An Excerpt from the book Marcos Martial Law: Never Again

To commemorate the death of Senator Benigno Aquino Jr. on August 21, 1983, I am posting here the link from our book Marcos Martial Law: Never Again.

I am grateful to our publisher, Filipinos for a Better Philippines, for allowing me to share with you this extract from the Collectors Edition.

    Sabi ni Police Chief de la Rosa sa Senate investigation noong isang araw wala na raw cellphone sa Bilibid. Pero kanina lang sa paggalugad ulit sa Munti, meron pa ring bulto bultong shabu, pera, patalim at mga cellphone na nakumpiska.

    Baka si Justice Sec. Aguirre ang dapat kasama sa matrix.

    Seriously, walang magagawa ang pagbatikos sa mga kina uukulan. Ang dapat nating gawin gisingin natin ang publiko na parang mga zombie na patuloy na nagbibigay suporta sa kanila.

    Napakahirap gawin nito. Para kang nangungumbinsi ng tao na huwag maniwala sa pyramid scheme. Hindi mo sila makumbinsi kasi mas masarap kumapit sa pagasa na uulanin sila ng pera kesa tanggapin na naloko sila.

    Pero magpursigi pa rin tayo at magigising din sila.

    Digong being Digong he decided to use the visitors toilets in Malacanan. He joined a young guy in the urinals. The young man finished before Digong, zipped up his trousers and walked straight to the exit. “Young man”, shouted Digong, “in Davao City they teach us to wash our hands after we piss.” Not in the least bit awed, the young man responded, “Sir, here in Manila they teach us not to piss on our hands.”

      they are also victims of bato, ginagawa ang mga surrenderers into arsonists at killers. they might as well burn bato’s house too.

      bato ought to pay surrenderers for their efforts, and provide them with transport, gallons of gasolina at saka lighters. else bato will take credit for the job the surrenderers had done at lalong tataas ang sahod niya. habang ang mga surrenderers got nothing.

      dapat wise ang surrenderers, hwag masyado magpauto.

        una sa lahat po ang bayad muna namin. kayo (bato) po sir ang nasa front line namin. kami po ang magbitbit ng gallon ng gasolina at kayo po ang maghagis ng gasolina sa bahay. kami po ang sisindi ng lighter or posporo at kayo po ang hahagis sa gasolina.

          dapat may teamwork talaga. and make gasoline free for all, sa buong bansa sa luob ng isang buwan. sagot nina digong at bato ang gastos, after all, and laki ng budget ni digong. libreng gasoline, libre ang karga. I may even get free gasoline too he, he, he. I got rubbish to burn.

          tama yan, dapat bato is there at each sortie, to supervise the surrenderers. untrained kasi yong mga surrenderers at hindi na tama ang pag-iisip, baka sarili lang ang kaya nilang sunugin.

          uhm, maybe it’s better to burn cars than houses. may mga guard dogs kasi ang mga drug lords, at tatahol kaagad yan, may mga cctv pa ang premises.

          palagay ko’y maraming surrenderers ang hindi sisipot, gaya ng hindi nila pagsipot sa ‘bicycling for good cause’ recently organized by the kapolisan. surrenderers were invited pero ni walang isa ang sumipot. apparently, wala silang bisekleta. no money to buy one.

          so if bato offers to pay them, baka surrenderers will heed.

    Thank you Ms. Raissa for the link. I just downloaded the chapter of your book. I’ll buy the book when I get the chance. By the way, I don’t know why every time I put a comment here, it is always under moderation. It started last year during the election campaign period. Can anybody tells me why?

        The vetting is fine.

        You put all handles (including me) in the same basket to gain a bit of your trust to pass your moderation for standards checks.

        In time I reckon the @The Observer, et al would gain his stripes (blogger’s trust) for real time commentaries.

        Thanks for the reply. Now, I am thinking that maybe the reason why my comments are always under moderation is because once I incorrectly used my handle. That instead of “The Observer” I only used “Observer.” Anyway, it does not bother me much naman if my comments are under moderation, kasi eventually naga-appear din naman kaagad dito sa blog.

