First, let me greet you all a belated Blessed Christmas and a Fulfilling New Year.
I basically spent the Christmas rush finishing the two stories on Chinese workers in the Philippines for South China Morning Post (SCMP, HK).
The days after Christmas were spent recovering. And thinking about what lies ahead.
I realize that with fake news flooding online and threatening to drown everything else, the usual kind of coverage is no longer feasible.
And so, I’ve decided that while I will still write lengthy, in-depth features for this blog, I will intersperse that with short posts to highlight something I feel needs attention.
I would like to thank all of you who frequent this blog and post in the comments section breaking news, your insights on what is happening and links to what others are saying. Your coming here truly makes this blog a Cyber Plaza Miranda.
I will be writing more frequently for SCMP, but I will give you the link to what I write.
Whatever I post here — short or long — I will try to be true to the reporter’s creed – to find and write the truth, no matter how monstrous it is.
I will try to follow the advice of one of my favorite poets, Robert Frost, who once said: “Never be bullied into silence.”
Best,
Raissa

I am telling what I think according to today’s Philnews’ editorial. . . what TELL US WHAT YOU THINK
My first, is the Martial Law era of Ferdinand Marcos institutionalized corruption. I think also that the GOING TO HELL for Filipinos started way back when our first president told the country to have a government run like hell by Filipinos rather than a government run like heaven by Americans.
When Ferdinand Marcos institutionalized corruption in his Martial Law regime, the Filipinos truly believed Pres. Quezon’s above cliche to have our nightmares. Hell it is and hell it will be! This is the FIRST THEORY and not the second. CORRUPTION holds us Filipinos back to progress. We are chained into this tie for worst and not better. Also, for every Election Time, we hold this FIRST THEORY into our beyonds by electing through plurality and popularity the worst of our corrupt candidates. Filipinos learned how to have CRONIES in corruption in our society. It started few but now LEGIONS of corrupt public officials everywhere. Cunning and deceit is the norm now running-away-into HELL as the quickest way to wealth and power BY CORRUPTION! Poor and the worst us.
My second tell is ‘Filipinos value personal ties and connections over an individual’s abilities. How far one gets in life depends more on who they know rather than on how good they are at what you do. Thus, in business, academia, or the public sector, mediocre individuals with strong connections make it to the top, while the truly talented languish in the trenches. In the Philippines, dull minds run the government, teach in schools, and run businesses.’ It is WHOM YOU KNOW and not what one knows. This is the SECOND MEDIOCRE THEORY. Dull minds run the government into Hell. This theory drags into our schools, businesses and everything else.
To Filipinos, we cannot stop to have all the time compadres and padrinos into all of the above.
Philippines is not left behind by its neighbors in these Two Theories but as truth it is, we are now maybe the FIRST running into Hell ever since as far back as one can think into our past, present and into the future.
Editorial writes: Tell us what you think. Then tell us what we can do to correct the situation. Well, that is my tell. But to tell how to correct the situation is like telling padrinos and compadres: – Are You Nuts? And their answer is: You Are A Nut!

great ‘thought experiment’. what einstein would do lol.
the higher the public official, the lower the standard. the real reason democracy is not working well. accountability, transparency, checks, etc not happening at the highest most critical level.
arc says
too powerful, too well connected, the toos have it for higher public officials. it’s getting too much for common tao to comprehend and contend with. but does not mean there is no fight back; common tao is not fighting back, slow but sure.
sa pinas po, govt officials are leading the road to damnation and happily so. meron utter disregard sila sa common good and begrudgingly so. example? we have the public attorney office’s chief persida acosta saying wala siyang kasalanan sa slump in vaccination leading kids and babies to die of measles, mothers to commit sin of not vaccinating their children and all because they listened to persida acosta’s tirade unbecoming.
very damning si acosta against dengvaxia that she hired dubious forensics to do post mortem on those that supposedly died of dengvac. and the only doctors that can do the dirty deed for her are those not accredited, not versed and not qualified in forensics. and naturally, her dubious doctors collaborated her, paid by her and thusly collaborated. gotta keep the boss happy if they want to be paid, he, he, he.
acosta is such a health hazard. mothers whose children have died of measles now have only themselves to blame for presida acosta has left them in quandary having washed her hands of sins. does not mean though that acosta is blameless. she can wash her hands in caustic acid but her deeds remained, the blot on her career remained, and the children that died of measles remained dead.
washing their hands of sins does not make higher govt officials blameless! distancing themselves from their own sins does not make them sinless. to the eyes of the public, they’re who they are and they have led people to sin.
arc says
I think, parents whose children died of measles because of persida acosta’s scaremongering tactics and adding more fuel to mass hysteria, when she was supposed to help contain a hysterical mob not stir the mob to more frenzy, negligence of duty as public official that led to deaths of children, and misrepresentation of the fact by vehemently calling vaccines as bioweapons, should file court case against acosta.
not only did persida acosta grabbed national headlines for weeks, she also failed to caution parents , walang advisory na binigay. she could at lest say to parents to vaccinate chidlren at their own risk, or if in doubt to see their doctor. and thus give parents the onus, and herself a wiggle room in case something goes wrong. and something did go terribly wrong.
fore-see-abilty, nah, persida acosta disregard that.
and now, it’s only proper that parents take legal remedy vs persida acosta.

