasing GMA but I would imagine he would let the courts decide it… a president can put a certain pressure but not him deciding. Anyway, you sound quite appalled about this issue but anyway we already have seen this happening. How about the SC decision on Grace Poe? How about the alleged Pnoy’s involvement in Corona’s case? … and many others. Have you ever wondered about what the real plan is behind their political games? Besides, when did the gov’t had taken seriously the concerns and welfare of the common people? But rest assured this is nothing new in the Phil. gov’t , so need to be scandalized by this.
        But it is rather rare to see someone in gov’t who has the political will and leadership who can do the job, including all the dirty job of cleaning up the rotten political system. Even if he had reaped praise for his works in Davao and even though there’s still a lot of things that needs to be done, at least he did his job and you’ve seen his works. This is the kind of leader that we lack in the Philippines. For we’re all used to honoring those people whose words are convincing but no political will. And if ever there’s action – it is only for their own self gain. So for me, the guy doesn’t have to be perfect and unblemished as long as he has the qualities of a true leader .           What is really Duterte’s plans? Up to now it is really vague how he would stop or suppress crime in 3-6 months. And as he promised to Bongbong Marcos, he will step down once he cannot do this.

          But as has been discussed here at CPM, stopping or suppressing crime is a herculean task that would be impossible under the present set up of government. Ex-Dictator Marcos did this by imposing us the much hated Martial Law. Yes, that stopped crime… for a while, but at what cost to our democracy and to our overall health as a nation. We became the sick man of Asia, burdened with cronyism, business monopolies, and a massive debt htat had our mothers, our fathers, our aunties, our uncles and even our grandmas and grandpas to seek work abroad, to be slaves to other nations.

          Is this what you want with our country? I love the checks and balances that the Congress, the Supreme Court and the Executive play out in this country. Yes, our progress is slow, but we are moving in the right direction. We are now recognized by the international community as the rising star of Asia.

          Going to dictatorship again with Duterte as th dictator with Joma Sison also at Malacanang is a five steps backward to where we are now. I cringe at the thought.

          This one I am really amazed. Did he lead us when Erap was being investigated? Did we hear a whimper of protest when GMA was being accused left and right of corruption in government? Did we hear him speak against the government of GMA at all? When did he start to say he wants to clean the rotten political system? It’s only now that he’s advocating this. So I’m very amused at your belief in the man.

          Also, a rotten political system is really the dynastic flavor of our local political scene where political leadership is passed on from husband to wife, from wife to daughter or son or to apo or to any relative there and then back to the husband. Is Duterte practicing a rotten political system? Of course, his family is all over the political landscape of Davao. How can there be checks and balances if the political leadership is not passed onto another who’s not affiliated with them?

          Dear friends, I’m not here to convince anyone that you should vote for the Duterte. I’m here to state what my opinions are. I do see that for the most part, people are annoyed because he is very inconsistent, and we do not see where he’s getting at.. In short we cannot trust him for his words. Fine let’s have it that way… In all respect, I can also understand how many of us are quite used to the way how other politicians have portrayed their well written plataforma, very consistent, almost perfect. They have great ideas but did they make it happen? Words… words… nothing but words. Are we all fine with that? I let you have your way. You are all entitled to your opinion much less choose the one that you esteem best who can lead the country. Some prefer the intellectuals.. well and fine… but as to those who know how politicians should act and in how the ancient Greeks (who has the greater sense of politics) would put it… only the man who has posses practical wisdom – prudentia in latin – is the one man who knows how do deal with political affairs. One cannot expect consistencies in a man who has not held the position yet because a future thing is a thing that needs to be deliberated upon… and so the only sign for us to check that he possess the practical wisdom is to see what he has done. If you cannot take his works as the proofs of his capabilities.. . for sure find someone else. We have seen so many intellectuals in this country, alright but have we seen a real change? for some yes but for others no. There are still so many social divisions is our society. The social contrast between rich and poor is very obtrusive as there is not even a powerful middle class to bring about an equilibrium. And yet here we are we prefer to be indifferent like the bourgeois of the middle ages content with life that we have no concern for the marginalized people. Europe has seen this… but I can only hope that he will be the one who can bring the change….Because we cannot deny there is already a radical movement for change in this country. If we will not heed to this now and continue to be blind and stop this from happening, it will not end well for us – just as it didn’t went well for those countries who have seen it coming and denied it from happening…

