Today’s Digital Edition of South China Morning Post publishes my lengthy piece on President Rodrigo Duterte’s pivot to China. I’d like to thank for granting me interviews Dr. Alfred McCoy, Prof. Randolph David, Gen. Victor Corpus and the others who gave a briefing at Wilson Lee Flores’ Kamuning Bakery. They include Herman Tiu Laurel, Ado Paglinawan, former Senator Francisco Tatad, Rod Kapunan and George Siy. They gave a different perspective to the South China Sea issue.
The South China Sea issue is one topic that is close to the bone.
Below is my analysis of the issue.
DUTERTE PLAYS A DANGEROUS GAME IN THE SOUTH CHINA SEA

When Japanese Prime Minister Shinzo Abe visited Rodrigo Duterte’s family home in Davao City last month, it was more than just the shared durian that suggested the Philippine president’s radical new “independent foreign policy” was bearing fruit.
While the pair indulged in a day of dressed-down diplomacy – Abe in a white short-sleeved polo shirt, Duterte in an untucked flannel shirt and leather shoes with no socks – and photo opportunities that included the Japanese leader visiting Duterte’s bedroom and naming a rare Philippine eagle “Sakura” (in reference to Japan’s fabled cherry blossom), observers were quick to assign deeper geopolitical significance to what was otherwise a laid-back affair.
The headline act of that day was Abe’s parting gift – a pledge of a US$9 billion aid package and an offer to help Duterte in his trademark war on drugs and terror.
Most analysts saw this as a reflection of Abe’s determination to match recent largesse from China, which in October pledged US$15 billion in investment and in January agreed to cooperate on 30 projects worth US$3.7 billion. To Duterte supporters, it was proof that his diplomatic pivot away from the United States and into the arms of China and Russia was starting to pay off.
But if Duterte’s pivot – which many see as an effort to play the Philippines’ rival suitors off against each other – has been reaping some early dividends, some experts warn it has the potential not only to undermine US hegemony in the region, but jeopardise the Philippines’ control of its natural resources and even threaten Duterte’s own grip on power.
Those suggestions gained credence this week when the Philippines’ Foreign Secretary Perfecto Yasay spelled out for the first time the Duterte government’s policy on the South China Sea, telling lawmakers: “My position, which is the official position, is that the disputed part of the South China Sea has never belonged to anyone.”
That came as a marked departure from the country’s previous stance, which saw it take its long-standing dispute against Chinese territorial claims in the sea to an international arbitration court in The Hague. The court ruled in the Philippines’ favour in July and Duterte’s apparent willingness to forgo that advantage has lent weight to suggestions he may be willing to sideline sovereignty claims in return for influence with China.
It’s a dangerous game that [Duterte’s] playing,” said American historian Alfred McCoy, who believes that in accommodating China in the South China Sea, the Philippines is in danger of becoming a pawn in a two-pronged strategy by China to deal a “crippling blow to US global power”.
He argues in a new book, In the Shadows of the American Century: The Rise and Decline of US Global Power, that China is trying to break out of “US lines of encirclement” that enable Washington to “dominate both ends of the Eurasian land mass”. These lines include its alliance with North Atlantic Treaty Organisation countries in the West and its Pacific alliances in the East that have let it set up bases in countries including Japan, South Korea and, in particular, the Philippines.
One prong of China’s strategy, according to McCoy, is to become the epicentre of a vast Eurasian continental market through efforts such as the “One Belt, One Road” trade initiative to link economies through infrastructure. The other prong is to break US encirclement with bases on man-made islands in the South China Sea and a US$200 billion Port of Gwadar in Pakistan.
McCoy said that Duterte risked a military coup if he traded financial support from China for silence over Beijing’s build-up of armed forces in the strategically located waterway through which a third of the world’s shipping passes. “There’s a possibility that if [Duterte] moves too far to China,[and] he’s giving away the Philippine territorial waters in the South China Sea, this could produce a very strong nationalist reaction among the ranks of the military,” he said, noting that Philippine military officers had long enjoyed close relations with their American counterparts. “That’s one of the very real threats that he faces. He’s got to be very skilful in the way that he handles the armed forces.”
Even without a coup, McCoy said that in backing away from the arbitration court’s decision the Philippines would be at risk of losing a third of its maritime territory, located in “the richest fishing ground in the world” with a vast potential of hydrocarbon deposits. “And what would they get for it? Low cost loans which would have to be repaid. It doesn’t strike me as a great bargain so far,” he said.
With both China and the US seeing their relationships with the Philippines as key to their ambitions in the South China Sea, Duterte has a powerful bargaining chip, one he has shown every intention of using since the arbitration court’s ruling.

