On the night of July 15, President Rodrigo Duterte met with a certain “Peter Lim”, a man Duterte recently identified as the head honcho of drug trafficking in central Philippines. Not only had the President ID’d the alleged drug lord, he had also warned that if Lim (who was then presumably abroad), returned here, “he will die” because he is “beyond redemption”.
Despite the bloodcurdling threat, nothing happened to Lim when he met the President. In fact, apart from being thoroughly unscathed, Lim also got a job offer.
According to a transcript of the meeting released by the Palace, Duterte asked the alleged drug lord to head the government’s anti-crime campaign. The President told Lim:
“Kaya gusto ninyo, kayo ang – I will create a committee that –kayo ang magpatakbo sa gobyerno, the anti-crime campaign, kayo. you—you work on a —an appointment date, mag-usap tayo, ibibigay ko lahat, walang problema sige—kayo ang – mahirap kasi – madali mag-atake, sabihin na namatay. Sabihin namatay dahil mahirap lang, is that an excuse, then you want to fool the whole world dahil mahirap lang, kalokohan yan.”
Unlike the suspected, small time drug pushers and drug addicts na nasa laylayan ng lipunan, Peter Lim got his day in court. No less than the President of the Republic of the Philippines allowed him to deny the charges against him.
What can we make of this? Well, it seems that unlike the suspects na nasa laylayan ng lipunan, Peter Lim got his day in court. No less than the President of the Republic of the Philippines – a former city prosecutor – allowed him to deny the charges against him.
But as for the small time drug pushers and drug addicts – who number over 190 dead as of Friday – Duterte had this to say about them:
“The world will never stop to turn because you are poor, that is not excuse to destroy society. Di lang naman ito nagnanakaw, kita mo pag andiyan na yung kati ng katawan mo sa shabu, magholdap ka, magnakaw ka, patayin mo pa, pag nabangag ka, patayin mo tatay mo, mang rape ka ng –human rights, eh yung mga yan. Sabi nga ng forensic expert, e who use or o ano ba sa Tagalog yung—co— use sa tal…. so how can we solve the problem? We do not have the—- maraming problema sa gobyerno.”
Duterte described to Peter Lim how hard it was to solve the drug problem:
“I have to build regional, itong drug rehabilitation. I would need time but the law and order cannot wait. Naiintindihan ninyo? Kakaupo lang namin there is crime in the streets. People are getting raped, robbed, pati mga nanay, tatay patayin, I cannot wait na sabihin mo na magkapera tayo. the best thing to do is call the barangay, and I will charge also the barangay captains who do not do anything about it.
“Kung wala kayo magawa.. the report to you hanapan mo ng activity. Palaruin mo ng basketball, pakainin mo, sayang ang pera ng gobyerno.”
Still, Peter Lim did not have it easy in front of Duterte. Duterte told him:
“Warningan taka ha, nagbanta ko na ipapatay ta ka kasi tinuod lang (totoo) ipapapatay kita basta masilip na…”
Later, Duterte told Peter Lim to submit himself to further investigation:
“Ako, I will not say I’m sorry because the reason why you nga ni you are a suspected drug lord. I will consider your explanation. But just the same, para mawala na ngani ang bahid, you better submit again sa akon watch pa investigate ka sa Congress. Wala akong pakialam mayor lang ako pero _ pero presidente na ko and I declared war against drug, shabu industry, ang akon mga target gyud, mga drug lords.”
Peter Lim’s reply to him was,
“Mr. President, kung in any way, in my small way or what, I could be of help, I will really help.”
The last part of their conversation is particularly fascinating:
PRESIDENT DUTERTE: So okay, you are not Peter Lim? but I said my suggestion is good, you go to NBI or might want to pass the office of Secretary Calida or the SolGen or – it [] pala Vit Aguirre sa Justice

Peter Lim : So, I could clear up everything because my family is really in deep problem now in Cebu.
President Duterte : we want to help you.
Peter Lim: Yeah, all the threat
President Duterte: Help us – help us clear you, tulungan mo kami to clear you, we are not here to pin down the innocent
Peter Lim: I’m very glad to hear that Mr. President
President Duterte : Huwag ka maniwala na—

President Duterte : Pero and Drug Lord talaga magalit ako, maiinit ako, pero yang andiyan—di ko trabaho yan.
Peter Lim : So anyway, I will help, all my ways I can

Peter Lim : Yes, i understand , if I’m not clear, I don’t dare, I will put up my hands to you because our nation is very lucky to have you because without you I don’t know. You are the only President who could save our nation.