In another venture, our coming Mid-term elections: Notorious candidates running in JIOKENO time! A voter can vote his/her ballot with Ang Daya!

at ang mga congresista talaga, out for bigger money grab; conniving senators out for money grab as well, and the chidlren of their constituents are dying of measles and yet, hala kawat!
mga solons at lawmakers, mga kawatan na walang pakialam sa health epidimic sa district nila, biggest spenders of tainted money sa election . . . loudest and with biggest tarpaulins on display, well traveled sa buong bayan campaigning for themselves, shamelessly smiling to akit millions of voters and giving them gifts as well, yeah! voters are soon to have gold mine at their disposal, thrown at them willy nilly! enjoy all, voters. accept all gifts and enjoy all sights, just dont forget to bleed them dry, the way they bled you dry. the way you are made to suffer the higher cost of living just so tainted politicians can have money to spend.
politicos that cooked up train law2, maybe with train3 in the offing, politicos punishing 12yrs old but not punishing politicons that have millions of stolen money in their bank accounts, dont vote for these politicons!
vote for candidates that have good track record, work for the good of all and not just for the good their own kapartidos. these candidates are poorer and have less money to spend on campaign but their hearts are pure and less tainted. they cannot buy votes and good will and give expensive gifts like pajeros, but vote for them anyway.

STARTLING DEVELOPMENTS:
1. China sends ‘militia’ amid PHL construction on Pag-asa Island
China has deployed as many as 95 ships near the Spratly Islands after the Philippines started construction projects on Pag-asa Island, a report by a Washington-based think tank has indicated.
The Asia Maritime Transparency Initiative (AMTI) of the US Center for Strategic and International Studies said the fleet included a mixture of fishing, law enforcement, and naval vessels in what has been called the “cabbage strategy”
AMTI used photo capture from satellite images to confirm the presence of the vessels
Defense Secretary Delfin Lorenzana said a fish port, desalination plant, solar power array, improved housing, and marine research facilities have been planned for Pag-asa Island. The chinese ambassador has asked him to cancel the construction plans in November, according to the report.
“The fishing vessels display all the hallmarks of belonging to china’s maritime militia, including having no gear in the water that would indicate fishing activity and disabling their Automatic Identification System (AIS) transceivers to hide their activities,” said AMTI in the report

2. Lanao del Norte rejects inclusion of all 6 municipalities that vied to join the in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), according to unofficial results from the Provincial Plebiscite Board of Canvassers on Thursday, February 7. The 6 munipalities are Tagoloan, Balo-i. Pantar, Munai, Nunungan, and Tangkal

