At 7 in the evening of Thursday, I am sitting in the dark being stung by mosquitoes.
There is no electricity and no water.
This reminds me so much of the dying days of dictator Ferdinand Marcos’ Martial Law, when electric power went on and off and the trickle in the taps went dry for most of the day. I actually had to go to a deep well in the neighborhood to haul water.
Nowadays, there is no deep well near my home from which to draw water. I just have to rely on the very upredictable water service interruptions of Manila Water. The water comes on around 6 AM or 7 AM, or not. If it does, the taps suddenly go dry mid-morning, then resume around lunchtime, or sometimes not. Then around 3 or 4 PM, the taps only make gurgling sounds.
We are looking at this kind of interrupted water service until June this year or longer.
As for power interruptions, we have no idea what is happening. I heard Department of Energy official Wimpy Fuentebella say on ANC that the power outage was caused by a “big power plant” suddenly going offline.
He does not name which “big power plant this is” nor does the reporter ask.
Yesterday, I heard technical expert Alan Ortiz give a warning on ANC tv news that we are soon going to possibly face brownouts if no power project comes onstream soon. Ortiz disclosed that since 2016, when Mayor Rodrigo Duterte assumed the presidency, no power project had been approved by the Department of Energy under his administration.
One of the most basic functions of government is to see to it that basic services like water and power run smoothly like clockwork. It is the government’s job to anticipate problems in these areas and to work out solutions so that problems don’t happen. If problems happen – and not because of some natural calamity – then the government is failing at its job.
We don’t know yet the full story behind Metro Manila’s water crisis. Suffice it to say, no heads have rolled in the MWSS because of it. Duterte has met with MWSS and Manila Water officials. But he has not cursed any of them.
Instead, he seems obsessed talking about his penis and being a manly man.
He does not seem to be all that bothered with the water and power crisis disrupting the lives of nearly 13 million Metro Manila residents. He has spewed no cuss words about these. Even though over 6 million of these suffering residents are registered voters.
And if the water and power crisis are not enough, there is another crisis, this time on the money front.
Yesterday, I went to BPI bank to withdraw from my account and found I could not. BPI had “upgraded” its system last Friday and it crashed. That was six days ago. Today, they still could not tell when the system would be online.
If I wanted to withdraw some money from my bank account, I was told, I had to go to the bank branch where I had opened the account and plead with the manager to let me withdraw from my account even if the system was down.
Tomorrow, Friday, the country’s biggest bank BDO is also going to “upgrade” its system. Will its system also crash?
Hello, Duterte government, does anybody care that systems are failing or getting disrupted?
I was told by a former cabinet official that during cabinet meetings, Duterte’s full attention becomes focused only when the topic is the drug war. Beyond that, his cabinet secretaries are pretty much left to themselves to do what they please.
The Filipinos are a very forgiving people, especially when it comes to lousy services. Our attitude is usually – hayaan mo na. Wala naman tayong magagawa. Wala namang mangyayari.
Which is why service providers of power, water, internet, banks, etc have it easy giving minimal service to customers. A 2010 survey found that Filipinos were the most forgiving of bad customer service.
When it comes to power and water which are monopolies, however, Filipinos have to rely on the government to lean on these monopolies to improve bad service.
But what if the government does not seem to care?
Well, that’s what elections are for. To make government officials care.
Is the Duterte government making sure Filipinos get good service from private and public enterprises?

Have guts to glory. There was actually not a formidable fighting navy for the US at the time. USA did it.

those nangunguna sa polls and surveys should be the ones working hardest and obtaining best services for constituents. they have the money and influence, been on the job for a while now too. and see what they got the people? higher taxes, prices of commodities getting higher, worsening services, more extra judicial killngs, more bad jokes, etc.

thanks, raissa. this coming election could well be protest election with people registering protest votes. those not happy with water cuts, electricity cuts, silly double plaka law, cuts in essential services but no cuts sa prices of commodities, could well do some cutting and culling too.
many of the best and brightest ought to be culled and given the marching order, retirees dont always make good administrators, spent force na sila and cannot easily transport skills from one job to another. not dexterous enough, not hungry enough, bored? maybe. and instead of recharging, they’re put on the hassle and bustle of the front line. ill equipped to handle the demands of the job, naging less to non productive tuloy sila, dependent baga on assistant and staff who in turn depended on those on endo.

1.a) ‘On Thursday, the 150-megawatt Unit 2 of SMC Consolidated Power Corp. in Limay went on forced outage due to a suspected boiler leak, adding pressure to an already tight supply situation across Luzon, NGCP said.’ There is a SUSPECT – may LEAK sa boiler daw. No maintenance is the suspect.
1.b) Know this: ‘NGCP said rotational brownouts may be experienced in the provinces of Benguet, Isabela, Nueva Vizcaya, Ifugao, Quirino, La Union, Bataan, Albay, Quezon, Laguna, Batangas, Camarines Sur, Camarines Norte, Pangasinan, Sorsogon, Tarlac, Nueva Ecija, Aurora and Pampanga.’

3.a) NGCP said a total of 827 MW was out of commission in the Luzon grid as power plants were undergoing scheduled maintenance. Scheduled maintenance daw. This company is grossly and recklessly NEGLIGENT. Like the Water Companies, there are 3 saboteurs against the people. we’re being HAD.
3.b) DOE had asked the companies whose power plants went under forced outage to explain what happened to their facilities. Just EXPLAIN daw. As if by doing an explanation, electricity and water supply will POP OUT to the consumer-people. This is a Department of Explanation! …not energy.
What a hell to run this government! Who is in-charge? It’s NO ONE IS. Our ship is full speed ahead into the REEFS for a wrecking adventure. Get your LIFE VESTS! . . . if ship has any.

Filipinos have moved into a BLACK HOLE like it. What is at the other side or end of it? Scientists still do not know. Maybe Filipinos knows. . . it is hell. Never ending hell. Always ‘ending’ but never finally end.

My beef with BPI is this.
While I must stress that BPI has the most advanced online services, when they fail to deliver services big time – like what is happening now – they call it a “glitch” and they are not fined for it. At all.
When you or I fail to fund a check because of some emergency (like that time I had just given birth and forgot to fund a check) we are immediately fined for it and given a warning about violating the bouncing checks law.

I realized the country, the PH, is now the loneliest place in the planet to those who understand and see the real situation. I truly can’t understand why the rest of million of voters are still tolerating this depleted third world country, why it never advanced from that designation is beyond me with the country marked as the # 2-3 in the using and knowledge of mass media.
It means the population is not aging well, millennial are sticking to their dumb characterization of shallow understanding of more significant issues in the country. Or is that the manifestation of Bahala na attitude that Raissa is talking about.
Even if we hammer the truth into their heads and plaster the real issues into their faces, nothing is going to happen to this loneliest planet. Maybe the BBC is right after all that the Chinese carved the Baguio Rice Terraces.
No more 8 wonders of the world, the pride and joy of the smartest ,innovative Ifugaos; the honor stolen from them. Many are still going to be grabbed by China, More people even Imee Marcos, are denouncing our heritage, culture and mineral ocean rich islands.
Yet, she is courting all people in every level of their status, elite and poor , fish mongers alike to vote and trust her . Only the fools would vote for her, but most poor, fish monger and elites would exactly do that because it is easier for them to fall victim, play grateful than become regretful of their mistakes .
The PH, the loneliest place in the planet is not a mistake that even The BBC would find it real.
