Last Friday (07 October 2016) marked President Rodrigo Roa Duterte’s first 100 days in the highest public office in our beloved Philippines. With a resounding victory over four other worthy presidential opponents (who were all probably better funded than him), Du30 won the people’s mandate to govern by an unprecedented margin of more than 6,600,000 votes out of an electorate of over 55,000,000.
PEOPLE’S EXPECTATIONS
At the outset, much was expected of our new President Du30 – principally in the:
•Alleviation of mass poverty by providing wider openings for poor people to earn from new livelihood opportunities and/or find better-paying
jobs at home.
•Relief from the escalating costs of living, in particular, food, fuel, transportation, education and housing.
•Improvement of people’s quality of life, better governance and a happier outlook for the future which is being experienced by our Southeast Asian neighbors – for example, in the new Myanmar.
•Enhancement of public safety and national security in terms of the reduction of threats and risks arising out of the common, universal dangers of climate change, pandemic diseases, hunger and international terrorism, among others.
•Resumption of the Mindanao Peace Process particularly with the maintenance of an effective ceasefire, collection of a greater number of loose firearms, and removal of socio-economic-political barriers to a final peace agreement.
•Beginning of Charter change and legislative reforms represented by the FOI bill, climate change adaptations and reduction of taxes, among others.
•Upliftment of the morale of people and prospects for a higher position of respect and dignity within the community of nations (In 2015, the Philippines ranked in the bottom half at 115th, lower than Samoa, out of 195 countries in the UN Human Development Index).
OF COURSE, WE ARE TALKING ONLY OF THE FIRST 100 DAYS. WE DO NOT INDICATE HERE A WISH-LIST OF OUR HIGHEST ASPIRATIONS TO BE ACHIEVED IN THE 6 YEARS OF THE PRESIDENT’S TERM – BUT ONLY WHAT COULD HAVE BEEN DO-ABLE BY P. DIGONG, IF HE HAD HIT THE GROUND RUNNING INSTEAD OF BEING STUCK IN UNENDING CONTROVERSIES ABOUT EXTRA-JUDICIAL KILLINGS OF DRUG SUSPECTS AND IN HIS ABILITY AT USING CUSS-WORDS AND INSULTS INSTEAD OF CIVILIZED LANGUAGE.
TEAM PHILIPPINES LOSING BADLY
IN THE OVERALL ASSESSMENT BY THIS WRITER, WE FIND OUR TEAM PHILIPPINES LOSING IN THE FIRST 100 DAYS OF DU30’S ADMINISTRATION –AND LOSING BADLY. THIS IS A HUGE DISAPPOINTMENT AND LET-DOWN TO MANY OF US.
Looking, however, at just the first year of P.Du30’s 6-year term, there is still enough time to correct the most serious flaws in both our national leadership and national team so that in the end, the Filipino people and the Republic of the Philippines as a competitive country in our part of the world might still regain its rightful reputation as a vigorous and rising competitor in the family of nations – as we used
to be known for in earlier days.
FVR’s focus regarding this assessment of Du30’s first 100 days is based simply on two concepts of primordial importance – LEADERSHIP and TEAMWORK – because that is where the obvious failures have emerged at this point in time.
In terms of leadership, Senator Dick Gordon has said it so truthfully and directly: “Du30 Is Falling On His Own Sword” (The Manila Times, 04 Oct), adding that the President is too noisy, and should stop saying repetitively: “I’ll will kill you.” (Is this the norm in Presidential public relations??). Ours is not to heap more brickbats on P. Du30 – because he has had more than enough already – but to help enable him to
transform (thru his own efforts) from a mere provincial official to a capable international player at the head of 101,000,000 multicultured Filipinos.
THE OUTCOME ASPIRED FOR BY THE MAJORITY OF US IS TO INSURE THE BETTER FUTURE OF OUR YOUNGER GENERATIONS WHO, IN DUE TIME – WILL ASSUME THE MANTLE OF LEADERSHIP OVER OUR NATION’S POLITICAL, SECURITY, CULTURAL, ECONOMIC AND OTHER INTERESTS.
HISTORICAL RELATIONS OF FILIPINOS AND THE JEWISH PEOPLE
Among the most unfortunate gaffes of P. Du30 was headlined thus “Duterte Gets Global Rebuke for Hitler Quip” (Daily Tribune, 02 October).
The timing of this unnecessary outburst took place almost to the very moment, of the burial of the great Jewish leader, the late President Shimon Peres – known more famously as a co-founder of the State of Israel and Nobel Peace Prize winner in December 1994. The world’s eminents – old friends and foes alike – came to honor Peres at his final resting place.
IN 1938, IT WILL BE RECALLED PRESIDENT QUEZON AGREED TO ALLOW 30,000 JEWISH FAMILIES – OR MORE THAN 100,000 JEWS – TO SETTLE IN THE PHILIPPINES. THE IDEA WAS FOR MOST OF THEM TO RESETTLE IN MINDANAO, PARTICULARLY IN BUKIDNON, TO BE INVOLVED IN FARMING.
Last year, FVR had the opportunity to meet some of the children of these families at a reception for them by the Alumni Association of the International School of Manila who were here for their Homecoming. They are now in their 80s like FVR.
THEIR STORIES OF REMEMBRANCE ABOUT OUR GOVERNMENT’S CARE FOR THEM AND THE SAFE UPBRINGING OF THEIR CHILDREN IN THE PHILIPPINES IS HEART-WARMING
INDEED.
FILIPINO HOSPITALITY AND HUMANITARIANISM
THE PHILIPPINES HAS A RICH HISTORY AND TRADITION OF HOSTING REFUGEES FROM ALL AROUND THE WORLD. FIRST, THE JEWISH PEOPLE TO WHOM OUR COUNTRY GAVE SANCTUARY IN THE LATE 1930S AND EARLY 1940S.
During the Spanish Civil War from 1936 to 1939, droves of Spanish Republicans fleeing the fascist Falange Española of General Francisco Franco came here.
Then came the “White Russians” when they fled from Shanghai in 1949 as the Communist Red Army was about to lay siege. Some 6,000 of our Russian guests lived in Guiuan, Eastern Samar, for 27 months. Many later relocated to America, Canada, and Australia. Others opted to remain in the Philippines.
Twice, Chinese mainlanders were given refuge and the opportunity to prosper is the Philippines. First in 1940, when Chinese refugees fled to the Philippines thru Hong Kong to escape the atrocities of the invading Imperial Japanese forces. Second in 1949, when some 30,000 Chinese mainlanders belonging to the Kuomintang also sought sanctuary in the Philippines to avoid capture by Communist Chinese forces. Here, like all foreign refugees that we had welcomed with open arms, they nurtured their families and businesses to prosperity.
From 1975 to 1995, the Philippines, in cooperation with the U.N., provided food, healthcare, education and safety to 400,000 Indochinese “boat-people” (Vietnamese, Cambodians and Laotians) in Morong, Bataan and Puerto Princesa, Palawan prior to their relocation to other countries.
During FVR’s Administration in 1996, after the U.N. refugee programs had ended, some 3,000 Vietnamese refugees were allowed “indefinite stay” in “Viet Ville” settlements in Palawan and elsewhere, supported by the CBCP’s Center for Assistance to Displaced Persons (CADP).
IN MAY 2011, THEN PRESIDENT BENIGNO S. AQUINO III SIGNED THE INSTRUMENT OF RATIFICATION TO THE 1954 U.N. CONVENTION RELATING TO STATELESS PERSONS. THUS, THE PHILIPPINES CONTINUES TO PROVIDE HUMANITARIAN AID AND SANCTUARY TO REFUGEES AND STATELESS MIGRANTS.
The importance of the humanitarian values of our Cultural Legacy cannot be overemphasized. And part of that Legacy are our Virtues of Hospitality and Compassion that we readily extend not only to fellow Filipinos, but also to foreigners like the Jewish people who lived on the other side of the world during the time of President Manuel L. Quezon.

