Calls Duterte drunk with power

And I thought the communist rebels said they would, after President Rodrigo Duterte called on them to help him in his drug war by targeting drug traffickers.
Still, this could all be part of the noise in the negotiations between the government and the rebels in the run-up to forge a peace agreement.
The negotiations are unique in Philippine history. This is the first time I’ve seen the President directly negotiating with the top communist leader himself, and both engaging in a caustic word war. Not only that, he actually has in his government cabinet secretaries recommended by the communist group; and he has proclaimed himself to be a “socialist”.
In addition, this is the first time that a President actually has personal relations with the top communist leader. It was fascinating to see Duterte talking on Skype with Jose Maria Sison. Although seated, Duterte was actually bowing and scraping at the computer screen where Sison could be seen talking to his former college student and, at one point, reminding him of the promise for a coalition government.
But now, their roles are reversed. Duterte is the President and Sison the top enemy of the people who must be brought to the fold of the law.
When both men started publicly slanging each other – with Sison scolding his former pupil as a “barumbado” and his ex-student calling his former professor “arrogant” – it seemed the peace talks were down the tubes.
Apparently, however, the hurtful words from both sides were not enough to stop the two from talking. Or perhaps they were engaging in acoustics warfare, for the benefit of the military to make it appear that Duterte was not giving in easily to the rebel demands.
But recently, Duterte gave the communists an “ultimatum” – no more use of landmines, or else.
This seems to be the rebels’ counter-move – no more help in the drug war. The unsigned statement from the Communist Party – which comes just as two of its top leaders were released on bail – is particularly caustic.
It says:
“Duterte has become so full of himself and intoxicated with the vast power he is not used to handle that he thinks he can get away with upturning the criminal judicial system and denouncing people for defending human rights. He dishes out threats of imposing martial law. He has made himself a laughing stock among legal circles. He, however, is not laughing and threatens anyone who chooses to stand in his way.”
I don’t know how long this pissing contest will last before both call it quits and stop the peace talks. If they do, it will be the second time that a student and professor have become estranged. Think of President Gloria Macapagal-Arroyo and President Benigno Aquino III.
One thing sure – both sides know each other’s deep dark secrets, which could spill out should the talks collapse.

The anti-drug war of the Duterte regime has rapidly spiraled into a frenzied campaign of extra-judicial killings and vigilante murders perpetrated by the police and by police-linked criminal syndicates. Nearly 1,000 people have been killed in just a little more than one month. The rights of tens upon thousands of people are being violated as the criminal justice system is upturned.
Police officials have brazenly carried out summary killings against suspected drug peddlers and users. Hundreds have been killed while “resisting arrest” or while under custody and detention, in police cars as well as in jails.
Duterte’s “drug war” has clearly become anti-people and anti-democratic. Human rights are being violated with impunity by police personnel, emboldened by Duterte’s assurances of “I got your back” and his public declarations of contempt against human rights.
The Duterte regime has unleashed unmitigated violence and threats of violence against the people, mostly victims and people at the lowest rungs of the criminal syndicate ladder. In contrast, the suspected big drug lords and their protectors are afforded courtesy calls to Malacañang, accommodations in Camp Crame’s guest house and preliminary investigations by the NBI. The worst that they have been made to undergo is to suffer the lectures of the PNP chief.
What was before the burden of the accuser to prove someone’s guilt is now the burden of the accused to prove his innocence. Duterte has come up with one list after another of so-called protectors, narco-politicians and judges without proof nor clear basis for accusations of their involvement in drugs. He could not even tell the people how the lists were drawn. It is a mystery even to the chief intelligence officer and head of the PNP.

