Roilo Golez was the last person I thought would die so soon. The former lawmaker and national security adviser was lean; he looked fit and was active.
His death came as a shock because the last thing he tweeted was this:
In retrospect, it seems that while he was saying “Good morning!” Philippines, the photo was really that of Golez leaping into eternity.
So long, Sir. I will miss interviewing you.
I will miss your patient explanations.
To the end, Golez was tweeting and writing about the West Philippine Sea and standing up for the rights of Filipinos.
He died on the eve of our Independence Day.
One of his last tweets was a personal appeal to President Rodrigo Duterte to file a diplomatic protest on behalf of Filipino fishermen whose catch was being seized by Chinese coast guards.
Golez said:
“We Filipinos should stand up for this man.
Mr. President, Sir, I appeal to you to order the filing of a strong, publicly announced diplomatic protest.I believe Chinese Coast Guard personnel not only violating our Exclusive Economic Zone but also committing acts of piracy.”
Golez insisted that the fishermen were being bullied, contrary to the government’s denials.
He tweeted:
“The Chinese Coast Guard men did not look like they were bullying? They came on board an armed speed boat from a huge mother ship to confront a fragile Filipino banca. That per se is bullying. No need for mean looks and huffing and puffing.”
I have an idea, Sir.
Do you think you could spare a moment to visit Duterte’s bedroom, you know, the one with the mosquito net, and remind him yourself everything he should be doing to ensure that the West Philippine Sea benefits future generations of Filipinos?
Perhaps, now, he will listen to you.

IT is the Legislative Branch’s Constitutional mandate to rule and impeach, in this case the Head of the Judiciary Branch. It is not necessarily moot and academic if another branch has decided based on a quo warranto petition. Impeachment is the constitutional path of way to remove a head of a branch of gov’t.
IF BB Marcos uses the PET (SC) to “discredit the victory of Vice President Leni Robredo and cast doubt on the integrity of our election system.”* Why would the Legislative Branch deny another Head of Branch her constitutional right to be heard? House Representatives should demand their LH leaders to put to vote, what they have already started in Justice Committee.
Cunning BB Marcos has used the publicity and political mileage with his PET case. SC CJ ML Sereno deserves justice, to be heard in an impeachment court.
House Leadership(s) spill? Current LH leaders failure to continue the impeachment process, is their tantamount failure to assert their independence, also as duly elected representatives of their constituents. Failure to do so, then shows they cow tow as lap dogs of the Executive Branch leader, who openly regarded another Branch Head (Judiciary) as his enemy. It was a political ‘moro-moro’ process all along. tsk tsk tsk if the House Representatives fails to assert their mandate when they resume session.

Eating ‘a fruit’ from a tree that is forbidden is preposterous. If it is a fruit then EAT IT!
The fellow who wrote such story was not even around at the time. Did he or she say she or he was there at the time of the incident? Nada. So, how can he or she say it happened like that?
Fake yun. Eating a created fruit resulted into a sin, an original sin? And acc to our religion’s teaching, handed down to generations of children? Fake yun.
My take is this: the original sin was adultery and concubinage. What Eve erred was to love a another handsome male [ it was the Devil] better looking than Adam. She tasted the hanging fruit of D-handsome male…his balls. Taste better than Adam’s.
She then goes to Adam bringing the now D-pretty she [ clever Devil changing into a pretty SHE] who Adam not age but cohabited with this SHE like a 2nd female companion.
Thus, both Eve and Adam, committed adultery and concubinage, respectively. Yan ang original sin. But their children through generations could not have done the same. It’s fake story to extend that sin downward.

The big task ahead for this country is shifting to Federalism form of government.
Every voter must put in mind to consider the following:
1. Should a present unitary form of government shift to federalism form lessen corruption in a federal government?
2. Non-concentration of power in federalism will still have concentration of power in other Regions. Will corruption be lessened?
3. Will corruption be lessened in the equitable distribution of power under federalism. What about dynasties, will it be cut down?
4. Corruption is present every time in any form of government. Will poverty be lessened under a federal system?
Ex-CJ Puno now advocates to shift to federalism per latest news reports.
What does he propose re political dynasty that corruption in government may still abound in a federal system?
The draft for shift to federal system should address how to lessen corruption in any form with appropriate punsihment/prohibition/penalties, etc., generally or by statutes by local or national legislatures in mandatory language in that failure to address violations will still be punishable by a self-executing provision in the federal charter.
. . . Because when legislatures do not enact statutes, like as provided in the 1987 constitution on an Anti-dynasty law, the failure results primarily to proliferation of corruption.
For me, my idea above, is one of so many shifting to federal system. Until then, I do not choose shifting to federalism if doing so will just be another same problem: CORRUPTION ABOUNDING.