At saka ang dumi ng Pilipinas, the mayors are not doing anything. Yung mga mayor na hindi performing, you make your city clean and peaceful kaya kayo bayad e, kaya kayo nasa opisina nyo kakaganda.Binibili nyo furniture, ganda ng kotse, yung iba Land Cruiser Suburban. Hindi na kayo nahiya?, nabasa ko sa []…na tuloy ang sweldo ng military i said i have to –baka di lang nakuha .
The stability of the government, greatly depends on the law enforcement and the security workers, pag wala yan ubos yan.
But I cannot run with a corrupt police and the corrupt military.Ngayon as it is — as the as the situation evolves now, wala man lang military, that’s all in the police. Kaya kayong mga pulis na andiyan sa droga you make a choice. Resign, and do not wait for my action, nakikiusap ako sa inyo.At saka yung mga pulis pati militar alam ko maliit ang sweldo ninyo, kaya kung may mga ganung sakit, God forbid yung asawa mo mag cancer ganun huwag lang magbenta ng shabu, pumunta ka sakin. Sabihin mo sa superior down- down the line “Sir, pakisabi lang kay mayor na asawa ko na sa kuwan,” I will look for the money. Alam ko na hirap talaga, that- that’s why—di naintindihan ng tao, I’m not trying to attribute the anything at anybody. Hindi ninyo naiintindihan, I said I repeat that i cannot govern a corrupt military and corrupt police, walang mangyayari satin nito.
That’s why, maski na maliit lang doblado yung sweldo unahin ko because the stability ng ating Republic greatly depends on how the security force and military and the police would make it. Di naman tayo babaligtad – sige mangurakot o , pero pag ang military pati ang pulis naga-ganun – baligtad tayo, sila yung may armas . So intindihin natin ang situation nila, I’m not asking them to—I know how hard it is. Kasi I’ve been Davao, 30 years ako dito including congressman and vice mayor .. Tingnan mo yung mga pulis yung naniniwala, punta ng Mamasapano edi patay. Wala ng explanation, bakit walang re-inforcement, walang tulong, maghinanakit ako kasi I—I said 30 years ako na – they would run to me yung mga problema nila- -kaya sabi ko kung may problema kayong malaki di talaga kaya ng bulsa , huwag magbenta ng shabu punta kayo sakin, hanap ako ng pera.

What he and his mayor did then about the drug menace in Davao? Kill, kill and kill. Again that is their short cut, lazy and stupid solution which did not fully work in Davao for all of the Duterte reign. Why can’t they dig deeper into the real reasons that it is the poor citizens who were mostly involved into drugs? Why can’t they see that it is their desperation that drove them to resort to this illegal and dangerous path? They did had a choice?
It is easier to hit these people because they have no means to protect and defend themselves. It is easier to make them as Exhibit A that the war on drugs is a success this coming SONA. All at the expense of those who are at the lalayan ng lipunan.

the poor cannot get jobs, no qualifications, no money to go and finish schooling. what little money they got is used to buy food, pay rent, pay electricity bills, etc. many tried to save for rainy days in case they get sick and urgently need to buy medicine. in the meantime, they try to boost income by selling drugs. also, taking drugs to let them forget their sad plight, god has abandoned them kasi, but drugs befriended them.
I think, it’s time for the poor to have career change, and forget about selling drugs. it’s better to join gangs and become carnappers, akyat bahay gangs, dugo-dugo gangs, martilyo gangs, or join npa and abu sayaff, they got to earn million in ransom, tax free pa. plus if npa and abu sayyaf, they got to be loved by digong.

many poor tried to be brave and attempted go to school. pero kahit sa primary school pa lang stocks are against them kaagad, pinagtatawan sila at tinitsismis dahil they wore nearly the same clothes everyday, tapos walang sapatos at paminsan nakapaa lang. sa likod sila nakaupo and because most are hungry, they can’t concentrate. plus kulang na kulang sila ng school equipment gaya ng notebooks, lapis at papel. and stealing from classmates is not advisable, they get called to the principal’s office and punished, and then stigmatized. eventually, they stop going to school altogether.

THE WAR AGAINST ILLEGAL DRUGS: IS IT REAL OR PROPAGANDA?