Duterte’s “drug war” is bound to fail because it does not address the socio-economic roots of the problem. It has been proven in history that no amount of killing will succeed in putting an end to the drug menace. After ten years of the “anti-drug war” in Mexico, and with almost 80,000 people killed, the intensity of the drug problem remains the same if not worse. In Thailand, around 3,000 people were killed from 2003 to 2005, at least half of whom were later proved to be not involved in drugs. The drug problem has become worse.
The “drug war” is set to spiral into a war among the criminal drug syndicates, between one narco-politician against another, using the resources of the state and to further entrench themselves in the reactionary state. The “drug war” is also fast becoming one of the facets of the factional struggle within the reactionary ruling classes, for control of resources, territories, police and military units.
Duterte’s war is set to unleash more violence and counter-violence, political maneuverings as well as media contests between rival criminal syndicates as represented by their politicians and police protectors.
In all likelihood, many of the summary and vigilante killings are being carried out by the criminal syndicates who use the “anti-drug war” as camouflage for waging all-out war against their rivals and their rival protectors in the police, bureaucracy and judiciary or to rub-out their own men. It would be no surprise that the information made public by Duterte about police protectors, narco-politicians and judges were fed to him by rival criminal syndicates.
All democratic forces must unite and demand justice and an end to the madness of police and vigilante killings. They must unite to defend human rights. At the same time, the people should amplify their urgent clamor for jobs and land to improve their economic condition, make them productive and draw them away from social misery and desperation, in order to, thus, end the conditions for the proliferation of drugs.
In line with standing orders, the New People’s Army (NPA) will continue to intensify its operations to arrest and disarm drug trade operators and protectors. However, these will no longer be considered as cooperative with the Duterte regime’s undemocratic and anti-people “war on drugs.” As before, the NPA will continue to exercise due process in dealing with suspects, such as those PNP officers presently in custody in Compostela Valley and Surigao del Sur.
The CPP calls on the people to struggle against the rampant problem of drug addiction, as they wage revolutionary struggle to overthrow the system that perpetuates it as well as other forms of oppression. The most effective way of waging war against drugs is by rousing the people and mobilizing them to become active participants in social revolution.
The rampant problem of drug addiction among the people should be addressed in the economic as well as political and cultural fields. In thousands of barangays and clusters of several where the revolutionary forces hold sway and exercise governmental authority, drug addiction has been virtually wiped out through mass struggles.
In the base areas of the NDFP, the active participation of the youth and other sectors in revolutionary political, cultural, economic, military and social affairs, have drawn them away from the culture of individualism, self-indulgence and escapism. Here, drug abuse and drug addiction can no longer take root.

Sa thousands of drug surrenderees interrogated in the past two months, the PNP should now have the names of drug retailers and wholesalers if they know how to connect the dots. The PNP have not announced any big time drug personality they have strong evidence on. Those named so far as drug supporters or drug lords are yet to be indicted and jailed.

A Sunday morning rambling….
I have given up trying to understand the mind of PD30. He does not seem to think. He simply decides and brooks no opposition to whatever he comes up with. Definitely, change must come.
But what concerns me now is that people are again being united against someone but not for something. This opens the gate for opportunists to take advantage of the situation and we risk falling from the frying pan into the fire.
It is time that we pick up again the idea of Matuwid na Daan as an idea and a vision for our country. Let us refine it and make it more pro people. This does not mean bringing back certain politicians from retirement. Far from it for while they have started with Matuwid na Daan, they have somehow fumbled it. We need new blood and faces.
What we need first is to have a moral and spiritual leader to rally around because morality and spirituality are higher than politics. Sadly this is needed because the church at the moment may not be able to do this. When it forayed into politics before, it became morally and spiritually spent and it may take time before it recovers.
There is a justice in the SC who is about to retire who can be a good father to our nation and who can heal and restore to health our country now badly mauled and bloodied by the current administration.

The present dispensation is further burying our country in deep quagmire. A lot has been said and done regarding eradicating the country from drugs but with criminality and corruption, the spate of unsolved killings and special accomodation to two of the most corrupt president we ever had, how will he be able to portray himself as the father who wants to heal and unify our nation? His SONA was full of promises and laudable to the max. Yet 50 days to the presidency already brought a lot of brouhaha in the international and local community. He castigated UN by meddling in the local affairs but accepted a friendly country’s intel advise. From the ambassador, CJ, local officials, businessman, senator, etc., who were publicly humiliated and hundreds of grieving families, from all indication, within 3 to 6 months it is not drugs that will be eradicated but God forbid, rather our voice be heard. Instilling fear and creating chaos are ingredients toward what he wants to achieve. We’ll see after the burial sa libingan ng mga bayani has come to pass. I hope that the Military and the PNP whom he already rewarded handsomely will not fall into this trap. Perhaps a combination of gentle daang matuwid and Digong’s aggressive approach could be an effective and not deadly way in combating our country’s malady.

Duterte admitted, however, that he learned the alleged involvement of De Lima’s former driver, Ronnie Dayan, in Bilibid drugs only through intercepts of a “friendly country” shared with the Philippine government, which are not admissible in court.
He did not divulge the foreign government, but said he asked permission to reveal it in public. Duterte also said that particular country “is also mad at De Lima because she’s involved in drugs.”
Some other strange aspects of the presscon… he mentioned the Philippines might as well leave the UN and could form another organization together with China and Africa (towards the end, video on PTV)
He also mentioned that China was a victim of the Opium War the British started… while rambling… now I would not be surprised if the “friendly country” is China… all indications point in that direction.

The Philippines has not extended any invitation to any body, nor the U.N. to look into its national affairs. We are capable of our own internal dialogue.

