ISSUE NUMBER TWO – TRAFFIC IN METRO MANILA
Miriam Santiago – we have to build a new railwa system onecting Metro Manila to Bulacan, Sorsogon. New modern airport. The president must appeal very strongly to drivers to exercise discipline.
My opinion – Senator Miriam Santiago’s mind seems to be wandering. This is not the Miriam the public is used to.
Duterte – build new railways along Pasig River. I will ask MRT an LRT to add more trains.
Grace Poe – enforce the law, esp. on illegal parking. LRT Extension to Cavite, make it now. Think of a subway system. I will appoint a secretary who will act as the “traffic terminator”.
My take – Hasn’t she heard of the Metro Manila Development Authority chief who is in charge of traffic?
Roxas – what they are promising, it is already being done now.Such as the new wagons for the MRT, extensions of LRT – to Laguna. We will bid out bus franchises.
My opinion – The MRT wagons could have come much earlier.
Binay – I’ve been MMDA chief. Implementation is what’s needed.
Miriam Santiago – lets build a new city near Clark, Pampanga.
Duterte – dagdagan mo ng train. on the long term, kopyahin ko na lang yung sinabi ni Miriam.
ISSUE NO. THREE – What will you do with contractualization?
Both Duterte and Grace Poe say contractualization has to stop.
But they did not say how.
Roxas – the loopholes in the law have to be plugged. It’s easy to stop contractualization. We will lower the cost of electricity and increase the number of ecozones.
Binay – I will remove income tax.
Grace Poe – I will lower corporate tax.
My opinion – Subcontractualization has been there for ages. And only now they are talking about it.

Someone on Twitter is asking whether Roxas has a cheat sheet because he is so well-prepared. This is actually the Roxas I interviewed over a decade ago.

My take – the problem is that this will force OCWs to remit in only one bank and they will be at the mercy of that bank’s rates.
Grace Poe proposes to do away with the terminal fee at the airport for OFWs.
My take – Grace Poe does not know that OCWs are exempt from paying terminal fees. The problem actually is that when OCWs buy plane tickets online, the terminal fee might be included in the purchase price so they end up paying the terminal fee and they have to be refunded.
My question – does a presidential debate have to be THIS BORING?

Davao City Mayor Rodrigo Duterte deals in hundreds of millions of pesos, records of his bank transactions show.
Transactions amounting to P2.407 billion and involving 17 accounts of Duterte in three banks (two in Metro Manila and one in Davao) were recorded over a nine-year period, documents provided by Sen. Antonio Trillanes IV to the Inquirer showed.
From 2006 to 2015, Duterte held seven joint accounts with his daughter Sara at the Bank of the Philippine Islands (BPI) branch on Julia Vargas Avenue in Pasig City, nine joint accounts at the BPI Edsa Greenhills branch and one joint account at Banco de Oro Unibank-1 in Davao City.
At BPI Julia Vargas alone, father and daughter received total deposits and transfers of P1.74 billion. They had P667.24 million in total deposits in BPI Edsa Greenhills and P534,989.75 in BDO–Unibank (Account No. 1370020471).
The number of deposits and transfers in the three banks totaled 71, of which 23 were interbank transfers and 48 through credit memos.
The interbank transfers amounted to a total of P715.9 million, while those done through credit memos reached P1.69 billion.
The records showed that 48 deposits totaling P1.7 billion, including a deposit of $1.9 million, were recorded at the BPI Julia Vargas and Edsa Greenhills branches.
At the BPI branches, the highest deposit was P55,131,747.32 and the lowest, P953,511.29.
The bank records further showed that in several transactions the same amount was entered in two different accounts on the same day. For instance, P49.28 million was deposited in two different accounts at BPI Edsa Greenhills on May 22, 2007.
In another instance, four transfers of the same amount (P41.72 million) were made in just one day at BPI Julia Vargas.
On March 28, 2014, Duterte’s 69th birthday, seven transactions amounting to P193.71 million (not P197 million as earlier reported) were credited to his account at BPI Julia Vargas.
That year, the BPI Julia Vargas accounts contained P227.41 million (not P211 million as earlier reported) but was not included in Duterte’s statements of assets, liabilities and net worth (SALN) submitted to the Office of the Ombudsman for Mindanao on April 30, 2015.
All the accounts of Duterte and daughter Sara, except for the BDO Unibank, showed Ecoland Subdivision in Davao City and P. Guevarra Street in San Juan City in Metro Manila as their home addresses.
As mayor, Duterte receives a monthly pay of P78,946 (Salary Grade 30) under the government salary standardization law prescribed by the Civil Service Commission.
Failure to declare an asset is a ground for an official’s dismissal from government service.
In his 2014 SALN, Duterte reported a net worth of P21,971,732.62—assets worth P22,971,732.62 and a liability of P1 million, a personal loan from a certain Samuel Uy.