The war against illegal drugs resonates strongly with the Filipino people hence there is a tendency amongst us to accept the government news reports on this matter – hook, line, and sinker – often blurring the lines between reality and what might be plain government propaganda.
Is the war against illegal drugs by President Duterte for real or just illusionary government propaganda to create the appearance that he is making good on his election promise to solve the country’s drug problem within 3 to 6 months of his presidency?
Let us ask some probing questions to find out. First, let us consider the following events:
The media have been blanketed with news about thousands and thousands of alleged drug users and pushers or dealers who ‘surrendered’ to police authorities, suggesting that the war against illegal drugs are gaining strong traction.
Thousands surrendered, really? People surrender when they are accused of wrongdoing and the police are going after them. Have those people been accused of drug-related crimes and are the authorities looking for them that they have to ‘surrender’?
Drug users usually fit their profile – they manifest fragile personality and emotional deprivation, typically incoherent or unresponsive, depressed, unkempt, disorganized, prone to violence, eyes dilated, etc. But not these thousands and thousands of surrenderee – they behaved, they follow orders, they are neatly dressed by our local standard, they look socially integrated, etc. Many are smiling and some are even waving into the cameras. It is also a big contrast to photos or video clips of arrested drug pushers who would normally hide their face in shame or to cover their identities from the press. So, are those people really drug users and pushers, or are they ordinary people who might have been misled into joining “a gathering” or “meeting” to show their support in the war against drugs, not knowing that they are being labeled as drug users or pushers?
Those people supposedly ‘surrendered’ because they fear for their lives. But didn’t Duterte say they would be killed only if they resisted arrest and fought back? So why fear for their lives if they were not under arrest, much less if they had no intention of fighting back if arrested? Are we now in a frightening police state that the mere appearance or suspicion of wrongdoing is enough to require your surrender, or risk getting killed by the authorities?
Duterte made a very public and well publicized threat that Peter Lim, a notorious top drug kingpin who was then believed to be abroad, will be killed the moment he set his foot at the airport. Well, surely he not killed when he set his foot in Malacanang, instead of the airport. What he got was a well-publicized audience with Duterte, and what looked like an offer for him to help the president in the war against drugs. Is Duterte really serious? Isn’t this a clear double-standard in the fight against drugs? A different set of rules for the poor and powerless and another set of rules for the rich and powerful? Isn’t this sending mixed, if not conflicting, signals to the drug lords and the general public?
Consider also Duterte’s public declaration that five high ranking PNP officials, three in active service and two retired officials, are deeply involved and are major players in illegal drugs. Did any of those PNP officials get shot and killed just like the lowly drug traffickers and pushers that we read in the newspapers almost every day? Obviously, the answer is no, not by a long shot (no pun intended). Instead the three active ranking PNP officials got an emotional audience with Gen. Ronald “Bala” Dela Rosa where it was reported that the PNP Chief cried with them during their face-to-face confrontation at his office.
Why did Dela Rosa become emotional and cry with them? Is it because the PNP officials are innocent and are wrongly accused? Did he cry in pity with them because of their destroyed career and reputation? Why cry with them if they are really into illegal drugs as Duterte disclosed? Shouldn’t Dela Rosa be angry with them and arrest them on the spot? Would it be that he could not arrest them for lack of evidence? And if there was lack of evidence, why name and shame them publicly in the first place? Was the turn of events for real, or was it just a side show for public consumption?
And most recently news of the turnover of police control at the New Bilibid Prison (NBP) from the regular PNP police to the PNP-SAP was all over the mass media. The news included footage of Gen. Dela Rosa confronting the three drug kingpins – Golangco, Co, and Sebastian – who are incarcerated at the NBP, and news of the confiscated contraband – drugs, weapons, signal boosters, money, etc. – found in their prison cells.
Ok, here are some simple questions: why didn’t the PNP-SAP punish the drug kingpins for keeping the contraband? Why are those drug kingpins not placed in isolation cells, or held incommunicado, as their punishment for breaking the rules at the NBP? Surely, they do not need a court order to do that. Why do they seem to receive special treatment even at the NBP? Are those drug kingpins still untouchable?
Let me be clear. I’m all in favor of an honest war against illegal drugs and I’m hoping President Duterte will be successful on this front. But let us all be vigilant that this “war” is for real and a pretext to impose a police state reminiscent of the Martial law era during the Marcos dictatorship.

IMHO the meeting and lengthy conversation of DU30 with Peter Lim in Davao, which he (DU30) named as one of the five drug lords/coddlers or what not, put a crack on the sincerity of his anti-illegal drug campaign.
I cannot comprehend why a President after naming the guy in public would give him an opportunity to talk with him, even “offering him a job” and advicing him to undergo an investigation by the NBI which was not accorded to others (the 5 generals). Mukha ngang scripted ang meeting.
Like you, I am in favor of an honest war against illegal drugs.

His campaign promised a war on drugs, criminality and corruption. There has been a lot of noise on drugs and a shortage of words and action on criminality and corruption.