TOP-LEVEL US PANEL TO DISCUSS AMENDMENTS TO MUTUAL DEFENSE TREATY – LORENZANA
Lorenzana has said he wanted the treaty amended to make it more relevant to the dispute in the South China Sea, involving the Philippines, China and several other claimant-countries in the region.
“If they said that they are going to defend us if metropolitan Philippines is attacked, what do they mean by metropolitan Philippines? Does it include Scarborough Shoal, Mischief Reef or Pag-asa” said Lorenzana
Lorenzana further said that the formal review could start within the year and the Americans are also interested (more)

pinas being attacked? por dyos por santo, no one attacked pinas without notice, unlike mindanaw na binobomba without notice kahit harap-harapan pa ng military. pinas being sovereign nation if attacked by an aggressive o hostile nation, formal notice is given before hand, an act of war notice or similar.
there is huge difference between a local attack subversive or others, and international attack prior o tantamount to acts of war. lorenzana has to read military manual, it’s all there.
our allies will come to our defense and risk their own lives and resources, only if we invoke defense clause of treaties signed with them. lorenzana needs a good brain for this one. there are number of treaties and lorenzana must know which treaty is which. think he can handle that?
the treaty is there all right and all lorenzana has to do is activate it, mention that under treaty xyz allies have obligation to us, as much as we have obligation to them. we will invite them and give them access to our country and to our resources, be partner with them, ika. there will be formal communication done in writing, in military language with correct grammar and spelling. military/s the world over loved to keep records and all records are archive for future reference. much like the amnesty papers of trillanes, submitted to the military for their perusal and for record keeping which lorenzana conveniently – lost! trillanes amnesty papers were lost!
and that says something not very nice about the ability of our military to keep records.

allies will support us if we take the 1st move. allies cannot do all the sulong for us if we ourselves are unwilling to sulong. if we’ll only be cowards and hiding behinds our allies, sitting pretty and eating pancit while watching our allies fight to the ends of the earth, for us. parents do that to their children, defend their children at all cost, but since our nation is no longer in ‘throes of infancy’ and have long reached maturity, attained independence, sitting now among equals and enjoying the status of being equal, also making its own laws and enforcing them, we should be brave enough to face adversaries and defend our country even if only in words.

THE SOUTH CHINA SEA ARBITRATION

THE PEOPLE’S REPUBLIC OF CHINA
Registry Permanent Court of Arbitration 12 July 2016
‘DECLARES that China has breached its obligations pursuant to Articles
279, 296, and 300 of the Convention, as well as pursuant to general international law, to abstain from any measure capable of exercising a prejudicial effect in regard to the execution of the decisions
to be given and in general, not to allow any step of any
kind to be taken which might aggravate or extend the dispute during such time as dispute resolution proceedings were ongoing.’ [ Page 477 AWARD ]
China breached International Law. China abstained to escape or ignored any
measure with prejudicial effect on any decisions to be executed, tantamount not to allow any step of any kind which results to aggravate or make worst the dispute when this case in its proceedings were ongoing.
What did the AWARD of this Tribunal say about the 9-dash lines fakes by China?
‘ DECLARES that, as between the Philippines and China, China’s claims to historic rights, or other sovereign rights or jurisdiction, with respect to the maritime areas of the South China Sea encompassed by the relevant part of the ‘nine-dash line’ are contrary to the Convention and without lawful effect to the extent that they exceed the geographic and substantive limits of China’s maritime entitlements under the Convention; and further DECLARES that the Convention
superseded any historic rights, or other sovereign rights or jurisdiction
, in excess of the limits imposed therein;’ Page 473 AWARD ]
China’s NINE-DASH LINE is unlawful and contrary to the Convention. China exceeded its geographic and substantive limits of its maritime entitlements
TO THE 1982 UNITED NATIONS CONVENTION ON THE LAW OF THE SEA.
Now, any incident or incidents necessitating any RESCUE is because of collisions 99% caused by Chinese acts on/by its vessels, military or fishing vessels because of China’s breach of the Convention.
A rescue center by China, as a way to fake its breach of the Convention so as to escape fault or blame from such incident or incidents.
China really decided not to participate in the Philippine case because it knew it could not present any good defense. It has no credible facts to defend. So, to default defending was a lesser evil than a bigger evil. A fake medicine in this case for China’s sickness – greedy sickly grabbing of all of the sea in South China Sea..

Except there’s a bit of a complication, since so many people have stepped through the church and contaminated the scene since the blast happened.
All the objects inside the church, including the pews, have been taken out as well.’

2 BOMB BLASTS in Jolo, Sulu. Terrorism call.
Sen. J Enrile said he never believed even with passage of BOL this conflict will end. I add: ‘Surely it will not end at any time. Not soon.’
Islam conflict even started long before the HOLY CRUSADE. It continues to these days everywhere. The cause of it is so so so deep before and after, and thereafter the Crusade. The only thing, not a solution, is to lessen the violence. It’s a UNLUCKY world for everyone since Day 1 to Days on.
Those who are innocently killed and injured just had an unlucky an day at the wrong time and being in the wrong place.
Pray for a lucky day always for safety.