The unintended tyrrany of the minority is now unravelling.
With 16 Million desperate Filipinos’ choice, they gambled our nation’s well-being on Duterte.
During the campaign period, the candidates promised the moon and the stars, but among them only Duterte offered an ancient prescription to cure the problem of a modern person by blood letting. This prescription seems a big joke for bloodletting considers the body fluids as ‘humorous’.
Unexpectedly, Duterte was hired as our top problem solver.
Duterte did not disappoint his 16 million followers. Duterte applied his proven method in Davao to instill fear among petty criminals. His solution is execution without trial- Death Penalty without Trial!
The majority of Filipinos who did not vote for Duterte could have the last laugh and mock the minority of 16 Million who were duped and among their ranks are the victims of Duterte, instead the majority complained and called out Duterte’s War on Drugs as bait and switch as War on the Poor! The majority insisted that this madness should stop and bring back sanity in our government’s fight against drugs, criminality and poverty. It is ironic that this kind of bloodletting is not humorous as claimed by the ancients.
Unfortunately, the majority of the Filipinos are not represented by the supermajority in the Lower House and the Senate. People’s Representatives is an Oxymoron in our case.
It takes a handful of brave elected persons to fearlessly expose the now so much powerful Duterte, having muzzled almost all the branches of government and even conscripted them to be part of his executioners. De Lima and Trillanes are the courageous few! Robredo was hopeful that Duterte would find enlightenment and correct his mistakes, but eventually Robredo found out lately that Duterte is a nut case and needs to be exposed as well.
As bullies often abusive on the weak, they back-off when a the bullied is a strong person and in Duterte’s case when it involves the foreigners. When Jee’s case exploded, Duterte is now dealing with the Korean Government. How could Duterte fool the Koreans? How could Duterte justify his War on Drugs was applied to Jee and the brazenness of the PNP to kill him in Camp Crame? There is now an outside pressure of a powerful Korean Government and Duterte needed to back down so Oplan Double Barrel was put into hibernation.
With Lascanas turnaround and corroborated Matobato’s testimony and Human Rights Watch very damaging Report, Duterte is now in the defensive.
The decision in the Senate to reopen the EJK Investigation caught Duterte by surprise, thus damage control should be instigated. To add insult to injury and our intelligence, and even more on our learned Senators’ pride, it was Senator Pacman, who is Duterte’s hitman in the Senate, pulled the trigger and some of the vocal LP Senators who did not toe the line were stripped of their Committee Chairmanships. The reorg will definitely control the order of issues to be inspvestigated in the Senate as well as delivering counterpunches on the newly self-declared LP opposition. PNoy is also now in the crosshairs to serve as diversionary tactics to keep away the attention on tye EJK investigations.
On how to discredit Lascanas in his well anticipated testimony in the Senate, the pro Duterte Senators are now trading strategies and prepare tp tear down Lascanas as mere paid witness. Pacquiao can’t wait to beat Lascanas to a pulp with Pacquiao’s distorted logic and citing verses from the Bible. Gordon is now practicing his pushing and pulling his dick…moves. Other Senators are shying away and on the fence to avoid the wrath of the watching public.
Duterte is ignorant on how to justify his crimes against humanity as a result of his War on Drugs, which crimes are now within the glaring spotlight in the ICC and UN. Duterte with all his sincerety admitted that he sees Trump as crazier than him, and Duterte stopped provoking the US government.
Duterte has plan B, to quench his thirst for blood. He ordered his stoogie Speaker Alvarez to railroad and pass a Death Penalty Law! Death Penalty is not popular even among the members of the House of Representathieves who are task to formulate. Heinous crimes from murder, rape, and plunder and drug trafficking are supposed to justify imposing Death Penalty as a deterrent, but Plunder scared the ranks of rapists and plunderers among the Representathieves, thus a compromise was reached that only drug related crimes are solely punishable by Death. It is noted though that the voting was done in a manner of Viva Voce to avoid identifying the Representathieves who voted for its passage, and avoid a personal backlash. Alvarez spins it as a success! Death penalty is only applicable to democracies with a strong functioning justice system, and Philippines is so weak in this point that Death Penalty is not a deterrent but a tool for coercion, intimidation and extortion of unfortunate targets of whoever wields the power in government and the police.
Sinec Duterte’s popularity is waning among his 16 Million Cult, Duterte’s strategists’ made aomw recommendations that Duterte needs diversionary tactics, thus Peter Tiu Lavinia is chosen as the sacrificial lamb. Lavinia is an outsider and does not have any incriminating evidence against Duterte’s crimes thus a convenient sacrifice. DOJ Wiguirre is different though. Eventhough Wiguirre and his Frat Bothers he appointed in BI were caught to milk Lam, through fixer Sombrero in 100 million peso-extortion charges, Wiggy knows too much being the lawyer for Laud of the Laud Quarry as dumping ground of Davao Death Squad, thus Wiggy is biggy in Duterte’s inner circle.
Duterte’s focus on bloodletting and his Cabinet Team of incompetent old men, this government does not have a clue on the repercussion of the world economy decline and its effect on the remittance of OFWs and couple it with Duterte’s belligerence against foreign investors, our economy is poise to suffer in great decline. Local employment is in the decline and can’t be bouyed up by jobs created online for Duterte Trolls and the paid riding-in-tandem to kill drug users. Inflation is now inevitable and increased in unemployment will result to increased in poverty and more criminality.
Our state of the nation is in dire condition. It is akin to an already chronic sicked nation having acquired a new cancer which spreads rapidly and plunges it into coma. It is obvious though that this cancer, though malignant, could be removed through surgery, but the operation should be done immediately lest it metastasise rapidly coupled with excruciating pain, which even Fentanyl could not numb temporarily.
This newly invasive cancer is no other than Duterte.
Thus, as our self-evident right to survive, we need an emergency surgery and cut this off as cleanly as possible so as to provide us with a new lease of life.
In order for the Filipino Nation to live, Duterte must be removed!
Let us sharpen our knives and collaboratively perform the much needed surgery!