MANILA—An elder statesmen who helped persuade Rodrigo Duterte to launch his successful bid for the Philippine presidency expressed disappointment over the new leader’s performance in his first 100 days in office.
“Team Philippines [is] losing…and losing badly,” former President Fidel Ramos, who served six years in the 1990s, wrote in an essay published in the Manila Bulletin over the weekend. “This is huge disappointment and letdown to many of us.”
Mr. Ramos’s critique is an early sign of fractures in Mr. Duterte’s coalition of supporters, despite strong poll numbers, amid a barrage of bad press over the president’s deadly “war on drugs” and the obscenities and insults he has repeatedly directed at foreign critics who express concerns about human rights and due process.
In one of his strongest attacks against the U.S., Philippine President Rodrigo Duterte told President Barack Obama to “go to hell.”
Ernesto Abella, spokesman for Mr. Duterte, said the administration respected Mr. Ramos and viewed his comments as fatherly advice. But he said the comments were more about “the president’s language” than “actual actions” he made. “While there may be some concerns..the president is a man of action and really we need to appreciate that more,” Mr. Abella said.
While noting that Mr. Duterte’s six-year term had just started, Mr. Ramos said there were “obvious failures” at this early stage “on two concepts of primordial importance—leadership and teamwork.”
He said more could have been done if Mr. Duterte had “hit the ground running instead of being stuck in unending controversies about extrajudicial killings of drug suspects and in his ability at using cusswords and insults instead of civilized language.”
Mr. Ramos, 88 years old, was among the few big-name politicians who helped persuade the longtime mayor of the southern city of Davao to run for president. In his inaugural speech, Mr. Duterte thanked Mr. Ramos profusely for his help and appointed him as special envoy to Beijing to help repair relations strained by territorial disputes in the South China Sea.
Mr. Duterte, who won by a landslide in the May presidential elections, celebrated his first 100 days in office on Friday.
Since then, Mr. Duterte has become notorious for his outbursts. U.S. President Barack Obama canceled a meeting with him in September after Mr. Duterte appeared to call him a “son of a whore” during a press conference….