CONTRARY to his claim that he was a poor man, Davao City Mayor Rodrigo Duterte had at least P211 million in an account at a bank branch in Metro Manila in 2014, according to Sen. Antonio Trillanes IV.
As mayor, Duterte receives a monthly pay of P78,946 (Salary Grade 30) under the government salary standardization law prescribed by the Civil Service Commission.
Duterte, a presidential candidate, did not declare the P211 million in his statement of assets, liabilities and net worth (SALN), said Trillanes, a vice presidential candidate.
Failure to declare an asset is a ground for an employee’s dismissal from government service.
In his 2014 SALN, Duterte reported a net worth of P21,971,732.62—assets worth P22,971,732.62 and a liability of P1 million, a personal loan from a certain Samuel Uy.
Duterte held the account at the Bank of the Philippine Islands (BPI) branch on Julia Vargas Avenue in Pasig City jointly with daughter Sara, who used the maiden name of her mother, Zimmerman.
Sara served as Davao City mayor in 2010 to 2013, with her father as vice mayor.
Father and daughter gave Ecoland Subdivision in Davao City and P. Guevarra Street in San Juan City in Metro Manila as their home addresses.
Accusing Trillanes as “money for hire,” Duterte denied the existence of the BPI bank account that contained P211 million.

On his 69th birthday on March 28, 2014, eight cash deposits totaling P197 million were credited to Duterte’s bank account in the BPI Julia Vargas branch, records showed.
Trillanes said the eight deposits consisted of P55,131,747.32, P41,721,035.62, P16,852,832.94, P16,852,782.94 and four P20-million transactions.
The funds were remitted to the BPI account through interbank transfers.
Records also showed that on April 1, 2014, Sara paid cash for a P20-million life with investment insurance policy from BPI-Life Assurance Corp.
Trillanes, who provided the Inquirer data on Duterte’s bank accounts, said he obtained the information from various sources.

“I received the information through my various networks. Mayor Duterte who brags that he is not corrupt and is a simple and poor man should be asked to explain about his secret bank accounts that contained at least P200 million,” the senator said.
Trillanes declined to identify the source of the documents but said he believed in the integrity of the information because they were verifiable.
The account in the BPI Julia Vargas branch was separate from the bank accounts of Sara and her husband, Mans Carpio, Duterte’s sons Paolo and Sebastian and his common-law wife, Cielito Avanceña, that also contained deposits totaling hundreds of millions of pesos, according to Trillanes.
In Duterte’s 2014 SALN, a copy of which was obtained by the Inquirer, the mayor reported cash assets (in hand and in the bank) worth P13,846,732.62, but he did not disclose how and when he acquired these.
He also declared in his SALN that he acquired a piece of agricultural land in Catigan Toril, Davao City, worth P500,000 in 2014.
For his real estate properties, Duterte reported residential lots valued at P1.7 million and agricultural lands valued at P1.7 million.
Duterte declared as personal properties vehicles worth P1.1 million, household appliances and furniture worth P450,000, jewelry worth P300,000 and investments worth P3.8 million.

Duterte also reported in his SALN that he had been an incorporator of Honda Cars in General Santos City since 1997 and of Poeng Yue Foundation in San Pedro, Davao City, in 2012, but he did not state any income.
The SALN also showed that the value of Duterte’s assets two years ago were higher by just a few hundred pesos than the P21,618,289.73 he declared for 2013.
The SALN is aimed at helping keep public servants honest, since the information it should contain would aid the public in keeping track of any sudden increases in a government employee or official’s wealth.
Apart from his monthly salary of P78,946, Duterte said he also received allowances from various agencies he headed, such as Watershed Management Council, Regional Peace and Order Council, City Peace and Order Council, Investment Incentive Board and Public Private Partnership Board.