I dont know, if the boy lived up to his name, big trouble yan. stonefishes are poisonous and have killed many beach goers and fossickers. they look like rocks o kaya stones sitting benignly at the bottom of the sea, harmless and barely moving. they also like to hide among rocks and under the rocks, but the moment you brush past them, or step on them, or made contact with them, your life could be in terrible danger. lot of people found that out too late.
seek immediate help if stung by a stonefish. adminster antivenin (if you know how), and pour vinegar to neutralize the sting. but be aware that in a matter of seconds the poison may travel up the blood stream and caused death of specie.

guys, there is newest dog on the block, a puppy named stonefish, baby son ni sara duterte. looked odd sa pic, cyanotic yata (bluish) yong bata. having bluish tinge on the skin is common in babies with breathing problems. newborns are usually pink if perfused, breathing well and kicking.

Unequivocally, Duterte drug war is half cooked due to corrupt policemen while the economy is tanking. Money to finance infrastructures will be hard to come by due to high interest rates caused by depreciating peso. Even the Chinese minister postponed his visit to Phikippines to finalize Chinese offer of financial loans and infrastructure building assistance because Chinese economy is not doing great with Trump in White House.
Duterte is focused on ridding the country of addicts and pushers which is an impossible dream because no nation in the universe has been successful in this idea while forgetting that what he needs to concentrate doing is to work hard improving the economy by creating more local jobs for the many unemployed, most of whom belong to the 16 million who employed him.