But beyond the blasts of hyperbole — he recently compared himself to Hitler — lies a real and potentially historic shift in Philippines foreign policy.
In public statements and interviews during the past week, Mr. Duterte’s top foreign policy advisers said he was seeking to break the Philippines out of the United States’ orbit and signal to China that he is ready to negotiate closer ties after years of wrangling over its military presence in the South China Sea.
The move is a radical departure for a country that has historically been the most dependable American ally in Southeast Asia, and could undermine Mr. Obama’s so-called pivot to Asia, a keystone of his foreign policy. That strategy depends on American allies to counter China’s
increasing power in the region.
On the South China Sea, Mr. Duterte’s move has already tilted the balance of power, said Richard Javad Heydarian, a political scientist at De La Salle University in Manila. By declining to press claims against China over disputed territory there, despite a favorable ruling
by a United Nations tribunal, Mr. Duterte has made it hard for the United States to galvanize international pressure on China over the issue.
“Almost single-handedly Duterte has reshaped the regional strategic dynamics, with both Beijing and Washington recalibrating their next move in the South China Sea as they try to anticipate the Filipino strongman’s foreign policy trajectory,” Mr. Heydarian said.
Mr. Duterte, who is expected to visit Beijing this month, has made no secret of his worldview.
“I will be reconfiguring my foreign policy,” he said in a speech last week. And at some point, “I will break up with America.”….