Of the 87 applications 55 were from Chinese nationals. This appears to be a weekly occurrence.

UN expert on drug killings: ‘Invitation to investigate accepted’

The United Nations special rapporteur on extra-judicial killings has accepted a Malacañang’s dare for UN experts to come to the Philippines and seek for themselves the situation in the country.
“Invitation to investigate welcomed. Ready to see for myself,” said Agnes Callamard in a post on Twitter.

Malacañang on Saturday clarified that it did not invite United Nations (UN) “mouthpieces” to investigate killing of suspected drug dealers in the Philippines.
“The Philippines has not extended any invitation to any body, nor the U.N. to look into its national affairs. We are capable of our own internal dialogue,” Press Secretary Ernesto Abella said in a statement.
Abella clarified that the exchange between Presidential Legal Counsel Salvador Panelo and “UN mouthpieces” were unofficial.
He assured that the “drug situation” can be handled by Philippines authorities.
“… and so-called investigations by third parties are objectionable interference in the household affairs of a nation whose citizens welcome the change that the President and his people friendly policies and programs being set in place,” Abella said.
He added: “The liberal Western values being imposed upon an Asian nation that places premium on common good is both insensitive and displays a lack of appreciation for the diversity of global culture.”
Panelo had said in an interview with Agence France-Presse that UN rights experts scoring Duterte’s anti-drugs directives to policemen “better come over and see for themselves the real situation.”
On Friday, United Nations special rapporteur on extra-judicial killings Agnes Callamard replied to Panelo through her Twitter account.
“Invitation to investigate welcomed. Ready to see for myself,” Campbell said.
Abella clarified in the statement that Duterte’s “clear” orders to police officers are to “defend themselves, their lives or team” against drug suspects during police operations.
“Beyond these, the President operates under the presumption of regularity in the drive against drugs,” he said.
In a hearing on Thursday, Philippine National Police chief Director General Ronald “Bato” dela Rosa said they are investigating the summary killings of 899 drug suspects recorded from July 1 to August 15.
Dela Rosa also reported during the Senate probe that from July 1 to August 18, a totla of 665 drug suspects have been killed in legitimate operations.
The PNP had clarified that those killed in legitimate anti-drugs operations fired at policemen first and that the law enforcers were just trying to defend themselves. —ALG, GMA News

Don’t play the victim card as de lima did.
By showing emotion and vulnerability you give the psychopath what he wants – especially in a female, who he always sees as easy prey and are their primary targets in personal or professional life – and that emboldens him to continue even more in his quest for sadistic pleasure.
The approach is to stay calm, keep focussed on facts, play the individual at his own game by being distant and dismissive, and raise the level of discourse when appropriate.
Don’t always react and let him set the agenda or pace. Change the tempo and throw a curved ball now and again – humor him, and apply comedy, a psycopath hates that.

Even after 20 years of duterte’s antiquated and ill-conceived approach davao still suffers from a drug problem, and in that time has become the murder capital of the philippines, (and the high number of unsolved murders = low competence of police), and davao is also top/2nd for duterte’s other favorite topic – rape! Duterte is not the brightest tool in the box, and also without a clue about economics, business, innovation, or diplomacy, so an angry old age pensioner with more chips on his shoulder than in a branch of mcdonalds will only result in retrogression and isolation.
Maybe he and his side-kick should get the police to stop eating, lose weight, and start running round and actually solve some crimes.
If davao is duterte’s model for the new philippines then the result for the nation is obvious. The continuation of drugs plus the philippines becoming the killing fields of asia, with the resultant decline in investment, tourism, aid, respect, job opportunities etc.
Duterte is cutting off the nation’s nose, and will spite its face.

Du30 should be thankful to Senator Delima that an investigation is being launched under his government. However, he is even observed as frustrating the inquiry thus strengthening the charges against him and his henchmen once they are hauled to the International Criminal Court of committing crimes against humanity, the President-promoted extrajudicial killings.
In 2011, Philippines signed an agreement Rome Statute, which gives jurisdiction over the Philippines by the International Criminal Court on crimes against humanity.

My take is illegal drugs and pyramiding scams are not dissimilar.
They both appeal to false hopes. Victims of pyramiding are not sent
to prison or killed but drug users are. Scammers are hunted and brought to court
but named big time drug lords/supporters can have an audience with the PNP chief
or the President.
Demand for these false hopes can be negated with education/information campaign
and the supply side should be dealt with by intelligence and evidence gathering by
the police authorities including wire tapping if need be. There should also be a program
for drug users and small time pushers to squeal on their suppliers with the
benefits/rewards commensurate with the risks.