    Recently, within the past few days, 17 Chinese nationals were apprehended in a drug den. Many of those caught held recently issued Alien Employment Permits (AEP).
    Today in the Philippine Star there are 99 mandatory listings for applicants requesting AEPs. Of these 47 were from Chinese nationals. Add on the Taiwanese applicants and you go well over 50%.
    When will it stop? It can”t be possible that there are no Filipinos who can do the work. Or, are they are dummies who are about to get involved in drugs?

      A trivial item but I am curious.

      I have been a contributor here not known for obnoxious comments. Recently, my posts which are mainly one or two-liners with non-controversial content have been put under moderation. I am not bothered about this; the comments eventually get posted in the blog.

      But I am concerned for your other contributors who may have something useful to contribute but on seeing the “under moderation” tag may be discouraged from further comments.

      No need to respond to this. It may just be a system quirk. But I have not experienced this almost automatic tag to all my posts recently.

        Don’t fell bad, you’re not alone. Being a regular commenter here for a long time, one would think my posts don’t get into ‘moderation’ from time-to-time, but they do. Some even get lost into cyberspace.

        I learned to accept it as minor inconvenience in exchange for the safeguards to keep the blog accessible, especially after the relentless attacks that brought down Raissa’s blog site a few times during the height of the election period.

        What I find more disturbing is what seems to be some well-bloggers bloggers’ scaling back, if not entirely giving up, on their efforts to fiscalize the Duterte government in the face of relentless intimidation. Joe Am and Professor Christina Astorga are just some of those who comes into my mind.

    The unprepared Philippine policemen in killing their helpless countrymen

    With the widespread impact on extrajudicial killings encouraged by the President as can be seen from the Senate inquiry, it appears he and Bato were just too inept in handling the rapidly deteriorating situation. From the body language of the policemen attending the inquiry, one get the sense na pati sila nasusuka na rin sa nangyari. In fact Bato exclaimed”Pagod na pagod na po kami sana order an na kami ng Presudente to stop”.

    Why the sense of confusion and loss from Bato and his men? I think it boils down to the fact that Philippine cops are not trained to kill helpless citizens. Doing this everyday can really destroy one’s sanity.

    They have the option to disobey an illegal order and once they do so…they can gain back that sense of peace.

      in my opinion, policemen are in (great) pressure to reach their quota to attain their target on or before 6 months. from the testimonies of the witnesses sa senate hearing and from other death related cases sa palagay ko ay talagang sadyang pinapatay at pinapalabas nila na nanlaban ang mga suspects. ganito ang kanilang modos operandi.

        tama, mukhang may quota, pataasan pa ng tally. kung kulangin, polis would just have to pick people off the street. no one is safe anymore, students and young children alike. killer for hire na ang kapolisan ngayon, digong promised them pay rise come december. and if they dont kill and meet the quota, they’ll lose thier jobs, gaya ng nangyari ng kapolisan sa bicol, 41 yata got fired. no pay rise for them.

      Would they experience PTSD? Soldiers sent in combats are known to experience this disease. And so our PNP even if they survive the senate inquiry, some of these men will be hunted by PTSD. And that not only affect them but their families. Uniformed men were trained in combat yet when they go back to normal life they have to go psychological treatments and follow up. We have heard news of soldiers in the US coming back from their assignments from war torn countries like Afganistan, Syria, Iraq and a number of them went berserk and snapped. Some committed suicides, some went wacko like the guy responsible for the Oklahoma bombing.