If I am to take the survey results seriously, i’d go crazy, wondering how Duterte and Marcos would even have the chance to be where they are with those surveys.
Duterte’s awful language and persona remind me of Eddie Garcia’s character that I saw from movie trailers many moons ago. Our movie characters and hooligans must have conditioned us to Duterte’s character today. I guess movies must have desensitized us. Is it art imitating life or life imitating art?
It is such an insult for millions of poor people when Duterte stated that he talks the way he does because he grew up poor and that was his childhood’s exposure. Poor people have manners too. (I read it somewhere that his father was a governor, a Marcos loyalist, and that he went to Ateneo. By all standards, these don’t sound like being poor to me. Did he mean economically poor or the other poor as in poor upbringing?
At any rate, knowing how Duterte fanatics/bashers are and that he has a death squad backing him up, I am not surprised to find out that many people would rather keep quiet for now and keep their choices close to their heart. Smart move!

I was hoping someone would present his/her “grand dream” for our nation. And no one did. How disappointing. It is clear that Mar Roxas has the competencies, experience and integrity to run and manage the government. However, his seeming blind loyalty to PNoy/Liberal Party, and his refusal to acknowledge its obvious major shortcomings and failures, makes me still undecided as of this writing. I’m sure Mar can manage. But he still has to show he can be the one and only boss, and not just be a proxy of PNoy and the Liberal Party.

On ‘Contractualization’. . . it is right to stop this practice. It violates the Constitution which says:
. . . SECTION 9. The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, PROMOTE FULL EMPLOYMENT, a rising standard of living, and an improved quality of life for all.”

On the TRAFFIC problem in Metro Manila first of all – constructing SUB-WAYS ‘inside’ the road/streets of MM, is a constant HEAD ACHE. Why not think of building ALONG THE COASTAL areas up to Navotas until Zambales. All prov’l buses to use this primarily with terminals somewhere along the area near Roxas Blvd.
Do Away More Street Diggings inside MM roads/streets. Too saturated already. Imagine rainy seasons all those sub-ways will be FLOODED! Without counting more street diggings for 1 year or more.
On the South. . . Rizal and Laguna provinces, build highways all the way up to Quezon and Nueva Ecija provinces and further but always OUTSIDE MM areas. Same reason: too saturated already.
<Never Enter Metro Manila For Any Further Sub-Ways Etc.! Maawa sana ang mga Planners on this for people of Metro Manila and the sub-cities.

Another Dutchman Gert-Jan Ransijn, a systems engineering specialist in complex infrastructure, agrees that the key is to “work with water, not against it.”
The Philippines and The Netherlands are both low-lying countries. However, the Netherlands has been using a more preventive approach to living with water around them for decades.
The Dutch are regarded as the experts in water management, having also built dikes, drainage facilities and storm surge barriers, but Ransijn said The Netherlands’ philosophy has shifted. “From building barriers, it now creates room for excess water.” It’s officially called Room for River.
“New technologies (are in place) for modeling the behavior of water streams, and help make investments more effective,” Ransijn said.

Why Floods Are Here now in many CITIES specially in Metro Manila
1. No discipline of many thousands of CITY PEOPLE.
2. No program(s) on garbage throwing at esteros, rivers, creeks and navigable rivers are enforced.
3. Tamad or LAZY by many LGUs officials.
4. National Gov’t is SLEEPING together with LGUs on this.
5. There is a BUDGET but it does not reach the destination for the USE for this. STOLEN is the better word for it.
6. Incompetency of those concerned on this. Palakasan is one reason.
7. No JUSTICE against those violating LITTERING is strictly observed.
8. Continuous LITTERING deters MAINTENANCE of our drainage artifices.
9. Gross Ignorance of flooding effects.
10. Apathy to all these.
Imagine if the Netherlands has all of No. 10, No Netherland country!

an easy traffic solution for metro manila is to assign more lanes to buses so as it could move faster. If public transport becomes efficient, private car owners would be forced to leave their cars and ride in public transport minimizing traffic.