Actress Agot Isidro has sparked a national debate on the state of Duterte’s mental health after urging the 71-year-old to seek psychiatric treatment in a Facebook post that has been shared nearly 11,000 times and received more than 28,000 “likes”.
“I know a psychiatrist. Get yourself checked. You’re not bipolar, You’re a psychopath,” Isidro wrote after a week which saw Duterte call Barack Obama the “son of a whore”, embrace comparisons to Hilter and dare the world to withdraw foreign aid “crumbs” allocated to his nation.
No one’s trying to fight you. As a matter of fact, you’re the one who’s picking a fight,” she continued.”The country where you are elected as President by 16 million out of 100+ million is Third World. You talk as if the Philippines is a superpower. Excuse me, we don’t want to go hungry. If you want, you do it yourself. Leave us out of it. So many people have nothing to eat, and yet you’ll starve us even further.” Isidro’s reference to bipolar disorder stemmed from a May press conference in which Duterte jokingly told reporters not to believe his “preposterous statements” because he was bipolar.
However, the surging death toll from his ongoing war on drugs is no laughing matter, with more than 3600 people killed by vigilantes and police since his government came to power. Isidro’s post prompted an explosion of comments from politicians, fellow celebrities and ordinary citizens, many of them supportive, others not so much.
Presidential spokesman Ernesto Abella said that while the actress was entitled to her own opinion, “we need to really hear what the president is calling on Filipinos to do, which is be free from dependence on foreign aid, which is what the lady is fearful we will lose.
“The president is calling for Filipinos to be truly independent economically and mentally and psychologically,” Abella said, according to the Philippine Inquirer….
Meanwhile, French daily Liberation has described Duterte as a “serial killer” in a front-page story detailing the vigilante killings allegedly carried out at his behest during three decades in politics. Human rights groups have claimed hundreds, possibly thousands, of drug addicts and dealers were murdered by Duterte’s notorious Death Squads during his 20-year reign as mayor of Davao.More than 3600 people have been killed, including 1700 in police shootouts, since Duterte took office on June 30 as part of his brutal

I think our problem is not so much that we have a bad leader but that we do not have a good one. We have martyrs but being a martyr is different from being a leader.
We spend so much time and energy excoriating the president now but what we neglect to do is find an alternative or option around which to rally the people.
It is easy for evil to dominate because its members very easily consolidate and conspire. On the other hand, the voices of the principled dissenters tend to be fragmented and scattered – at least in the beginning.

funny thing is, china is fond of recycling imported goods, making it their own and then reselling them at much higher prices. bet, our exported bananas will be made into banana flour in china, the new age flour so enamored of health fanatics around the world, good for those with glutten intolerance. and then the healthy banana flour sold back to to us, in pinas, at exuberant prices. halos hindi abot kaya ng karamihan.

we are part of international exchange program where foreign professionals come to pinas and impart modern knowledge at kaalaman, teaching and training pinoys newer and better methods of doing things. and in return, those trained pinoys go out into far flung villages and impart the knowledge gained also to other pinoys, and so on.

Has DeLima been charged of any case? Why is there a memo released putting her on the lookout list? I thought I read somewhere that Aguirre admitted that there is no airtight case against DeLima yet. And my humble understanding is that Without any charges, one cannot be put on the lookout or hold order list. Or, is this within the scope of lawless violence emergency state?
Btw, two of the main reasons why the state of lawless violence were the “seriousness” of the drug problem and another stemming from Davao explosion too. Now that have apprehended the 3 suspects for the explosion and that the war on drugs has been verY successful, significantlY reduced, accordingg to Bato, does that mean that the emergency state of lawless violence is about to be lifted soon? “The anti-American comments are beginning to harm some new opportunities for the Philippines, as we know several trade missions and BPO investment plans have been cancelled. This is regrettable,” John Forbes, American Chamber of Commerce of the Philippines senior advisor, said.
“We do have information on cases of local European companies (in) manufacturing who put expansion on hold. We also sense hesitation from European firms to consider the Philippines as investment destination at this point,” European Chamber of Commerce of the Philippines president Guenter Taus, for his part, said.
Taus said based on information the group received, several trade and investment visits from Europe to the Philippines were also under consideration of cancellation.