It is noteworthy that the IEDs were detonated by suicide bombers and therefore improbable to detect/prevent by the authorities. It is comparable to 2002 Bali, Indonesia bombings that killed 202 people, mostly tourists, and injuring 209. First – somebody detonated a bomb in a restaurant/pub and when tourists gathered around the spot, a waiting vehicle full of bomb material such as urea, etc, exploded into high heavens and caused the major casualties.
In Israel, they’ve learned lessons and now they won’t allow entry by anybody unless body-checked, especially women with a jilbab or long robe that covers the entire body. In the Jolo bombings, the suicide bombers’ body were wrapped with bomb belts and covered by cloths.
The bombing of a Christian Cathedral is an ominous sign for the Bangsamoro Autonomous Muslim Mindanao whose long crusade for some sort of autonomy and fiscal sufficiency has just been ratified in the 1st plebiscite held in predominantly Muslim areas.
Will there be peace at last when the BOL won in the recent referendum, as Malacanang heralded? Many pundits believe otherwise and see the bombings as the beginning of more conflicts

Right you are Kalahari BODY CHECKS and the BEST MILITARY/POLICE INTELLIGENCE to minimize terrorism. Does our law enforcement have it?
Security lapses results in this kind of fighting against terrorists. How far away will body checks be made at Churches and Mosques entrances and parking lots?
Towns/Cities are not yet hit here with rockets like the Hamas’ doings on Israelis.
Airports in all over Mindanao and even places in Luzon and Visayas will be probable hits. Ports and terminals for travels. Shopping Malls, Stores, Gyms, Places of Entertainments and so many other where great many people gather 24/7 for wide spread publicity will be the terrorists’ targets.
Who finances these terrorists? Where does the money come from. Are there 24/7 investigations on it being done?
A big task ahead for our security and intelligence forces. God Help Us in the days ahead. People in communities have to be alert to ASSIST & HELP to stop terrorist

What is feared is another religious war reminiscent of the bloody 1971 Ilaga (rat) uprising led by Ilonggos and other Christian groups that caused the deaths of thousands of Moro and Christian civilians. When Davao City’s Christian church (San Pedro Cathedral) was bombed in 1981 and 1993, a suspected Christian militant group immediately bombed Muslim Mosques in apparent retaliations.
The Jolo bombings showed that the Maranaos of Cotabato (MILF) have no influence on the Tausogs of Sulu and Tawi-Tawi (MNLF) and render the BOL ineffective in bringing peace to Mindanao, as evidenced by the NO votes in Jolo and Isabela City (Basilan)
If foreign intrusion is not immediately checked, the likelihood of terrorist attacks outside of Mindanao is not improbable.

Soldiers all died. RIP soldiers.
I know how the bombers got inside the Church. . . the soldiers did not body check the bombers! Not body checking was a very serious lapse resulting in people’s deaths.
Do our soldiers need RE-TRAINING on guarding their posts? Yes, surely! What are the ELEVEN GENERAL ORDERS hints in guarding? They are as follows:
1. To take charge of this post and all government property in view.
2. To walk my post in a military manner, keeping always on the alert, and observing everything that takes place within sight or hearing.
3. To report all violations of orders I am instructed to enforce.
4. To repeat all calls from posts more distant from the guard house than my own.
5. To quit my post only when properly relieved.
6. To receive, obey, and pass on to the sentry who relieves me all orders from the commanding officer, field officer of the day, officer of the day, and officers and petty officers of the watch.
7. To talk to no one except in line of duty.
8. To give the alarm in case of fire or disorder.
9. To call the petty officer of the watch in any case not covered by instructions.
10. To salute all officers and all colors and standards not cased.
11. To be especially watchful at night, and during the time for challenging, to challenge all persons on or near my post, and to allow no one to pass without proper authority.
These 11 General Orders were memorized not to be forgotten. Very crucial if not remembered.
No. 12 would be: Soldiers to Memorized Again the General Orders!
What about the PNP cops? The policeman has mostly only searching persons <'in custody and one is Body Cavity Search or intimate search.
Crime scenes are contaminated immediately. Guard duty is grossly neglected.
Important Intelligence against terrorists we have utterly none, from simple sources and more so none from use of modern technologies.
We can say our guards and cops need re-training and updating on their guard duty. How can the Philippines fight this terrorism war effectively with this poor set up of Intelligence gathering and Guarding duty?