President Duterte’s pivot to China will not gain benefits for the Philippines more than what should be expected without his pivot. Duterte is mistaken if he thought that Beijing would shower him or his administration with special benefits in exchange for his pivot to China. Beijing has a very good read of the psyche of Filipino politicians and knows which buttons to push for the likes of Arroyo, Binay, and now with Duterte to gain the most advantage for China.
What is hyped as Duterte’s successful trip to China is actually a huge failure in that he did not come home with economic aid in exchange for his pivot, but on the other hand the Philippines lose significant U.S. aid as a result of his pivot. What he got from China are commitments for loan package and trade agreements that are likely to be onerous. The loan package is likely to contain covenants for the purchase of Chinese products and services absent competitive bids. And the trade agreements are likely lopsided in favor of Chinese companies.
Beijing is likely to view its relationship with Duterte with extreme caution and skepticism due to his pickle-mindedness, volatile temperament, and lack of coherent and sustainable foreign policy. His pivot to China is one of political, if not personal, expediency and is not rooted on nationalistic ground and principles – it is bound to be short-lived as is shown in the sudden and unexplained cancellation of a Chinese commerce minister’s visit to the Philippines this month to sign some 40 joint projects worth billions of dollars.
If anything, Duterte’s pivot to China provided Beijing with face-saving opportunity to deescalate the heightened tension in South China Sea. Many political analysts viewed China’s flexing of military muscles in Southeast Asia as primarily intended to arouse nationalistic fervor among the Chinese to divert their attention from the worsening economic situations at home and from the increasing political unrest in Tibet, and to muzzle local political dissent.
In spite of its being the second largest economy in the world today, China is in broad economic turmoil due to its slowing economy and overextended financial burden. It will be recalled that the worsening economic problems in China caused a near meltdown of the world financial markets some two years ago. And President Trump’s protectionist stance and efforts to bring jobs back to the U.S. and impose stiff tariff on foreign goods are making things more difficult for the Chinese economy.
It would be safe to assume that Beijing is aware of Duterte’s political gambit to play the U.S., the Chinese, and the Russian cards to his advantage, reminiscent of how Marcos skillfully played the Russian card to keep President Reagan’s support of the Marcos dictatorship. But Duterte is a political novice that can easily fall into Beijing’s masterful political gambit.
A political novice himself, Pres. Trump created a diplomatic breach when he called Taiwan’s President Tsai Ing-wen, essentially brushing aside the U.S. One-China policy. The resulting international uproar forced Pres. Trump to do an about-face and issue a statement confirming his administration’s commitment to the U.S. One-China policy. Is this about-face has something to do with the cancellation of the Chinese commerce minister’s visit to the Philippines this month? Is it a sort of U.S-China détente? Is it a “Don’t encroach in Taiwan and we won’t encroach in the Philippines” kind of thing?
To be sure, China’s flexing of military muscles is not only a threat to her neighboring countries, and the U.S., but it is equally problematic to China as well because of the groundswell of defensive response from many countries to China’s provocation. Already there is an increasing clamor in Japan to amend its constitution to allow for the creation of an offensive capability to its armed forces. In India, the government is accelerating the upgrade of its military capability using its sophisticated railways system should there be a disruption of passage through the South China Sea. And Vietnam has shown an increasing willingness to engage the Chinese in armed skirmishes.
On the other hand, the Trump administration has just made public its proposed budget for the next year that includes a very substantial increase in military and defense spending. There is no doubt that this is partly in response to China’s flexing of power in Southeast Asia. Will China respond in kind, spending wise? Highly unlikely because of the enormous strain it will cause on her already slowing economy and overextended financial burden. Consider this for instance: her newest aircraft carrier, the Liaoning, is not entirely new but a refurbished Soviet carrier Varyag. This reminds us of Pres. Reagan’s star wars defense program – it was designed to bankrupt the Russian economy if the Russians attempted to match it.
Of late there have been reports of armed military installations in the Chinese reclaimed islands in South China Sea. While these are matters that are of serious international concern some analysts believe that the installations have limited military capability because the Chinese would not be folly enough to expose their highly guarded military secrets to U.S. eavesdropping. The U.S. can always invoke its right to safe passage to make close-by navigation runs, overhead and underwater, for military intelligence gathering activities. Additionally, maintaining and guarding such facilities in remote islands very far from the Chinese mainland is very expensive.
There is no doubt that it is in China’s own interest to deescalate the tension in South China Sea and to dial down the political rhetoric. Duterte’s pivot to China may have just given Beijing the pawn it needs in its game of political game of chess with the U.S. And in any game of chess, the pawn can easily be sacrificed.

misis should give us demonstration on how to dress bullet wound, what sort of bandages used, ointment if any, and if saline solution was used to clean the debris in and around the wound, kalo na kung may glass spinters (from the windshield) yong wound. it would be hard to dig a bullet off the wound, she would need sterilized forceps, also anesthetic drug dahil sobrang sakit yan. at may dugo pang aagos, you can hardly see the wound, you need something to wipe or suck off the oozing blood while the process is going on. if you have seen doctors removed bullet from a wound, you’d know what I mean.

The mainstream media missed reporting it. But during the PMA Alumni Homecoming a week ago, the mistah’s of Trillanes from Batch ’95 wore peach color when they paraded while the guest of honor was Duterte. This is an implied call for impeachment of Duterte. My point is, they might be insignificant in numbers, but, if they know there is an overwhelming clamor for it, this might stoke military adventurism again. We just need a confluence of events for this coup to happen.

Acc to Sen Villar, Pacyu volunteered to do it. I’ve seen 7 presidents in my lifetime and this is the first time I’ve seen a senator, rookie at that, do such a dirty job- those with proper education, skill and character didn’t dare do it to their colleague, when the occasion called for it. Pacyu did it to five very learned men. He really is a good boxer, for now. Alas, he does not realiza some good things never last!