. . .the offense is punishable when ‘making general rules or regulations beyond the scope of one’s authority’ that is – the legislative branch of the Government.
This money side as owned by the people is always tantamount to abuse by public officials. Under a federal system, how will this be addressed? Many Regions with legislative powers and the National Government on BUDGETS will be on hand to be abused.
Should even Article 239 be amended to provide a heavier penalty than 6 years? Should the rules on Evidence be relaxed in order to prove easier the violation for guilt beyond a reasonable doubt?
There is great prosecutorial difficulty to prove. . . ”making general rules or regulations beyond the scope of one’s authority’ that is – the legislative branch of the Government“.
As many by the many critics, the charge is a SLAP on the wrist compared to outright Malversation of Public Funds.

. . . ‘cannot run’ – does this mean – prohibited even to file a COC with the COMELEC? Disqualified as a candidate?
. . . What ‘court’ with decide the violation, Regional or National court? Or what COMELEC office, the National or Regional office?

it’s plain to see po that duterte cannot rule, doesn’t know how to, hindi kaya. and instead of resigning, he’s urged to shift over to federalism, where those with whiff of corruption, allies and fellow fist pumpers can still be on the job and continue on sucking the life blood of the nation. these suckers would rather have federalism than let the vice president take over.
and puno is a dirty rat, he, he, he. aiding and abetting the suckers to have their big day in the sun. storm is coming! federalism is for cretins!

Every country needs a person with strong political leadership.
Under our present pres’l system of electing a president, the rule of the minority GOVERNS, like a vote of 16 million under a multi-party system. Will under a federalism system still have this?
In a real political democracy, the rule of the majority must be choice ahead. If a multi-party party system is allowed then so be it that any candidate for president who does not get a majority vote, a RUN-OFF must be done for electing a president.
I find it unrealistic not to have this RUN-OFF.
But if under a federal system, we adopt a sort of parliamentary form of government with multi-party method in elections, it is still wise to have a RUN-OFF for a political party to rule under a prime minister as head…alternative if none is a COALITION with other parties.
Are the Filipinos ready for this form of government? I do not know.
That is why under a FEDERAL form of government, our people will be moving into something we do not have any idea how to DO IT. Imagine the poor CALIBER of our majority of VOTERS on this shift.
The people in shifting our form of government could be either INTO a suicide or a blind difficult trek ahead.
What THEN is the draft about on FEDERAL form of government. . . where is it? WHEN do we start to READ IT? So the people will know HOW to evaluate it? And Why should the people adopt it?
Until as of now, there is none except by crumbs in PIECE MEALS style is being given to the public at large.

How to go about Filipinos to adopt a parliamentary form of gov’t is a big question mark. F Marcos adopted a quasi form of both worlds. Though he was the ‘elected’ president, then prime minister of parliament was a titular head. F Marcos exemplified on how to corrupt different forms of gov’t during his dictatorial rule.
Today, final draft for a parliamentary form of gov’t is still faraway. Common fear or reservations of many to shift to a parliamentary form from a presidential type is political dynasty (elite, family, kin).
News clippings of late says it would be limited to a certain degree. But where is the official draft, or work in progress materiel from a duly constituted constitutional commission, or even an assembly?
Since dictator F Marcos corrupted different types before, Filipinos nowadays have legitimate reservations that PRRDuterte may not be the right leader to shift, even as a transition leader – more so for a charter change.
From experience, living in a country ran by a parliamentary form of gov’t – at times a party or a coalition of 2 parties rule, lead, heads the gov’t. The Prime Minister of the day is the leader of the party, whose members (of the party) make up the majority of elected parliamentarians.
As the case maybe, to topple or replace a disenchanted ruling party (big) come election(s), smaller parties coalesce with each other (as a coalition) to take control of parliament (gov’t). A coalition party (of 2 or more parties) elect a PM among its coalition party leaders. IF there is a hung parliament, other smaller parties tend to negotiate (e.g. priority bills for legislation, funding, political appointments) with other parties, and combine their member numbers to wrestle control as majority for parliament control.
On legislation hurdles, often a ruling party whose members make up the majority in a parliament (example; 51 of 99 total members) may not be enough to pass a bill (e.g. requires 2/3s votes). This is where non party members are given the opportunity to ‘cross the floor’ to vote and pass a legislation.
Sometimes, in order for parliament to pass a bill into law – the ruling party provides political inducements (adopt non party bills or introduce amendments to suit another party’s advocacy).
PRRDuterte has communication problems with the Filipinos.
He doesn’t have the mental fortitude, patience, creativity and imagination to make it happen, where Filipinos would very much welcome its beauty and vibrancy. Everyone knows, the world knows his best and worst qualities to date.