Duterte: Suicide bombers carried out Jolo twin blasts
https://newsinfo.inquirer.net/1079002/duterte-suicide-bombers-carried-out-jolo-twin-blasts
MANILA, Philippines – President Rodrigo Duterte revealed Tuesday that the deadly double explosions at a Roman Catholic cathedral in Jolo, Sulu were a case of suicide bombing, involving a couple.
The suicide bombers, he then said, was a couple, citing information he got from his security officials.
“Yes. Babae. Lalaki ‘yung isa. Mag-asawa,” he said.
Told that the military said it was not a suicide attack, he said it could be.
“Well, I don’t know. Kung hindi suicide bomber, ano? Ah, sabi niya, by cellphone? Yes, that’s a possibility. But the eye witnesses said it’s the other way around. May kasama siguro. May support system,” he said.

Is it true that the Lower House of our Philippine Congress – “railroaded” the controversial House Bill (HB) 8858 lowering the age children can be held criminally liable under Philippine law to 12 years of age? [Editorial Philippine Newslink]
Is it true that the State, this Administration and this country is about to abandon even our Youth and betray the Youth of this land?
Is it true?
The proposed bill to hold our Youths 12 years of age criminally liable are targets of our own lawmakers to be betrayed and abandoned by punishing them in many ways to final imprisonment in jails or whatever for alleged crimes discerned by criminal syndicates and individuals. Is it true the bill was ‘railroaded’? So many of our Youths lives along the ‘riles’ or railroads, for one. If not, so many also lives along ‘roads in shanties.’ To mark the Youth as old as 9 years or even at 12 Years of age as criminals like adults, where will our Youths go? To jails and detention centers?
As I commented here recently, I am not a lawmaker or lawgiver, I said what is the proof-study or proof that House Bill 8858 should be passed into law? I said Do Not Pass the Bill Yet.
In the Year 1879, a UST student in Manila, Philippines, Jose P. Rizal at 18 years of age, wrote a POEM – titled TO THE FILIPINO YOUTH, poetry contest which had been organized for Filipinos by the Manila Lyceum of Art and Literature. He won the first prize, a silver pen. At 18 years of age, Jose was criminally responsible [ if it is today’s time ]. He was also socially responsible. But Jose saw bright things of the Filipino Youths. He wrote a poem to express that. Now, our Congress will write to destroy and betray that poem and to the Filipino Youths.
What did Jose, the student, say in his poem? Many bright things he said. For many of which, he wrote:
. . . Raise your unruffled brow
On this day, Filipino youth!
Resplendent shines
Your courage rich,
Handsome hope of my motherland!
Unruffled brow! A Filipino Youth at 9 or 12 years of age has not even yet a brow. A Filipino Youth is resplendent and shines, Jose said. Congress appears not to believe this. Courage the Filipino has, still so young, to engage in so many things of the world. The Filipino Youth is HOPE of the Motherland. Not so, according to a railroaded bill by our Congress, who unjustifiably believes the Youth has no hope for the Motherland.
. . . Fly, grand genius
And infuse them with noble sentiment
That vigorously rushes,
More rapid than the wind,
Its virgin mind to the glorious goal.
The Filipino Youth is a grand genius. Infused with noble sentiment. Imagine that! Our Congress refuses to imagine that! The Filipino Youth, by age at 9 or 12 years old, rushes with rapid into the wind, with a virgin mind to a glorious goal. What goal? Congress says into criminality! So virgin at that is the Filipino Youth branded already as criminal by Congress.
. . . Descend to the arena
With the pleasant light of arts and sciences,
And unbind, Youth,
The heavy chain
That fetters your poetic genius.
The Filipino Youth under HB 8858 will descend to the arena of jails and detention cells! There is no pleasant light there in arts and science but sights and lights of adult criminal lights. A heavy chain to bind the Filipino Youth. It deprives the Filipino Youth fetters of poetic genius. I say Do Not Pass the Bill Yet.
. . . See that in the bright zone