      Scary indeed would be the aftermath of this war on drugs. Imagine a policeman with a gun going wacko. Is the PNP prepared for this post drug war scenario? Or is is better not to wait for the post scenario but act on it now for the sake not only of the police force, his family but the society as a whole?

        correct me if i’m wrong: hindi kaya mayroong PTSD sina du30 at bato? bato works in davao for 30 years. lumaki na sya sa paligid ni du30. fab lines ni du30 papatayin kita o kaya papatayin nyo. nanlilisik na ang mga mata. kung baga nasa BERSERK MODE na ang dalawa.

        just few minutes ago, sabi ng pinsan kung taga bacolodhindia naman na ilabas sa tv doon pero iba na daw ang mga kilos ni bato habang binababa nya ang kanyang order to former drug users: ‘Burn down houses of drug lords’.

        ano ba ang kasunod nito? pag sinunog ba ng mga former drug users tatahimik lang ba ang mga drug lords?

      Intelligence fund is like free money for the concerned government officials – it is not subject to COA audit and is the kind of government funding subject to most misuse or abuse.

      By it’s name ‘intelligence fund’ one would think that only the military, the police agencies, and the foreign services would have it. Not so – even the Supreme Court has intelligence fund.

      And that is addition to ‘discretionary funds’ the government agencies regularly received. No wonder even the Supreme Court would have up to 9, yes 9, non-public or secret ‘trial balances’ before it can come up with a consolidated financial statement for the COA to audit.

    While the President and the Senators are very busy screwing each other for drugs and more drugs, here is a very dire warning given by their very govt to the citizens of their respective country. These countries and my own country now very soon will be covered in snow in a few more weeks and back to that feeling of never ending coldness. I just hope the leaders are being aware that the earth,its topographic surface is most affected with its variety of land forms and water areas, climate and shapes are ever changing, that these leaders fighting for who killed the most and who is anyone’s lover and right, we are all living in the Matrix, call NEO, ;)
    These leaders might as well focused also on making the rest live AND SURVIVE and not only about kiling l the drug scums of the earth as they see fit, however some are innocent as they are, but just ARE SURVIVING MAKING pantawid gutom wise. OH MY, this is so distressing. Can’t say anymore distressful expression.

    Here is what is being warned, yes , call me scare monger, but there is no harm in being prepared.

      Chief Supt. Ramon Melvin Buenafe, Bicol police director, said the police officers were relieved on Tuesday after evaluators from the Philippine National Police concluded that they have failed to meet targets on the implementation of the Oplan Double Barrel, a nationwide police campaign against illegal drugs.

        bato talks about ebidensya ng kapolisan thus absolving them of drug killings. kaso, si digong mismo nagsabi na ebidensya can be planted. likewise, it’s easy for polis to plant ebidensya. na victim kuno sila and acted in self defense, na nanlaban kuno yong suspect kaya binaril, na may packet of shabu found on the suspect, na may baril na hawak ang suspect. things are really stacked up against suspect. hindi lang na rub-out sila, pinagsingulangin pa.

        syempre, nagtatanog yong suspect nasaan yong warrant, and the answer given by kapolisan is immediate gun fire, patay ang suspect. nagtanong kasi, and that mounts to ‘nanlaban’ sa logic ng kapolisan. use of brute force, nagtamo pa ng mga pasa sa katawan ang mga suspects, pinaglaruan yata ng kapolisan, ginawang punching bags.

        sa kadami-dami ng arsenal ng kapolisan, may mga baton na dala, trained sila in subjugating and detaining suspect, may negotiation skills pa. but all boils down to shoot at the 1st chance they got. usually, kung tinutukan ng baril, sabi dapat ng polis, easy man, put down your weapon. let’s talk, see? there are are plenty of us and only one of you, so better cooperate and no one gets hurt.

        I have yet to read in the papers any negative news regarding drug users & pushers, and about police atrocities or poor performance, in Ilocos Norte.

      Di ba the families are assured of pensions, medical care and educational support when a policeman is disabled or dies in the line of duty? That should be basic for police organization to ensure they properly perform their mission. This should be attended to by the PNP top brass in parallel with their drive against any form of criminality including increase in their salaries.

    And who has seen her university certificate and her visa. Right, nobody. People are asking – is she a plant, or just a vegetable.