          Duterte lied to you mam. Davao is less safer than Iloilo, Bacolod and Cebu. Any local government head who can get away with extra judicial killing, which he consistently admits is his method, can easily achieve any goal he wanted. Imagine if all Mayors are like him? I shudder on that thought. Our mayor Jess Robredo transformed Naga from a backward and crime-ridden 3rd class city into what it is now without the use of violence. Cebu,Iloilo and Bacolod were able to accomplish the same without issues of violence. What does this say about Duterte? Ang gusto nitong sabihin mam si Duterte ang duwag kasi hindi niya kayang baguhin ang sistem ng walang ginagamit na dahas.Ganyan na ganyan po ang mga bully at maton saamin, dahas at hindi abilidad ang ginagamit. Mag ingat kayo mam kasi pag nagsimula na po ang karahasan kayo mismo ay magaala na sa mga anak mo, kapamilya o kaibigan everytime they walk out of your ar their houses at kung mangyari yan at magreklamo na ang tao, ano ang sasabihin ni Duterte saatin “Putang ina niyo, ako anbg Presidente.     Ang nais ko lang ay magkaisa tayong lahat dito (CPMers) na ikondena ang maling paraan ni Mayor Duterte anuman ang pakahulugan niya sa sinabi nya. Oo, nagagalit at nagmumura siya dahil sa nangyari pero hindi ko maintindihan sa punto nang sabihin na niya ito:

    “NAPAKAGANDA, DAPAT MAYOR MUNA ANG MAUNA”.

    Biro ba? Nagagalit nga ba? Bakit parang ang labo naman yata noong sinabi niya na yon sa itaas?

    Maka-Duterte ka man o hindi, ang mali ay mali. Saan mang anggulo tignan ay mali talaga ang sinabi niya. Kamanyakan at kabastusan.     Those who tried to listen to the tape – I tried within the range that Raissa mentioned but I can not really stomach it – must have also heard about his idea of governance. That he will call on the army to destroy Congress, that he will order killings, etc. Are Filipinos now going to live in a state that’s worse than the time of Hitler? That he will make the military his personal army? He also spoke of the people who sought “sancturary” in Davao after committing crime in Metro Manila and he just had them summarily killed.

    Yong mga supporters ni Duterte, notably Baycas and Rene Ipil, do you now advocate for lawlesness in the country? Is this the kind of iron man rule you are looking for? Please, please, just let yourself out of the country and go to a country where communism or Hitler-ism is the law… Spare us the devils of this kind of governance. It’s not only embarassing – IT IS TOTALLY REVOLTING TO A HUMAN WITH CONSCIENCE AND WITH A HEART!

    But if you noticed, the audience in the range that I watched were not responding – no laughters, no noise, only one voice is heard saying “ibalik ang death squad”, patayin, tama”… Siguro, yon ang rah-rah boy niya.         But still this explanation doesn’t exonerate him from what he said. A leader should have a moral high ground when dealing with this kind of issue.

        I don’t know if this is your kind of leader, and I have had high regard of you, Baycas, but not on this one.

        If he had told it in 1989, maybe it’s appropriate in his anger, but to tell it in 2016, even in all seriousness, I don’t think it’s appropriate now because he has to watch his mouth. He has to take the moral high ground. Yes, admirable is his courage, but we also need a President who can be DIPLOMATIC and FIRM at the same time.

          At first he said he’s going to declare martial law, then he changed his mind and he will not declare martial law.

          At first he said he will STOP crime in 3-6 months, then now he said it’s impossible, he will only SUPPRESS crime, which is a notch lower than stop.

        I’ve always believed that the word “evil” is reserved for special kind of scum – like Hitler, or Pol Pot, or Marcos. But I agree that Duterte is without a doubt, evil.

        Who in his right mind would take a look at a corpse, determine that the deceased person was sexually violated and then mutter “Napakaganda, dapat mayor muna ang nauna. Sayang”.