With pious and learned hand,
Offers the son of this native land
Resplendent crown.
The Filipino Youth will be in a tight zone under HB 8858. No resplendent crown as a son or daughter of this native land. Will the Filipino Youth become a pious and learned hand in the situation lawed by HB 8858? It is a dark zone for the Youth.
. . . You who ascend
On wings of your rich fantasy,
Seeking from Olympus in the clouds
Tenderest poetry,
Sweeter than nectar and ambrosia;
You of the celestial accent,
Melodious rival of the nightingale,
Who with varied melodies
The Filipino Youth is surely rich with fantasies to go up as high as Olympus. Dreaming in the clouds. But to be in jail and detention centers for court trials for convictions, etc., takes away the nectar and ambrosia in the Filipino Youth, who as described by student Jose, is a rival of the nightingale with varied melodies. Yes, now the Filipino Youth instead is a rival of our lawmakers who have varied melodies to abandon and destroy the Youth.
. . . Dissipate the mortal’s bitter pain
In the night serene;
You who animate the hand rock
With the impulse of your mind,
And with prepotent hand makes eternal
The pure memory
Of the refulgent genius;
Bitter pains to be squandered in horrible nights and days in jail. HB 8858 to crack the Youth from hard rock to destroy the impulse of the mind, the youth like a breeding animal showing great effectiveness in transmitting hereditary characteristics to its offspring will no more breed that impulse in the mind, a lost memory of the Youth’s shining brightly. Lost under HB 8858 by way of a railroad style. The Train.
. . . And you, who with magic brushes
Are wont to transfer to simple canvas
The varied enchantment of Phoebus, beloved of
Apollo divine,
And the mantle of nature.
Run! For the sacred flame
Of the genius awaits to be crowned with laurels,
Spreading fame
With trumpet proclaiming
O’er the wide sphere the mortal’s name.
Day, oh happy day,
Philippines genteel, for your soil!
Bless the Almighty,
Who with loving desire
Sends you fortune and consolation.
Our many Youths will run under HB 8858 as they have been running early in their youth. No happy days and nights ahead. Our Congress is not genteel to them. The youth will find magic jails instead of magic brushes. Phoeyyy! instead of Phoebus! Indeed the Youth will spread criminal fame in this Motherland as the State has no loving desire for them but only misfortune with no consolation.
The UST student Jose P. Rizal as a youth was able to see at the time how bright is the Filipino Youth for the Motherland. Our State does not see it now that way just because of what and who, where and why, and how, the crimes of today are committed suspectedly without compassion by the youth. A sad day for the Philippines.
The Editorial of Philippine newslink pictured HB 8858 – ‘But no matter how Filipino lawmakers try to “spin” it, the law they just passed, with barely 2 days of plenary deliberation, speaks volumes about what they—and by extension—the rest of us have become.’
Barely 2 days of plenary deliberation! What a horrible way to destroy the Filipino Youth!
It says further that – ‘the Philippine Pediatric Society Inc. (PPS), and “Filipino child experts from Child Protection Unit, Philippine Society for Developmental and Behavioral Pediatrics and Philippine Society of Adolescent Medicine upheld the ‘scientific and medical’ basis for maintaining” the present age-limit of 15. Agoncillo noted that the above groups were not consulted and points out that the “PPS and the others said the government should instead fully implement the current juvenile justice law.”
The scientific Filipino child experts (PPS) were not consulted. HB 8858 was approved and passed barely 2 days without scientific study. No proof to justify the Bill. Pitiful for our juvenile justice law!
If the UST student who became Dr. Jose P. Rizal were alive today, he will surely write a poem in one day about our Philippine Congress. What do you think will the adult Rizal write? Would Rizal say, among other, the criminal and social irresponsibility’ of the Philippine Congress? You bet he would!
Do Not Pass the Bill Yet Until Then.

What is HOUSE BILL No. 2 about? Well, it is about lowering the age of criminal responsibility to NINE (9) years of age under the Revised Penal Code, as Amended.
What does this bill’s EXPLANATORY NOTE say? it says, according to the author Speaker Pantaleon Alvarez, that:
. . . The choice of nine (9) years as the minimum
age of criminal responsibility under the Revised Penal
Code was infused with wisdom. Most children
above this age, especially in these times when all
forms and manner of knowledge are available
through the internet and digital media, are already
fully informed and should be taught that
they are responsible for what they say and do.
Owww…how can such ‘most children’ know about internet and digital media about what information they get from it?
Is there reliable statistics on this Explanatory Note? I doubt if there is such given in the proposed Bill.
Most children affected subjected to in this Bill are belonging to the POOR and POOREST in Society.
Do they have access to Internet and Media digital?
I doubt again. Probably NADA. . . none.
I doubt further that such ‘Most Children’ fully know
and purposely know that their acts are to commit
crimes, such as drug trafficking and be aware of it
criminally. Most such Most Children are killed, by
the way before anything else, by the policemen.
Do not pass this Bill yet until then.

at 9yrs po, kids can barely predict the consequences of thier action. in movies, in teleseryes, and in cartoons, the dead they see comes back to life only to re-appear in another t.v. program. most kids at 9 dont really think death is permanent.
in real life death is point of no return, the dead cannot come back and be with the living again. most kids kasi relate death with zombies at halloween. once scary costumes are discarded, life will be back to normal and everything is okay again. until next halloween.
not only are kids immature at 9, dont have life-long experiences to hugot on and back them up, they can barely predict the consequences of their actions too, like if they stab someone, that person could die. for most kids, stabbing someone could well mean that person will stop annoying them, and then, that person will get up and all is well again.
I say, let parents take care of thier own kids, punish and discipline them kids if need be. dont spare the rod and dont spoil the children. tough love and tawag niyan, pinalo ang dapat paluin, and hugs to those deserving.
just dont let panty liner use the law to punish children. they’ll grow up and become voters one day. he, he, he, and they might just punish pantaleon alvarez in return.

erikson and piaget, both authorities on child development, their psycho-social theories of childhood development still relevant today said that at 12 yrs, children are just starting to grasp and understand the world around them. piaget’s formal operations stage and erikson’s identity vs role confusion puts children at this age as being able to grasp and understand concept, ideas and abstract like democracy. that democracy exist even though they cannot touch it, feel it, and smell it. that a kilo of nails is equivalent to a kilo of cotton, even though nail being iron is usually heavier than cotton.
at 12, a child has more or less reached puberty and with it, the surge of hormones that are sometimes uncontrollable and highly charge, raging and disproportionate and caused their bodies to have sudden growth spurts, and yes, hormonal acne as well, ugly tigyawat so disfiguring to their appearance!
childhood educators ought to put in their two cents worth and join in the dialogue. making 12 yrs old kids fully responsible for their own action may well be too much of a burden, the enormity would just make kids commit suicide and end all.
1st, point out to 12 yrs old why it is wrong to do such and such, and provide rationale. bring them up to scratch, then let them mull over the rational. and watch their action. the 12 yr old should be able to resolve what bugs them.
I believe in reform, not in incarcerating the young and the impressionable.

Indeed how true. Imelda Romualdez must have gone to Mr. Sy’s Shoemart store at Carriedo street, Manila, a thousand times at the times.
Rest in peace Mr. Henry Sy, Sr. God bless your soul. You helped millions Filipinos to have a pair of shoes walking along Escolta for years end. Without shoes was poverty in life. Shoes holds heads up high. Proud. Confident. And with a smile. ‘Does it fit?’ ‘Walk it.’ ‘I like it.’ ‘I’ll get it.’ Such words for a pair of new shoes.
But everyone, sadly in this world, leaves the world with only [ probably ] with a pair of socks. A time to go.
. . . It was almost Christmas time, there I stood in another line
Tryin’ to buy that last gift or two, not really in the Christmas mood
Standing right in front of me was a little boy waiting anxiously
Pacing ’round like little boys do
And in his hands he held a pair of shoes
. . . His clothes were worn and old, he was dirty from head to toe
And when it came his time to pay
I couldn’t believe what I heard him say
. . . Sir, I want to buy these shoes for my Mama, please
It’s Christmas Eve and these shoes are just her size
Could you hurry, sir, Daddy says there’s not much time
You see she’s been sick for quite a while
And I know these shoes would make her smile
And I want her to look beautiful if Mama meets Jesus tonight
